Abstract :
[en] In the EU, responses to advanced digital technologies blend public and private power, intertwining national and supranational levels. AI cases involve state and non-state actors, including market-driven and technological solutions. AI expertise, predominantly held by universities and corporations, plays a crucial role in mitigating risks. Computational code wields normative power, influencing social relations and legal decisions and challenging the rule of law. This paper aims to provide an inter-legal perspective to overcome this complexity, which helps determine the relevant perspectives within their frameworks and question their correlations based on the case at hand rather than causing barriers to their participation.
