Abstract :
[fr] Cet article s’interroge sur les impacts des mobilités transfrontalières des travailleurs pour le dévelop-pement économique et social de leur territoire de résidence. L’hypothèse avancée est que la mobilité transfrontalière est productrice de ressources pour le travailleur, pour l’entreprise et pour le territoire. Mais elle peut être également source de contraintes. Après avoir fixé le cadre géographique de l’étude, l’article analyse les principaux impacts territoriaux positifs de ces mobilités transfrontalières. Il montre que ces dernières contribuent au dynamisme territorial de ces espaces transfrontaliers en attirant de nouveaux profils sociologiques de travailleurs, en redynamisant les territoires ruraux grâce à l’habitat, en contenant la progression du chômage local et en favorisant l’apparition d’une nouvelle forme d’économie résidentielle locale. Enfin, le papier cible quelques effets négatifs de ces mobilités qui peuvent entraver le développement propre de ces territoires frontaliers comme une stratification so-ciale locale plus accentuée et la pénurie de la main-d’œuvre qualifiée.
[en] This article questions the impacts of cross-border worker mobility on the economic and social devel-opment of their place of residence. We hypothesize that cross-border mobility produces resources for the worker, the enterprise and the territory, but it can also be a source of constraints. After a geo-graphical framework of the study, this article analyses the main positive territorial impacts of cross-border mobility. It shows that they contribute to the territorial dynamism of these border regions by attracting new sociological profiles of workers, by revitalizing rural territories (through housing), by limiting the increase of local unemployment and by encouraging a new form of in-place economy. Fi-nally, the paper also shows how such mobility can impede the own development of these border terri-tories, such as via a deeper local social stratification and a lack of highly qualified manpower.
[de] Dieser Artikel untersucht die Auswirkungen der grenzüberschreitenden Mobilität von Arbeitnehmern auf die wirtschaftliche und soziale Entwicklung ihrer Wohnregionen. Die Annahme ist, dass grenz-überschreitende Mobilität Ressourcen für den Arbeitnehmer, das Unternehmen und die Region gene-riert. Sie kann jedoch auch Ursache von Einschränkungen sein. Nachdem der geografische Zuschnitt der Studie festgelegt wurde, analysiert der Artikel die wichtigsten positiven territorialen Auswirkungen dieser grenzüberschreitenden Mobilitäten. Er zeigt, dass die grenzüberschreitende Arbeitnehmermobi-lität zur territorialen Dynamik dieser Grenzregionen beiträgt, indem neue Arbeitnehmertypen angezo-gen, ländliche Gebiete durch Besiedlung neu belebt werden sowie die lokale Arbeitslosigkeit gedeckelt und die Entstehung neuer Lokalökonomien begünstigt wird. Schließlich beleuchtet der Artikel einige negative Auswirkungen dieser Mobilitäten, die die Entwicklung dieser Grenzgebiete hemmen könnten, wie etwa eine sich zuspitzende soziale Stratifizierung sowie Verknappung an qualifizierten Arbeits-kräften.
