Abstract :
[en] Relations between the European Union, its Member States, and Mexico have been governed since 2000 by the Economic Partnership, Political Coordination and Cooperation Agreement (commonly known as the ‘Global Agreement’). At the time of its adoption, the Global Agreement stood as the most ambitious and comprehensive accord ever negotiated by the EU with a third country. For Mexico, it remains the most profound and wide-reaching international instrument concluded to date. Since 2013, efforts have been underway to modernize the agreement in response to evolving political, economic, and social dynamics within Mexico, the EU, and the broader international context. This policy paper aims to contribute to that modernization process by reinforcing political dialogue between the Parties, and by promoting shared values and principles from bilateral, bi-regional, and multilateral perspectives.
