L’invention du travailleur incapable de travailler. Organisation, fonction et conditions des ateliers pour personnes en situation de handicap dans le contexte des politiques activantes.

[fr] L’article élabore l’émergence d’une nouvelle catégorie sociale que nous appelons le « travailleur incapable de travailler », qui n’a pas encore été reconnu dans la littérature scientifique. En Allemagne, les personnes exclues du marché du travail ordinaire sont de plus en plus souvent employées comme travailleur « en réadaptation » dans des ateliers pour personnes en situation de handicap en raison d’une incapacité totale de travail. Outre l’objectif de maintenir la participation à la vie professionnelle des personnes en situation de handicap, ces ateliers assument le but de (ré)établir leur performance et de suivre leur réintégration dans le marché du travail ordinaire. L’évolution des profils des personnes travaillant dans ces ateliers et leur expansion sont décrits, ainsi que le développement des processus et conditions de travail, en particulier le recours aux technologies numériques dans le travail. Les conséquences de ces transformations sont étudiées au prisme des politiques « activantes ».
[en] The article elaborates on the emergence of a new social category: the “worker incapable of working”, which has not yet been recognized in the scientific literature. In Germany, people excluded from the labour market are increasingly employed in workshops for people with disabilities due to what is defined as a total incapacity to work. In addition to the objective of labour market participation of people with disabilities, these workshops assume the aim of (re)establishing their performance and monitoring their reintegration into the general labour market. Changes in the profiles of people working in the workshops and their recent expansion are described, as well as the transformation of working processes and conditions, especially through digitalisation. The consequences of these transformations are studied within the framework of “activating” policies.
