If cross-border regional policy cooperation is planned as a cross-border practice formation, then despite all national disciplining of administrative practices, the border question does not refer to either a national body or a territory. Instead, the borders of cross-border practice formations can be found at their edges, and thus in areas where the chains of practices become fragile and connections can no longer be made. This shifting of borders from a national or territorial issue to a social and cultural issue enables us to overcome the idea of thinking in spatial scale levels and the associated order categories, whilst still tackling the concept of territoriality.
