Abstract :
[en] The publication brings an analysis of the procedures necessary for the adoption of new procedural rules leading to the allotment of frequencies for specific services, as well as allocations to the Administrations. These rules are formed by specialists dealing with the management of frequency spectrum, but – when adopted by Administrations – become binding rules of international law. However, based on the rules of physics - the system of the ITU as such is an old and amazing structure of self-constraints and self-regulations which deserves scientific attention.
