Abstract :
[en] This Council of Europe Recommendation marks a turning point by shifting from mere restriction to true empowerment. The MSI-eSEC committee' s work has been guided by a strong conviction: "Children face specific and increased risks in the online environment [...] and these risks can extend to the physical environment, reinforcing existing inequalities and harms." These new recommendations notably strengthens Empowerment by Design, transparency, algorithmic accountability, respect for fundamental rights, and the guarantee of protection against illegal or harmful content.
By demanding full transparency and increased legal liability for platforms, we are putting technology back at the service of humanity. Protecting our children from online exploitation and abuse, while fostering their digital fulfillment, is essential for a healthy democracy.
