We construct the first top income share series of a formerly socialist economy before, during, and after socialism in order to exploit the effect of the quasi-natural experiment of the absence of markets on incentives. We investigate top income shares dynamics and the sources of income at the upper tail of the income distribution. Within this setup, we study the effect of capital markets and liberalized wage settings on top income shares. Our estimates show that the introduction of wage-setting decentralization during socialism had a role in increasing the skill premium and income inequality in years prior the transition. [less ▲]

Männliche Arbeitnehmer weisen im Vergleich zu weiblichen Arbeitnehmern eine höhere Differenz zwischen vertraglich vereinbarter und faktischer Wochenarbeitszeit auf. Differenziert nach Berufsgruppen zeigt sich, dass inbesondere Manager sowie Führungskräfte deutlich mehr arbeiten, als vertraglich festgelegt. Atypische Arbeitszeiten (nach 19 Uhr, nach 22 Uhr oder am Wochenende) treten dagegen insbesondere bei jüngeren Arbeitnehmern (bis 44 Jahre) häufiger auf. Auch zeigen sich hier große Unterschiede über die Berufsgruppen hinweg. Für die Mehrheit der Arbeitnehmer entspricht die vertraglich vereinbarte Stundenzahl ihren Wünschen. Jedoch ist bei den jüngeren Arbeitnehmern der Anteil der Personen, die sich einen Vertrag mit mehr bezahlten Stunden wünschen deutlich höher. Differenziert nach Berufsgruppen äußern vor allem Hilfsarbeitskräfte sowie Arbeitnehmer in Dienstleistungs- und Handwerksberufen den Wunsch mehr bezahlte Stunden zu arbeiten. Die Arbeitszeitbedingungen der Arbeitnehmer weisen auch Zusammenhänge mit erlebten Work-Life-Konflikten, Zeitdruck, Stress und Arbeitszufriedenheit auf. Die Arbeitszeitbedingungen sind außerdem assoziiert mit nächtlichen Schlafstunden sowie mit der Gefährdung durch Burnout. Arbeitnehmer, die 46 Stunden und mehr arbeiten, die häufig atypische Arbeitszeiten haben, oder deren faktische Arbeitszeit stark von der vertraglich vereinbarten Arbeitszeit abweicht, erleben stärker Work-Life-Konflikte, Zeitdruck sowie Stress, geben jedoch eine geringere Arbeitszufriedenheit an, schlafen weniger und weisen eher Burnout auf. We present an isogeometric analysis of time-harmonic exterior acoustic problems. The infinite space is truncated by a fictitious boundary and (simple) absorbing boundary conditions are applied. The truncation error is included in the exact solution so that the reported error is an indicator of the performance of the isogeometric analysis, in particular of the related pollution error. Numerical results performed with high-order basis functions (third or fourth orders) showed no visible pollution error even for very high frequencies. This property combined with exact geometrical representation makes isogeometric analysis a very promising platform to solve high-frequency acoustic problems. [less ▲]

Our main point of focus is the set of closed geodesics on hyperbolic surfaces. For any fixed integer $k$, we are interested in the set of all closed geodesics with at least $k$ (but possibly more) self-intersections. Among these, we consider those of minimal length and investigate their self-intersection numbers. We prove that their intersection numbers are upper bounded by a universal linear function in $k$ (which holds for any hyperbolic surface). Moreover, in the presence of cusps, we get bounds which imply that the self-intersection numbers behave asymptotically like $k$ for growing $k$. [less ▲]

The Volksbund builds resting places for German war dead, and commemorates and acts in educational youth work toward understanding and harmonization after World War II. This essay uses and follows the definition of reconciliation as intended in the meaning of the Volksbund’s activities in Russia. The idea of this slogan and the purpose of this term will be explained. Based on the German war cemetery in Sologubovka, this essay focus on the cooperation between Russians and Germans—the Volksbund, the local population, and the authorities—on the treatment of the war dead, on the different national historical memories, and on the approach of two countries more than fifty years after World War II. Exposure to urban traffic-induced air pollution is a major health concern of cities. This paper analyzes the urban structure when localized pollution exposure arises from commuting traffic and investigates the feedback effect of endogenous pollution on residential choices. The presence of stronger traffic-induced air pollution exposure reduces the geographical extent and the population of cities. Land rents fall with distance from the city center while population densities may be non-monotonic. Cleaner vehicle technologies reduce pollution exposure everywhere, increase population and density everywhere and do not affect the spatial extent of the city. The paper compares the urban equilibrium with the first-best. The first-best structure is a less expanded city with higher densities at the center and lower densities at the fringe. [less ▲]

Vehicular adhoc networks allow vehicles to share their information for safety and traffic efficiency. However, sharing information may threaten the driver privacy because it includes spatiotemporal information and is broadcast publicly and periodically. In this paper, we propose a context-adaptive pseudonym changing scheme which lets a vehicle decide autonomously when to change its pseudonym and how long it should remain silent to ensure unlinkability. This scheme adapts dynamically based on the density of the surrounding traffic and the user privacy preferences. We employ a multi-target tracking algorithm to measure privacy in terms of traceability in realistic vehicle traces. We use Monte Carlo analysis to estimate the quality of service (QoS) of a forward collision warning application when vehicles apply this scheme. According to the experimental results, the proposed scheme provides a better compromise between traceability and QoS than a random silent period scheme. [less ▲]

This working paper aims to provide a critical assessment of the impact of the economic and financial crisis on the protection of fundamental social rights in the euro area. It is based on a comparative analysis of national and European case law in connection with the macroeconomic adjustment programmes in the euro area Member States receiving financial assistance. The austerity measures have been challenged before the relevant authorities at national and European level within the Council of Europe and the EU, with mixed results. It also examines new issues raised by the introduction of the European Stability Mechanism from the angle of fundamental rights. Finally, the initiative for a European Pillar of Social Rights is placed in the broader context of the multilevel protection of social rights in Europe. Converging approaches are needed. [less ▲]

Regulatory cooperation is a core aspect of mega-regional agreements in liberalizing trade and investment, as it enables the parties to bridge their regulatory divergences beyond what is defined in the text of the agreements. It relies on institutional and procedural structures that entail both the mutual adjustment of domestic procedures of the parties and new international fora where regulators meet to negotiate and deliberate. In the case of TTIP, regulatory cooperation will be the setting in which decisions will be prepared or made on the differences between EU and US regulation that could be usefully overcome; on the technical requirements that are unnecessarily duplicated; on the standards that should remain in place because they contend with public policy objectives in a way that would not be compatible with domestic standards; on the areas that are too distinct to justify attempts at mutual recognition or other forms of regulatory compatibility; on the standards that both parties will promote globally. This paper focuses on participation, which in addition to information exchanges and regulatory impact assessments, forms part of the trio of “good regulatory practices” that constitute the procedural basis of regulatory cooperation under TTIP. Le français connaît une forte présence dans pratiquement tous les grands groupes CITP (Classification Internationale Type des Professions). Le luxembourgeois est la langue la plus utilisée dans l'armée et dans l’agriculture, tandis que le portugais est surreprésenté parmi les artisans et les ouvriers non qualifiés. L’anglais est largement utilisé dans les professions qui exigent une éducation formelle élevée, alors que le portugais est surtout utilisé dans les professions nécessitant seulement une éducation formelle faible. Rashba spin-orbit coupling and a magnetic field perpendicular to the Rashba axis have been predicted to open a partial gap ("helical gap") in the energy spectrum of noninteracting or weakly interacting one-dimensional quantum wires. By comparing kinetic energy and Coulomb energy we show that this gap opening typically occurs at low electron densities where the Coulomb energy dominates. To address this strongly correlated limit, we investigate Rashba wires using Wigner crystal theory. We find that the helical gap exists even in the limit of strong interactions but its dependence on electron density differs significantly from the weakly interacting case. In particular, we find that the critical magnetic field for opening the gap becomes an oscillatory function of electron density. [less ▲]

Die ausgeprägte Mobbingprävalenz in Luxemburg hat sich von 2013 zu 2014 insgesamt leicht erhöht. 2015 ist wiederum ein geringfügiger Rückgang zu verzeichnen. Am stärksten von Mobbing betroffen sind Arbeitnehmer in der Altersklasse der 16-24 Jährigen. Arbeitnehmer ab 55 Jahre weisen dagegen die geringste Mobbingprävalenz auf. Differenziert nach Geschlecht, Vollzeit/Teilzeit- und Vorgesetztenstatus ergeben sich über die drei Jahre jeweils nur geringfügige Unterschiede zwischen den Gruppen. Insbesondere Mitarbeiter die schon sehr lange (über 20 Jahre) in dem Betrieb arbeiten, sind seltener von Mobbing betroffen. Kleinere Betriebe (1-4 Mitarbeiter) weisen eine relativ geringe Mobbingprävalenz auf. Dagegen ist die Mobbingprävalenz in Betrieben, die Arbeitsstellen abbauen vergleichsweise hoch. Hilfsarbeitskräfte und Manager weisen eine eher geringe, hingegen Arbeitnehmer in Handwerksberufen die höchste Mobbingprävalenz auf. Betriebe, die häufig Aktionen zur Aufklärung von Gesundheitsproblemen durchführen, weisen geringere Mobbingprävalenzen auf, als Betriebe, die dies nie oder nur unregelmäßig tun. Differenziert nach Nationalität zeigt sich über die drei Erhebungsjahre eine etwas höhere Mobbingprävalenz bei Arbeitnehmern mit luxemburgischer und französischer Nationalität. Arbeitnehmer mit deutscher Nationalität weisen dagegen konstant eine geringere Mobbingprävalenz auf. Die Mobbingprävalenz von Arbeitnehmern mit portugiesischer Nationalität steigt von 2013 zu 2014 an, verringert sich 2015 jedoch wieder etwas. [less ▲]

We generalize linear superalgebra to higher gradings and commutation factors, given by arbitrary abelian groups and bicharacters. Our central tool is an extension, to monoidal categories of modules, of the Nekludova-Scheunert faithful functor between the categories of graded-commutative and supercommutative algebras. As a result we generalize (super-)trace, determinant and Berezinian to graded matrices over graded-commutative algebras. For instance, on homogeneous quaternionic matrices, we obtain a lift of the Dieudonné determinant to the skew-field of quaternions. [less ▲]

We explore several families of flip-graphs, all related to polygons or punctured polygons. In particular, we consider the topological flip-graphs of once-punctured polygons which, in turn, contain all possible geometric flip-graphs of polygons with a marked point as embedded sub-graphs. Our main focus is on the geometric properties of these graphs and how they relate to one another. In particular, we show that the embeddings between them are strongly convex (or, said otherwise, totally geodesic). We also find bounds on the diameters of these graphs, sometimes using the strongly convex embeddings. Finally, we show how these graphs relate to different polytopes, namely type D associahedra and a family of secondary polytopes which we call pointihedra. [less ▲]

We present an approach to Jacobi and contact geometry that makes many facts, presented in the literature in an overcomplicated way, much more natural and clear. The key concepts are Kirillov manifolds and Kirillov algebroids, i.e. homogeneous Poisson manifolds and, respectively, homogeneous linear Poisson manifolds. The difference with the existing literature is that the homogeneity of the Poisson structure is related to a principal GL(1, R)-bundle structure on the manifold and not just to a vector field. This allows for working with Jacobi bundle structures on nontrivial line bundles and drastically simplifies the picture of Jacobi and contact geometry. In this sense, the properly understood concept of a Jacobi structure is a specialisation rather than a generalisation of a Poission structure. Our results easily reduce to various basic theorems of Jacobi and contact geometry when the principal bundle structure is trivial, as well as give new insight in the theory. For instance, we describe the structure of Lie groupoids with a compatible principal G-bundle structure and the ‘integrating objects’ for Kirillov algebroids, define canonical contact groupoids, and show that any contact groupoid has a canonical realisation as a contact subgroupoid of the latter. The recent expansion of Islamic banks raises questions on its economic implications. The aim of this paper is to investigate the impact of Islamic banking development on access to credit. We combine data from a unique hand-collected database that covers Islamic banks over the period of 2000 to 2005 with firm-level data covering developing and emerging countries. We find that Islamic banking development has overall no impact on credit constraints, while banking development and conventional banking development alleviate obstacles to financing. However Islamic banking development exerts a positive impact on access to credit when conventional banking development is low. Hence we support the view that Islamic banking does not overall alleviate obstacles to financing, but it can act as substitute to conventional banking. [less ▲]

The observations of phenotypic plasticity have stimulated the revival of "epigenetics". Over the past 70 years the term has come in many colors and flavors, depending on the biological discipline and time period. The meanings span from Waddington "epigenotype" and "epigenetic landscape" to the molecular biologists "epigenetic marks" embodied by DNA methylation and histone modifications. Here we seek to quell the ambiguity of the name. First we place "epigenetic" in the various historical contexts. Then, by presenting the formal concepts of dynamical systems theory we show that the "epigenetic landscape" is more than a metaphor: it has specific mathematical foundations. The latter explains how gene regulatory networks produce multiple attractor states, the self-stabilizing patterns of gene activation across the genome that account for "epigenetic memory". This network dynamics approach replaces the reductionist correspondence of molecular epigenetic modifications with concept of the epigenetic landscape, by providing a concrete and crisp correspondence. As the recent chain of EU sovereign crises has demonstrated, after an unexpected massive rise to the debt GDP ratio, several EU countries manage to proceed with fiscal consolidation quickly and effectively, while other countries, notably Greece, proceed slowly, fueling Graccident and Grexit scenarios, even after generous rescue packages, involving debt haircuts and monitoring from official bodies. Here we recursively formulate a game among rent-seeking groups and propose that high debt-GDP ratios lead to predictable miscoordination among rent-seeking groups, unsustainable debt dynamics, and open the path to political accidents that foretell Graccident scenarios. Our analysis and application helps in under- standing the politico-economic sustainability of sovereign rescues, emphasizing the need for fiscal targets and possible debt haircuts. We provide a calibrated example that quantifies the threshold debt-GDP ratio at 137%, remarkably close to the target set for private sector involvement in the case of Greece. [less ▲]

European countries have increasingly invested in higher education and science systems, leading to rising numbers of scholars and scientists, considerable infrastructure development, and dense cross-cultural networks and collaboration. The result: significant growth in scientific output and productivity in science, technology, engineering and math (STEM) fields. For four EU member states in Western Europe of different size and institutionalization pathways of science, we assess the development and current state of universities and research institutes, and the resulting science output. We measure output in peer-reviewed research articles collected in Thomson Reuters’ Science Citation Index Expanded (SCIE). Based on a comprehensive historical database, this comparison uncovers both stable and dynamic patterns of productivity from 1975 to 2010 in Germany, France, Belgium, and Luxembourg.[1] This emphasizes different institutionalization pathways that created the conditions necessary for continuous, but varying growth in scientific productivity in the European center of global science. Today, these countries invest considerably in research and development (R&D) and in higher education, the smaller ones doing so through a single national research university (Luxembourg), or a set of strong research universities in different regions (Belgium’s language communities of Flanders and Wallonia). The two larger countries (France and Germany) maintain differentiated systems of universities—of varying size and prestige—and extra-university research institutes that are connected in large umbrella associations or coordinated by government agencies. Rising science productivity reflects considerable state investment, yet the impact of any individual scientific article remains difficult to measure. [less ▲]

We scrutinize Thomas Piketty’s (2014) theory concerning the relationship between an economy’s long-run growth rate, its capital-income ratio, and its factor income distribution put forth in his recent book Capital in the Twenty-First Century. We find that a smaller long-run growth rate may be associated with a smaller capital-income ratio. Hence, the key implication of Piketty’s Second Fundamental Law of Capitalism does not hold. In line with Piketty’s theory a smaller long-run growth rate may go together with a greater capital share. However, the mechanics behind this result are the opposite of what Piketty suggests. Our findings obtain in variants of Romer’s (1990) seminal model of endogenous technological change. Here, both the economy’s savings rate and its growth rate are endogenous variables whereas in Piketty’s theory they are both exogenous parameters. Including demographic growth in the spirit of Jones (1995) shows that a smaller growth rate of the economy may imply a lower capital share contradicting a central claim in Piketty’s book. [less ▲]

We analyse a trade model with non-homothetic preferences and different quality ver- sions of each product. Income effects drive the quality composition of consumption, pro- duction and trade flows. We show that a rise in local population fosters local asymmetric specialization in high-quality production and exports while it harms low income groups. By contrast, an increase in local productivity may generate specialization in high quality production, which in turn may trigger an immiserizing growth process. Weaker compa- rative advantages induce firm to move and make a local productivity improvement more likely to increase production of higher quality goods everywhere. [less ▲]

The ePublication ‘Decolonisation: geopolitical issues and impact on the European integration process’ explores the key moments in the disintegration of the European colonial empires, with a particular emphasis on French and British decolonisation, and looks at how this process of decolonisation influenced the European integration process. The ePublication begins by outlining the main stages in decolonisation after 1945, illustrated by specific examples. The Cold War and the increasing international condemnation of colonialism provided conditions that were ripe for indigenous peoples to gradually loosen the ties binding them to a Europe that was drained and in ruins following the Second World War. At the same time, the creation of the European Community forced the European powers to reconcile their overseas and European policies. The emergence of Third-World countries in the international arena changed relations between Europe and its (former) colonies and raised the question of a Community development aid policy. This ePublication therefore goes on to examine the debates that led in 1957 to the association of the overseas countries and territories (OCTs) with the European Economic Community (EEC), then to the signing of the Yaoundé Convention in 1963 and the Lomé Convention in 1975. A particular strength of the ePublication is the compilation and analysis of a rich, varied selection of more than 700 resources, including archive documents, press articles, correspondence, extracts from memoirs, photos and cartoons.
