We analyze the distribution of venture capital (VC) investments across German regions and explore the geographical determinants of these investments. So far, little is known about the regional determinants of governmental (GVC), independent (IVC), and corporate (CVC) VC firms and about whether these types of VC firms invest in different regions. Combining a dataset of 402 German districts, our regressions show that regions with a higher supply of human capital and knowledge creators attract a significantly higher number of GVC investments. Moreover, we find a significant difference in economically weaker regions but do not find a metropolitan bias. Hence, GVC firms do not invest more frequently in rural regions per se and do not prevent regional disparities more often than other types of VC firms. The implications of these findings for high-tech firms and regional policy are discussed. [less ▲]

When a new type of coronavirus was first reported in China in December 2019, it was not yet clear how rapidly and in what a short time frame COVID-19 would affect the entire world. In January 2020, Wuhan, the capital of Hubei, was quarantined and just two months later, the virus had spread to Central Europe; a subsequent wave of infections followed in many places, including the United States. As a result, presumed certainties began to erode: freedom of movement was restricted, entry restrictions were imposed and, paradoxically, precisely 25 years after the Schengen Agreement came into force, many EU internal borders were closed. This article focuses on these border closings, but also deals with drawing social boundaries in the wake of the pandemic. Thus, the border geographies examined range from the subject level to the global level and will be put into context with the security measures that have been introduced, the orderings and ordinances used, political re-nationalization reflexes and civil society resistance. The article ends with an outlook of some additional topics and questions from the perspective of Border Studies with and after the COVID-19 pandemic. [less ▲]

The health crisis caused by the COVID-19 pandemic has imposed significant adjustments to the cross-border labour market in the Greater SaarLorLux cross-border area. Public authorities have taken measures to prevent the spread of the disease that have restricted travel to the strict minimum. In contrast, the efficiency of public health services requires proximity. These measures have rapidly imposed themselves on public actors, companies and individuals. They directly question the functioning of a cross-border labour market structured by cross-border mobility. National authorities have adapted the function of the border to maintain economic activities as much as possible and to provide for meeting health needs. After recalling the characteristics of the labour market in the Greater Region, this article illustrates how the open border has been transformed into a filter to limit border crossings strictly. Then, this paper shows how by allowing commuters to conduct teleworking "until further notice", public decision-makers have derogated from bilateral tax treaties. The tax border is temporarily "moved" to the employee's home. Similarly, by allowing cross-border commuters employed in Luxembourg to access partial unemployment, Luxembourg has extended its social protection beyond its borders. This crisis, rich in lessons, shows the vulnerability of border areas in times of crisis. In exceptional circumstances, national authorities are prompt to renegotiate the functions of the border through bilateral decisions. This, however, can be to the detriment of a holistic approach reflecting the complexity of cross-border interdependence spread across four countries. At the forefront of European integration, border areas constantly challenge it and are challenged by it. [less ▲]

Eurojust is the EU agency responsible for coordination and cooperation in criminal matters, bringing together investigative and prosecuting judicial authorities. Its main tasks are: coordinating operational activities of national authorities, facilitating the exchange of information between them and providing logistical support. Although its binding powers are limited, they have increased with the new Regulation 2018/1727, e.g. concerning forum choices: where to prosecute and in which Member State to use investigative measures. The new Regulation also improved the accountability mechanisms of Eurojust, adapting it to the Treaty of Lisbon standards. The question whether these mechanisms are sufficient remains, however. This chapter presents the powers of Eurojust and analyses its accountability mechanisms. The chapter focuses on the changes the new Regulation introduces, examines the potential lacunae and offers a reflection on challenges and potential solutions for Eurojust’s accountability. [less ▲]

Taking the concept of digital “heritagisation” as a process that ranges from digitisation to the broad use of a collection of photos, this article explains how, from 2013 to 2015, LabEx EHNE planned to turn a series of boxes of glass plate photographs into a digitised image-based corpus that would be used in the specific context of a research project and also be made available to the wider public. In this process, digital humanities methodologies and tools played a vital role. They provided a solid, sustainable foundation for the “datafication” of the collection (its digitisation and, importantly, improvements to the associated metadata), a crucial part of the process. They also served as a basis for various educational applications of the collection. The images were made available to a wider audience when the collection was brought online and used in the Encyclopédie pour une Histoire nouvelle de l’Europe. The datafication of the collection by means of digital humanities methods is therefore what enabled its transformation into digital heritage. [less ▲]

Si Germaine de Staël est généralement considérée comme l’un des écrivains les plus célèbres de la période révolutionnaire et impériale, le versant politique et historique de son œuvre n’en est pas moins méconnu – la critique tendant à privilégier sa production romanesque, et l’histoire ne s’occupant guère, ou à peine, de l’auteure. Cela ne fut pas le cas, toutefois, de la part de ses contemporains, tant l’œuvre staëlienne, politique ou romanesque, a souvent fait l’objet d’une réception pour le moins polémique ; le cas des Considérations sur la Révolution française, ouvrage publié à titre posthume en 1818 et dont les soixante mille exemplaires furent écoulés en quelques jours à peine, est à cet égard exemplaire. Outre les comptes-rendus parus dans la presse périodique, les Considérations sont l’objet, fait remarquable, de trois ouvrages majeurs de critique ou de réfutation, rédigés et/ou publiés en 1818. Le préjugé misogyne qui les irrigue traverse toutefois l’ensemble de la réception des Considérations, témoignant en filigrane de la vision de toute une époque quant à la place des femmes dans l’histoire – à leur légitimité à en témoigner, à l’écrire selon certaines modalités. Car endosser le rôle de l’historienne revêt une ambition tout autre que celle qui consisterait à écrire l’histoire en romancière ou en mémorialiste : historienne, la femme qui prend la plume s’arroge le rôle de sujet dans une histoire – celle de la Révolution, qui plus est – que chaque camp tente de récupérer à son profit. Le présent article s’emploie à observer comment de part et d’autre, du côté de Staël comme de celui de ses détracteurs, l’attente genrée concernant la prise de parole d’une femme dans l’espace public, et a fortiori sur une matière politique, et dans un texte voulu comme historique, détermine l’occasion polémique : que ce soit du côté de la femme auteur, en ce qu’elle prévoit les résistances et adapte son discours pour les déjouer, ou du côté des lecteurs, qui prétendent ne pas céder et voient partout des pièges de séduction. Dans sa préface de 1826 au Génie du christianisme dans les Œuvres complètes, Chateaubriand prend le parti de résumer toute sa vie comme un « combat […] contre les hommes qui abusaient du pouvoir pour corrompre ou pour enchaîner les peuples ». Ce combat se donne à lire de manière magistrale à travers ses pamphlets, et particulièrement dans De Buonaparte et des Bourbons (1814), publié quelques jours avant l’abdication de l’Empereur. Pleinement en prise avec son temps et les questionnements qui lui sont propres dans ce pamphlet qui marque, de son propre aveu, son entrée en politique, Chateaubriand n’en doit pas moins justifier son ingérence, en tant qu’homme de lettres, dans les affaires publiques. C’est à cette fin qu’il met en place une scénographie auctoriale propre à légitimer sa position nouvelle, et impliquant notamment un réinvestissement de l’Histoire mené selon des procédés discursifs singuliers, indices d’un rapport à la temporalité caractéristique d’un auteur qui, plus que tout autre, fut son temps. Quelles sont les modalités esthétiques et poétiques de la scénographie ainsi mise en place ? Comment Chateaubriand instrumentalise-t-il l’Histoire pour appuyer son propos politique, et de quelle façon cela se traduit-il sur le plan esthétique ? Quel est, enfin, l’ethos qui émane du pamphlet ? C’est ce que nous nous appliquerons à déterminer au départ de De Buonaparte et des Bourbons, que l’on comparera à De l’État de la France au mois de mars et au mois d’octobre 1814, pamphlet publié anonymement par Chateaubriand, afin d’attester la continuité et l’originalité des modalités de la posture auctoriale, résolument moderne, du Chateaubriand pamphlétaire. L’éducation à la santé joue un rôle important, afin d’amener les individus à adopter des comportements préventifs, dans l’objectif de prévenir une maladie ou de la détecter à un stade asymptomatique. Les données des enquêtes European Health Interview Survey (EHIS, étude pilotée par le Ministère de la Santé et le Luxembourg Institute of Health) et Health Behaviour in School-Aged Children (HBSC, enquête coordonnée au Luxembourg par le Ministère de la Santé, le Ministère de l’Education nationale, de l’Enfance et de la Jeunesse, et l’Université de Luxembourg) ont été utilisées dans ce chapitre, pour compiler les données statistiques liées aux facteurs de risques. L’ensemble des comparaisons européennes est réalisé par Eurostat, (https://ec.europa.eu/), par l’étude internationale HBSC (http://www.hbsc.org/) et par le réseau international de chercheurs HBSC. Le chapitre se poursuit sur un descriptif des démarches de prévention mises en place sur le territoire national, au regard des facteurs de risques exposés au paragraphe 1, par exemple pour : Le tabac : Plan National de Lutte contre le Tabagisme (PNLT) 2016-2020, programme de sevrage tabagique (Ministère de la Santé/ Caisse Nationale de Santé), loi du 13 juin 2017 transposant la directive européenne 2014/40/UE sur les produits tabac ; L’alcool : Loi du 22 décembre 2006 portant interdiction de la vente de boissons alcoolisées à des mineurs de moins de seize ans, Plan d’Action Luxembourgeois de réduction du Mésusage de l’Alcool (PALMA) 2020-2024 ; L’alimentation et l’activité physique : Plan Cadre National « Gesond Iessen, Mei Bewegen » (PCN GIMB) 2018-2025. D’autres facteurs de risques additionnels ont par ailleurs été identifiés et font l’objet d’une prise en charge spécifique (ex : exposition au radon, recommandations de prescriptions en imagerie médicale, exposition aux UV, vaccination contre le HPV et l’hépatite B, exposition professionnelle à des agents cancérigènes…). Beginning in the 20th century, Luxembourg experienced several periods of transition. The largely agriculture-based economy became industrialized, driven by a powerful steel industry which remained the dominant sector from the immediate post-Second World War years to the mid-1970s. The country had a considerable competitive advantage in this respect owing to iron ore deposits in Luxembourg itself and in the neighbouring French region of Lorraine. The industrial flagship was Aciéries Réunies de Burbach-Eich-Dudelange (ARBED), founded in 1911, which developed its production in Europe and established a global network of sales outlets. Between 1953 and 1968 the steel industry contributed approximately 25% of the country’s GDP growth, while steel production represented 50% of its added industrial value. Over the same period, the nominal wage grew by 29.3%. The improvement in living standards led to the emergence of the middle class and to an increase in urbanization. The Government improved the social security regime and extended it to all workers, thus helping to close the gap in social equality, raise living standards further and boost social cohesion in the country over the long term. This article discusses the transnational heroic cult that developed in Yiddish communist circles around the figure of Naftali Botwin, a young Polish-Jewish communist who was executed by Polish authorities in the city of Lwów, following a trial in which he was convicted for assassinating a police infiltrator in the ranks of the Polish Communist Party (KPP). The discussion highlights how Botwin’s legacy was appropriated in multiple, and sometimes contrasting, ways in the decades following his death, especially within the context of the creation of the Botwin Company in the International Brigades during the Spanish Civil War. In doing so it will also highlight the transnational nature of this cult, as his memory lived on through poems, plays and publications that circulated through the worldwide networks and communicative spaces of Jewish (leftist) émigrés. We present a computer-supported approach for the logical analysis and conceptual explicitation of argumentative discourse. Computational hermeneutics harnesses recent progresses in automated reasoning for higher-order logics and aims at formalizing natural-language argumentative discourse using flexible combinations of expressive non-classical logics. In doing so, it allows us to render explicit the tacit conceptualizations implicit in argumentative discursive practices. Our approach operates on networks of structured arguments and is iterative and two-layered. At one layer we search for logically correct formalizations for each of the individual arguments. At the next layer we select among those correct formalizations the ones which honor the argument’s dialectic role, i.e. attacking or supporting other arguments as intended. We operate at these two layers in parallel and continuously rate sentences’ formalizations by using, primarily, inferential adequacy criteria. An interpretive, logical theory will thus gradually evolve. This theory is composed of meaning postulates serving as explications for concepts playing a role in the analyzed arguments. Such a recursive, iterative approach to interpretation does justice to the inherent circularity of understanding: the whole is understood compositionally on the basis of its parts, while each part is understood only in the context of the whole (hermeneutic circle). We summarily discuss previous work on exemplary applications of human-in-the-loop computational hermeneutics in metaphysical discourse. We also discuss some of the main challenges involved in fully-automating our approach. By sketching some design ideas and reviewing relevant technologies, we argue for the technological feasibility of a highly-automated computational hermeneutics. [less ▲]

The railway sector has been a source of inspiration for generations of researchers challenged to develop models and tools to analyze safety and reliability. Threats were coming mainly from within, due to occasionally faults in hardware components. With the advent of smart trains, the railway industry is venturing into cybersecurity and the railway sector will become more and more compelled to protect assets from threats against information & communication technology. We discuss this revolution at large, while speculating that instruments developed for security requirements engineering can then come in support of in the railway sector. And we explore the use of one of them: the Controlled Natural Language for Data Sharing Agreement (CNL4DSA). We use it to formalize a few exemplifying signal management system requirements. Since CNL4DSA enables the automatic generation of enforceable access control policies, our exercise is preparatory to implementing the security-by design principle in railway signalling management engineering. Our research report employs the D4R data and combines it with several <br />other sources to study one of the multiple aspects of integration of refugees, namely <br />the mobility of refugees across provinces in Turkey. In particular, we employ a <br />standard gravity model to empirically estimate a series of determinants of refugee <br />movements. These include the standard determinants such as province characteristics, <br />distances across provinces, levels of income, network effects as well as some <br />refugee-specific determinants such as the presence of refugee camps and the intensity <br />of phone call interaction among refugees. Importantly, we explore the effect <br />of certain categories of news events, notably protests, violence, and asylum grants. <br />Considering news as an indicator of policy implemented at the provincial level, we <br />gain a better understanding as to how policy can facilitate refugee mobility and thus <br />enhance integration. This chapter examines the role the British policy in Greece played in the shift in American foreign policy that was manifested in 1947-48, that led directly to these alliances, namely the Western European Union and NATO. To achieve this shift (which also included support of British strategic interests in the Eastern Mediterranean) this chapter argues that the British used Greece, first as a way to draw the United States further into European affairs, and then as a way to anchor the United States in Europe, achieving a guarantee of security for the Eastern Mediterranean and for Western Europe. Drawing on both published and unpublished British and American sources, this chapter will also examine perceptions of the conflicts in and about Greece, and what it represented for Western European and Eastern Mediterranean security, and Western ideas of democracy when confronted with supporting a right-wing Greek government. In so doing, it clarifies how American foreign policy changed from its pre-war focus on non-intervention, to the cold-war politics of containment and intervention. [less ▲]

Fictitious domain/immersed boundary method (FD/IBM) has recently been used for particulate flows and complex fluid-solid interaction problems. The advantage of FD/IBM over the body- fitted method is that it substantially simplifies grid generation for immersed geometries, and it is easier to handle moving boundary situations. FD/IBM even allows the use of a stationary and non- deformation background mesh, as well as it reduces the cost of computation by avoiding generation of a body-fitted mesh for each time step. In this work, we develop a new platform to directly simulate super-quadric (SQ) particles in fluid based on a forcing fictitious domain method. Specifically, a super-quadric particle function is used to represent particle with varying shapes and sizes as encountered for concrete and mortar. The immersion of particles in fluid is handled by imposing a rigidity solid body motion in the particle domain, as well as adding a forcing term to the Navier-stokes equation by integral of pressure gradient and particle related velocity over the whole particle domain. Particle shapes are given by changing the super-quadric parameters of SQ equation. Particle motions, which occur during pumping of cementitious material, can be calculated and tracked by solving Newton’s equations of motions using the extended discrete element method (XDEM)[4] while the data of fluid flow properties are obtained by solving the Navier-Stokes equations which govern the fluid phase. Hence, a particle interface resolving solver is developed by coupling XDEM and IBM. We validate our solver by performing flow around particles and free falling of a particle in the channel at different parameters in 2D and 3D. The final objective of this work is to develop a particle-resolved direct numerical simulation platform to predict highly packed fluids with different shapes of particles and over a wide range of particle sizes. The practice of music lovers is based on leisure activities. But many other components could be grouped from a perspective of community music. First, it seems that it is totally dissociated from traditional methods of musical learning of a formal or non-formal nature. However, it would preferably be linked to informal education. Music in the community is presented as a counter-phenomenon to the highly professionalised musical culture (Lichtinger, 2013). The term ‘community music’ is perfectly appropriate to trace the process of a musical education of young people that often begins with an amateur phase to lead later to the professional life for the most skilled, either to describe the musical training and life of young amateurs, or to trace the life of amateur musicians throughout the life of these musicians. I will present definitions for each of the three training aspects. Next, I will relate the two concepts – that of the three aspects of musical formation and that of music in the community – by giving examples of widespread musical practice, namely wind music (and / or choral) to finally compare models of musical learning. We propose a fully nonparametric approach to the analysis of the Autocorrelated Conditional Duration (ACD) process applied to durations between financial events. We use a recursive algorithm to estimate the nonparametric specification. In a Monte Carlo experiment, we analyse its forecasting performance and compare it with a correctly and a mis-specified parametric estimator. On a real dataset, the nonparametric estimator seems to mildly overperform in terms of predictive power. The nonparametric analysis can also provide guidance on the choice between alternative parametric specifications. In particular, once intraday seasonality is directly modelled in the conditional duration function, the nonparametric approach provides insights into the time-varying nature of the dynamics in the model that the standard procedures of deseasonalization may lead one to overlook. The decreasing cost of high-throughput technologies allows to consider their use in healthcare and medicine. To prepare for this upcoming revolution, the community is assembling large disease-dedicated datasets such as TCGA or METABRIC. These datasets will serve as references to compare new patient samples to in order to assign them to a predefined category (i.e. ‘patients associated with poor prognosis’). Some problems affecting the downstream analysis remain to be solved, the bottleneck is no longer data generation itself but the integration of the existing datasets with the present knowledge. Constraint-based modelling, that only requires the setting of a few parameters, became popular for the integration of high-throughput data in a metabolic context. Notably, context-specific building algorithms that extract a subnetwork from a reference network are largely used to study metabolic changes in various diseases. Reference networks are composed of canonical pathways while extracted subnetworks include only active pathways in the context of interest based on high-throughput data. Even though these algorithms can be part of automated pipelines, to be applied by clinicians, the model-building pipelines must be coupled to a standardized semi-automated analysis workflow based on machine learning approaches to avoid bias and reduce the cost of diagnostics. Elternarbeit, Elterngespräche, Elternabende, Elternbildung, Elternbeteiligung und Erziehungspartnerschaft sind einige von vielen Begriffen, die im Zusammenhang mit der Zusammenarbeit zwischen Eltern und Fachkräften genannt werden. In diesem Kapitel greife ich auf zwei Studien in Luxemburg zurück und stelle die Sichtweisen einiger Eltern und Fachkräfte bezüglich der Zusammenarbeit vor. Diese situiere ich im Hinblick auf meine persönlichen Erfahrungen mit Erzieher/-innen in England, die ich in Kapitel 2 präsentiere, und auf internationale Studien, die in Teil 3 vorgestellt werden. Video games have been labeled a male space, and playing video games an activity created by men and for men (Fox & Tang, 2014; see also Lange & Schwab, this volume). The present chapter analyses the typical roles of male and female video game characters, their presentation in games, their effects, and how players perceive these characters. To this end, gender in video games will be analyzed on different levels. Although women and men share the same overall interest in playing video games as a medium for entertainment, they differ substantially with regard to genres and game titles they prefer. These gender differences have been attributed to the overrepresentation of male characters in video games, uninviting game contents that strongly rely on competition and physical aggression, and the stereotypical portrayal and scripted behavioral patterns of hyper-masculine or “macho” male and sexualized female game characters. The issue of gender portrayals in video games will be discussed in the light of theoretical considerations on evolved dispositions that differ by sex versus the social structural account that attributes sex differences to the differing placement of women and men in the social structure. It will be argued that both theoretical approaches make similar predictions regarding gender-specific video game preferences. [less ▲]

The European Physical Education Association (EUPEA) was founded in 1991 in Brussels and brings together as the umbrella organization of the national Physical Education Associations in Europe members from more than 30 European countries Europe. The mission of EUPEA is focusing on the promotion of and the advocacy for physical education in Europe, described in the Declaration of Madrid from 1991, amended in Brussels 2011, with the main slogan ‘No Education without Physical Education’. From 2014 to 2015, EUPEA started its activities in European projects in two Preparatory Actions for European Partnerships on Sport: ● The Pro Safe Sport project (PSS) coordinated by the Enlarged Partial Agreement for Sport (EPAS) of the Council of Europe, elaborating guidance, recommendations and training to sport administrators and coaches on physical, psychological and social well-being in sport. ● Recall: Games of the Past – Sports for Today, a project coordinated by TAFISA and supported by 12 partner organizations coming from all over Europe, aiming to reintroduce traditional sports and games into the daily lives of young people as a means to tackle social challenges of today. One of the priorities on the political agenda related to sport in the EU over the past years has been health-enhancing physical activity (HEPA). This political priority impacts also physical education (PE) as the only school subject where all students are physically active, in a sense that international recommendations on daily physical activity can at least be partly reached. In turn, European associations focusing on PE face challenges to address the priority of HEPA as part of their respective missions. However, HEPA can be considered as a chance for these associations to raise their profile and the profile of PE as a school subject when accentuating their potential to promote HEPA in school settings. In the following, this chapter will focus on HEPA as a relevant political priority for PE in Europe, before focusing on two European associations active in the field of PE: the European Physical Education Association (EUPEA) and the European Council for Physical Education and Youth Sport (CEREPS, Conseil Européen des Recherches en Éducation Physique et Sportive). Roland Naul is an individual member of EUPEA and a founding member of CEREPS. Furthermore, the Willibald-Gebhardt Institute is an institution member of both EUPEA and CEREPS. [less ▲]
