[fr] Bien qu’ils demeurent officiellement des lieux temporaires, et qu’il existe une fragmentation au niveau de leurs statuts et de leur gestion officielle, les camps de réfugiés palestiniens à Amman, et les quartiers informels qui les entourent, n’ont cessé de se développer depuis 60 ans. Loin de constituer de simples espaces d’exception, ils ressemblent aujourd’hui aux autres quartiers populaires de la ville dans laquelle ils se fondent. Cette recherche porte sur les logiques et les contraintes de cet aménagement urbain, et sur ce qu’elles nous apprennent sur la façon dont les habitants de ces lieux sont “gouvernés” en Jordanie. Étant donné qu’aucun véritable “plan” n’a été dressé, les pratiques hétérogènes des différents professionnels et institutions sont étudiées au travers de la notion de dispositif. L’utilisation de ce concept, au sens que lui donne Michel Foucault, permet d’analyser les stratégies d’agencement des interventions de développement, d’amélioration ou de planification, qui se sont succédées au cours des 30 dernières années, et qui ont été conduites au nom de l’amélioration des conditions de vie dans les camps et les quartiers informels. Cette forme d’aménagement spécifique, qui répond en partie à des considérations d’ordre politique – relatives à la place des réfugiés dans le royaume et aux conséquences du conflit israélo-palestinien – a été possible, d’une part, par la transformation progressive de la signification d’un séjour “provisoire” et, d’autre part, par une gouvernementalité ambiguë des réfugiés palestiniens en Jordanie qui a oscillé entre des logiques de différenciation et d’intégration.
[en] Although they remain officially temporary areas, and despite the fragmentation in their statutes and their formal management, Palestinian refugee camps in Amman and the informal settlements surrounding them have developed over 60 years. Far from representing simple spaces of exception, today they resemble other working-class neighborhoods of the city with which they are interwoven. This research deals with the logic and constraints underpinning this urban planning, and the light it sheds on the ways the inhabitants of these areas are “governed” in Jordan. Due to the fact that no “plan” as such was ever drawn up, the heterogeneous practices carried out by various professional actors and institutions are studied thanks to the notion of apparatus. The use of this concept in the Foucauldian sense makes it possible to explain the strategic arrangement characterizing the interventions of development, improvement or planning that have followed over the last 30 years, and which were conducted according to principles for improving living conditions in camps and informal settlements. This specific form of planning, which responds in part to political considerations related to the place of refugees in the kingdom and the consequences of the Israeli-Palestinian conflict, has been possible not only thanks to the gradual transformation of the meaning of a “temporary” stay, but also to an ambiguous governmentality of Palestinian refugees in Jordan, which fluctuated between principles of differentiation, on the one hand, and integration on the other.
