La vulnérabilité des demandeurs de protection internationale est un élément clé de l’acquis communautaire en matière d’asile. La directive relative aux procédures d’asile (2013/32/UE – refonte) et la directive sur les conditions d’accueil (2013/33/UE – refonte) prévoient des dispositions particulières pour les personnes vulnérables en ce qui concerne, respectivement, la procédure de protection internationale (c’est-à-dire des garanties procédurales spéciales) et l’accueil (c’est-à-dire des besoins particuliers en matière d’accueil). Par conséquent, pour que les États membres soient en mesure de prévoir et de garantir ces dispositions particulières pour les demandeurs vulnérables, il est essentiel qu’une vulnérabilité potentielle soit détectée et identifiée à un stade précoce de la procédure de protection internationale. C’est dans ce contexte que EMN Luxembourg a décidé, en consultation avec les autorités luxembourgeoises et des acteurs nationaux, de lancer une demande d’information aux Etats membres. L’objectif de cette note de synthèse est de déterminer comment les vulnérabilités des demandeurs de protection internationale sont détectées dans le cadre de la procédure de protection internationale dans les Etats membres de l’UE et comment le suivi de cette détection est garanti par les autorités et les acteurs impliqués, y compris les garanties procédurales spéciales. Das C2DH hat in den wenigen Jahren seiner Existenz eine ungeheure Strahlkraft weit über den europäischen Raum hinaus erreicht und gilt hinsichtlich seiner Forschungsleistung und -kompetenz im Bereich der Digital- und der Public History als sogenannte Leuchtturm-Institution. Sowohl die Arbeit des Direktors, als auch die Forschungsleistung des gesamten Instituts werden alle fünf Jahre von einer international besetzten Fachkommission evaluiert. We live in the age of information. Information is accessible, fast and empowering. By automatically processing and analysing large amounts of information, the governance of modern society has become more efficient and reliable. The large extent to which novel forms of information processing are being relied on, is changing the very nature of the act of decision-making. This contribution defines such decision-making as ‘semi-automated’ because of the decisional value of the automatically generated information source. This article (see the full version here) starts with a brief background to the European initiatives, introducing automation in information processing, before outlining the impact of such initiatives on the decision-making conduct and the take-overs for the Union legal order at large. The vulnerability of applicants for international protection is a key component of the EU acquis on asylum, with both the Recast Asylum Procedures Directive (2013/32/EU) and the Recast Reception Conditions Directive (2013/33/EU) providing special provisions for vulnerable persons with regard to the procedure for international protection (i.e. special procedural guarantees) and reception (i.e. special reception needs), respectively. Hence, in order for Member States to be able to provide and guarantee these special provisions for vulnerable applicants, it is essential that a potential vulnerability is detected and identified at an early stage in the international protection procedure. It is in this context that EMN Luxembourg decided, in consultation with the Luxembourgish authorities and national stakeholders, to launch a request for information to Member States via the EMN ad-hoc query system. As a consequence, the aim of this Inform is to map how vulnerabilities of applicants for international protection are detected in the international protection procedure in EU Member States and how the follow-up of this detection is guaranteed by the authorities and stakeholders involved, including special procedural guarantees. A rising number of concrete bridges are showing increasing damage due to corrosion and fatigue. In addition to the regular standard visual inspection, the bridge’s condition can also be recorded using additional tests with repeated static loading and/or dynamic tests. To determine any damage to a structure and to check its structural stability, it is crucial to know the exact system properties of the bridge in its undamaged reference state. The system behavior is influenced by damage and bearing conditions and environmental influences, such as the structure’s temperature. The influence of temperature can even cause larger changes in the measured quantities (bending line or modal parameters) than real damage. Therefore, temperature effects should be compensated before any condition analysis. The present work aims to demonstrate the influence of different bearing types and temperature on a real bridge beam. For this purpose, various static and dynamic tests were performed in the undamaged reference state. [less ▲]

University students have a lot of freedom in organizing their everyday lives, but often also feel stressed and torn between action opportunities. Mindfulness entails the self-regulation of attention on immediate experience and an open and non-judging attitude towards these mental experiences. It is positively related to well-being and to intrapsychic congruence. The aim of the present work is to examine the relationship of daily mindfulness, motivational conflict, and perceived stress in the everyday life of university students. During a week of smartphone-based experience-sampling, 108 university students were asked five times daily about their momentary mindfulness and whether they experience motivational conflicts. Additionally, we assessed perceived stress each evening. The relationship between daily mindfulness, motivational conflict, and perceived stress was analyzed on the daily level with multi-level analyses. Both aggregated daily conflict (i.e., feeling that one should be doing something else) and mindfulness (i.e., being non-judgmental) yielded an effect on perceived stress, even when controlling for between-person differences in study load, for example. Findings underline the relevance of mindfulness for perceived stress in academic contexts and thereby also show an approach to positively influence well-being in university students in the future. Dès qu’un metteur en scène entend appréhender le théâtre de Paul Claudel, il se voit immédiatement confronté à un problème de taille : le vers claudélien. En effet, la physionomie sensuelle et baroque des œuvres claudéliennes « n’a rien de français ». Paul Claudel se situe véritablement en dehors de cette tradition théâtrale et se méfie d’ailleurs des acteurs français. Fort de ses séjours internationaux en tant qu’ambassadeur, ce dramaturge ne rédige pas comme la plupart des auteurs français. Tout d’abord, nous commencerons notre exposé en tentant de démontrer ce qui précède par des extraits sélectionnés de Partage de midi. Cela va nous conduire ensuite à nous intéresser plus particulièrement à cette pièce. Plus qu’aucune autre, cette œuvre, à forte teneur autobiographique, est caractérisée par l’érotisme. Ysé et Mesa, les deux protagonistes principaux, sont unis par une relation, non seulement, amoureuse, mais aussi, charnelle. En témoigne la scène 2 de l’Acte II de Partage de midi. Nous verrons, in fine, que l’histoire de la tradition des mises en scène de cette « scène d’amour » démontre que certains metteurs en scène vont davantage privilégier un érotisme cérébral et textuel, tandis que d’autres vont plutôt s’axer sur un érotisme physique et corporel, où le toucher entre les partenaires est d’importance. The Belgium-Luxembourg Economic Union (BLEU) was established on 25 July 1921. Some years later, in 1935, three additional sections were added to the BLEU Convention: on financial and monetary matters, a common trade regime and a “special revenue community” with specific excise duties. In 1963, the provisions of the BLEU were revised following the entry into force of the European Economic Community (EEC) and Benelux. The two countries renewed the Convention in a new enhanced version on 18 December 2002, reflecting a determination to extend their collaboration beyond the economic and monetary field and paving the way for closer political and administrative cooperation, especially in the areas of justice, citizenship, health and cross-border synergies in the Greater Region, and creating a framework for dialogue within the European Union. For one century now, Belgium and Luxembourg have enjoyed a strong bilateral partnership, one that has been marked by various difficulties and tensions but has been deepened and renewed over the years. The centenary of the BLEU, which occurs in a context beset by unprecedented challenges and uncertainties for the Greater Region, Europe and the international community, is an opportunity for discussion and reflection on the lessons that can be learned from the past, the current situation and prospects for the future of this union.
