[en] This paper analyzes the role of mayors in Luxembourg under German rule between 1940 and 1944 as key intermediaries between local society and the Nazi administrative apparatus. It traces how existing municipal leadership was constrained, sidelined, or replaced through administrative restructuring and the introduction of German Amtsbürgermeister. Drawing on case studies from different local contexts, the paper highlights a wide spectrum of behavior ranging from accommodation to rare occurences of open conflict.
