Abstract :
[en] The article explores the United Nations' approach to poverty and human rights, critically analyzing its ideological premises, inherent contradictions, and limited effectiveness. It examines how the UN frames poverty as a human rights issue, often through non-binding declarations and guiding principles, and the ongoing debate surrounding a legally binding instrument on the right to development. The article also scrutinizes the visual representation of poverty in UN reports and official videoclips, reflecting the limitations of existing human rights framings and procedures. Finally, it discusses a proposed Implementation Mechanism within the draft International Covenant on the Right to Development, highlighting its potential to address systemic issues of global poverty.
