Abstract :
[en] This article examines the genesis and function of a particular image of Switzerland: that of ‘God’s own Country.’ In the context of the ‘Spiritual Defense of the Nation’ (geistige Landesverteidigung) as a strategy of cultural politics, this image was thought to possess a highly idealistic potential for enabling all segments of the population to identify with their country. In times of political tension within Europe, this self-image of Switzerland as ‘God’s own country’ functions, on the one hand, as a source of identity and unity in the multilingual, multicultural civic nation (Willensnation). On the other hand, the glorification of Switzerland also includes a clear normative demarcation that exalts the Alpine nation above all other European nations. This normative exaltation, which is constitutive of the motif of divine election, thus not only delineates a position of neutrality, it also resembles on this score the biologically grounded notions of superiority of other nations. Furthermore, the self-attribution of this image also implies an ethical and moral responsibility that the Helvetic refugee and asylum policies failed to meet, particularly at the high point of the image’s utilization.
[fr] L’article se consacre à la genèse et à la fonction d’une certaine image de la Suisse à laquelle la politique culturelle, dans le contexte de la Défense spirituelle du pays, a attribué un potentiel d’identification élevé pour toutes les catégories sociales. En des temps de tensions au sein de l’Europe, l’image à connotation religieuse que s’est donnée la Suisse comme ‘God’s Own Country’ est un facteur d’identité et d’unité pour cette nation multilingue fondée sur la volonté politique. Elle englobe en même temps un élément fortement distinctif qui, sous l’angle normatif, place la Suisse au-dessus de toutes les autres nations européennes. Cette surestimation normative, qui fait de la Suisse le Pays élu, ne souligne pas seulement la position neutre du pays, mais ressemble sur ce point aux idées de supériorité d’autres nations, motivées par des facteurs apparentés au biologisme. Par ailleurs, cette projection auto-propagée implique également un devoir éthique et moral auquel la politique helvétique en matière de réfugiés n’a pas toujours satisfait, et ce particulièrement lors de l’apogée de la fonctionnalisation de cette auto-image.
[de] Der Artikel beschäftigt sich mit der Genese und Funktion eines bestimmten Schweiz-Bildes, dem im Kontext der Geistigen Landesverteidigung von kulturpolitischer Seite her ein hohes idealistisches Identifikationspotential für alle Bevölkerungsgruppen zugesprochen wurde. Das religiös konnotierte Autoimage der Schweiz als ‚God’s Own Country‘ fungiert in der Zeit innereuropäischer Spannungen einerseits identitäts- und einheitsstiftend für die mehrsprachige Willensnation, andererseits ist ihm auch ein stark abgrenzendes Moment inhärent, das die Schweiz normativ über alle anderen europäischen Nationen erhebt. Die normative Überhöhung, die für das Motiv der Auserwähltheit konstitutiv ist, markiert dabei nicht nur eine neutrale Position, sondern gleicht in diesem Punkt durchaus biologistisch begründeten Überlegenheitsvorstellungen anderer Nationen. Darüber hinaus impliziert die selbstgewählte Zuschreibung aber auch eine ethisch-moralische Verpflichtung, der die eidgenössische Flüchtlings-politik jedoch gerade in der Hochphase der Funktionalisierung dieses Image nicht nachkam.
