„Once-only“ principle; digital transformation; Croatian public administration

[en] The „once-only“ principle is an integral part of the digital transformation of public administration, enabling parties to provide required data just once while subsequent data exchange occurs within the public administration. This paper defines the „once-only“ principle, outlines its legal framework and application in the context of Croatian public administration, and addresses open issues such as the transparency of personal data processing, the right and possibilities for accessing personal data, and the quality of data in registries, which need to be addressed in upcoming legislative reforms. The approach includes a review and analysis of relevant literature, official documents, national and European legal frameworks, and incorporates examples of best practices from other European countries applicable in the Republic of Croatia.
