Many architects are seeking ways to respond to a world that suffers from overbuilding, yet where millions remain homeless and lack rudimentary infrastructure. Beyond the built form, these practitioners are expanding their focus to quotidian objects, basic resources, issues of race and gender, daily routines, and maintenance protocols. Featuring contributions by architectural designers, historians, and theoreticians, as well as scholars in fields such as cultural geography, environmental anthropology, political philosophy, and sociology, this book chronicles how the everyday has influenced contemporary approaches to architecture and urbanism, triggering the rise of a new ethics and aesthetics. The impact of EU law on the Member States depends decisively on the application by national judges of principles and rules elaborated by the EU Court of Justice in response to the preliminary ruling references made by the national judges themselves. Therefore the good functioning of the complex system resulting from the interaction between the EU legal order and the Member States implies a constructive relationship between the Court of Justice and the national judges. With this premise, the volume aims to face the di culties experienced in the ‘dialogue’ between all national courts (on the merits, supreme, constitutional) and the EU Court of Justice. To this purpose the national judges themselves are called to express their opinions: they were requested to illustrate, from their experience, the drawbacks encountered in the communication with the CJEU. The voice of professors specialised in European and comparative law is then heard. [less ▲]

This book which has been created in the framework of the EU-funded COST Action INTERFASOL brings together researchers from 22 INTERFASOL countries, who frame intergenerational family solidarity in the specific historical, cultural, social and economic context of their own country. Integrating different perspectives from social and political sciences, economics, communication, health and psychology, the book offers country-specific knowledge and new insights into family relations, family values and family policies across Europe. The volume is the product of a unique endeavor of researchers across Europe to provide up-to-date first-hand country-specific knowledge on family and intergenerational relations and will serve as a base for both country-specific as well as cross-cultural studies. Repair, reuse and disposal are closely interlinked phenomena related to the service lives and persistence of technologies. When technical artefacts become old and worn out, decisions have to be taken: is it necessary, worthwhile or even possible to maintain and repair, reuse or dismantle them – or must they be discarded? These decisions depend on factors such as the availability of second-hand markets, repair infrastructures and dismantling or disposal facilities. In telling the stories of China's power grid, Canadian telephones, German automobiles and India's shipbreaking business, among others, the contributions in this volume highlight the persistence of technologies and show that maintenance and repair are not obsolete in modern industries and consumer societies. Marked by expanding and diverse forms of collaboration and competition, the investigation of contemporary developments in higher education and science systems need additional attention. Therefore, this research topic provides a forum for multidisciplinary exchange of pioneering research ideas and dialogues as well as complementary research that contribute to the field of knowledge, and aspires to support innovative, cutting-edge, and policy relevant research at the nexus of higher education research and science studies (HERSS), bibliometrics, scientometrics, and computational social sciences –traditionally separate communities focusing either on small scale and in-depth case studies or on large-scale “big data” research. Researchers bringing together the aforementioned scientific communities can be classified as important bridge-builders to bolster the growing research and current initiatives in the field of Science of Science between diverse scientific communities and the wider public. Especially sociology with its ambition to pair classic and innovative theoretical approaches with new methods to analyze and to qualitatively interpret quantitative “big data” with machine learning algorithms initiates a fascinating and promising approach to interlink the still separate scientific communities in favor of a more holistic understanding of Science of Science. In this Research Topic -as part of the Lecture Series: Science of Science in the Spotlight at the University of Luxembourg- we invite members of these diverse scientific communities and researchers who are working at the intersection as “translators” to present their latest research. We aim to promote and provide evidence-based insights into the drivers of multidisciplinary and international research and innovation, networks, and collaboration, including higher education developments, scientific knowledge production (e.g. publications, citations, patents), science capacity-building, research evaluation, policy reforms, cultural and societal change processes, and institutions and organizations as well as scientists’ geographical mobility, gender inequalities and career paths in science, and of migrant scientists. Furthermore, we want to stimulate debate on theoretical in-depth context knowledge and innovative methodological approaches (for example social network analysis and machine learning algorithms), and on data acquisition and analysis -long identified as an important research gap in Science of Science. The aim of this research topic is to consolidate common themes and research interests to maintain and improve collaborations among researchers with different academic backgrounds and expertise from a wide range of disciplines. We welcome contributions that address the aforementioned topics and encourage to combine theory-driven, empirically-rich, multidisciplinary, historical, and comparative research, including informed and evidence-based interpretations of research results that illustrate the importance of the topic for researchers, policymakers, funding agencies, university managers, and other public research organizations. Who were the Luxembourgish legionnaires? What were they doing in France? Why did they decide to enrol? How have they been portrayed and remembered? Incorporating the most recent scholarship on the topic and covering a timeline spanning from the early-19th century to the interwar period, with a particular focus on WW1, the book explores the intersecting histories of the French Foreign Legion and of the Luxembourgish emigrations in France. With an emphasis on personal stories, twenty specialist articles explore the role of the Luxembourgish legionnaires in the national and transnational history, their social and cultural milieu, the migratory patterns that lead to their engagement, the war experience and its aftermath, and the ambiguities of their representation and self-representation in the press, official statements, and popular culture. The purpose of this anthology is to better understand the many different developments of physical education and school sports after almost two decades of the new 21st century and to better compare the current status of physical education and school sports (PESS) across European countries. For better comparisons a basic set of eight criteria (A-H) have been identified for each chapter of a country review. The book is divided into three parts. Part A includes general items of development of PESS in Europe. Part B comprises 17 different country reviews all written by national experts. Part C documents comparative analysis of the country reviews about national school systems; development of compulsory PESS; aims and objectives of current PESS curricula; promotion of active learning with physical activity; extra-curricular settings at school and outside schools in collaboration with active communities; purpose, structure, aims and objectives of PESS teacher training; current research and findings of PESS studies and finally, recommendations for new EU-based PESS research studies. This book provides a concise, practical guide to the European Union’s Anti-Tax Avoidance Directive (ATAD). Presenting unique insights into the ATAD’s five specific anti-avoidance rules, its chapters explain the background of those rules, the directive’s interactions with relevant jurisprudence, and the challenges posed to the ATAD’s interpretation and implementation in domestic law. Key features include: • critical, article-by-article analysis of the ATAD • contextual information on the legislative environment in which the ATAD operates, embedding it in the wider landscape of CJEU jurisprudence • insights into the day-to-day application of the ATAD rules in practice • contributions from leading academics and practitioners in the field of tax law • examples of the challenges to the interpretation and implementation of ATAD, taken from a range of EU Member States. European and international tax advisors, along with policy makers in the field of tax law, will find this book to be a comprehensive yet accessible guide to the ATAD and its correct application. Those who carry out research in European tax law can also benefit from this book’s critical approach to the ATAD and the questions that surround anti-tax avoidance legislation in the European Union. The volume brings together the work of sixteen scholars focused on the diverse debates surrounding the construction and operation of Banking Union (BU), and its necessary reform. BU represents one of the most important developments in European integration since the launch of Monetary Union. Furthermore, the design of the BU agreed between 2012 and 2014 was a messy compromise among EU member states. It is not surprising then that BU has sparked a lively academic debate and triggered an ever-growing number of publications from different disciplinary backgrounds. The first wave of academic work on BU focuses upon the economic rationale underpinning the supranationalisation of control over banking — regulation, supervision, support and resolution — and the political dynamics and legal issues that shaped the design of the Union agreed. This volume is located at the intersection of this first phase of academic research and a second stage which analyses the functioning of the different elements of BU. New research questions are triggered by the albeit limited empirical evidence on BU’s implementation and operation. Contributions to this second wave of research attempt to identify potentially dangerous lacunae and contribute to on-going reform debates. [less ▲]

For a decade now, borders in Europe have been back on the political agenda. Border research has responded and is breaking new ground in thinking about and exploring borders. This book follows this development and strengthens a perspective that is interested in life realities and that focuses on everyday cultural experiences of borders. The authors reconstruct such experiences in the context of different forms of migration and mobility as well as language contact situations and are sensitive to the freedom of the participants. In this way, they empirically identify everyday cultural usage or appropriation strategies of borders as vastly different experiences of borders. The readers of this volume will gain insights into current developments in border research and life realities in Europe where borders are (made) relevant. With contributions by Christian Wille, Birte Nienaber, Carsten Yndigegn, Isabelle Pigeron-Piroth, Rachid Belkacem, Ursula Roos, Elisabeth Boesen, Ariela House, Ignacy Jóźwiak, Corinne Martin, Erika Kalocsányiová, Xosé-Afonso Álvarez, Konstanze Jungbluth, Florian Dost, Nicole Richter, Dominik Gerst. [less ▲]

This volume analyses Belgian garrisons in the Rhineland and Westphalia after the Second World War. They are analysed as contact zones that clearly indicate the political, economic, societal and military consequences of European integration for daily coexistence. The book’s contributions focus on mechanisms and catalysts of entanglement, dissolution and coexistence in local spaces, which did not relocate transnational contacts within Europe to national borderlines, but permanently (re-) configured them in a confined space. How do transnational contacts take place? How have they changed in the face of different geopolitical and geostrategic circumstances? This volume intends to give European integration history new impetus by rediscovering European regional history. [less ▲]

Border research has undergone profound changes in the last few decades, which has changed the study of national borders as unchallenged phenomena. This reorientation is based on constructivist approaches and queries the processes of establishing, relativising, shifting or overcoming borders. It was based on this conception of borders as social constructions that in 2019 Florian Weber (Saarland University), Christian Wille (University of Luxembourg), Beate Caesar (TU Kaiserslautern) and Julian Hollstegge (University of Bayreuth) launched their book project "Geographien der Grenzen" (Geographies of Borders). The anthology, which was published in 2020 discusses the connection between spaces, orders and interdependencies. The authors from the spatial, social sciences and cultural studies choose different approaches to borders and analyze their (re)production processes as “geographies of borders”. By doing so, they also focus on borders other than nation-state borders, such as city-country hybrid differentiations. The volume therefore examines from various theoretical and thematic perspectives the question of how and which “geographies of border” can be (re)constructed in the interplay of various destabilizations and (re)stabilizations of borders. Contents • Entwicklungslinien der Border Studies und Zugänge zu Geographien der Grenzen (Weber, Florian / Wille, Christian / Caesar, Beate / Hollstegge, Julian) • Räumliche Identifikationen und Identifizierungen in Grenzregionen. Das Beispiel der Großregion SaarLorLux (Wille, Christian) • Zur Rolle von Strukturen und Kontingenz – das Beispiel des grenzüberschreitenden Pendelns im Alpenraum (Heugel, Anna / Chilla, Tobias) • Energy Borderlands – eine Analyse medialer Aushandlungsprozesse um das Kernkraftwerk Cattenom in der Großregion SaarLorLux (Biemann, Juli / Weber, Florian) • Planungskulturelle Vielfalt in Grenzräumen – Theoretische und methodische Ansätze zur grenzüberschreitenden Raumplanung (Caesar, Beate / Evrard, Estelle) • Die Entwicklung grenzüberschreitender Berufsausbildung im Spannungsfeld unterschiedlicher Dimensionen von Distanz – das Beispiel der Großregion (Dörrenbächer, H. Peter) • Zur Konstitution multipler Borderlands im Zuge der Frankreichstrategie des Saarlandes (Crossey, Nora / Weber, Florian) • Re-Figuration von Grenzen und Ordnungen im sozialen Raum. Konzeptualisierung eines Analysemodells partizipativer Governance in EU-Grenzregionen (Ulrich, Peter) • Grenzgeographien der COVID-19-Pandemie (Weber, Florian / Wille, Christian) • (Un-)Ordnungen der Kontrolle. This book focuses on the history of the International Telecommunication Union (ITU), from its origins in the mid-19th century to nowadays. ITU was the fi rst international organization ever and still plays a crucial role in managing global telecommunications today. Putting together some of the most relevant scholars in the fi eld of transnational communications, the book covers the history of ITU from 1865 to digital times in a truly global perspective, taking into account several technologies like the telegraph, the telephone, cables, wireless, radio, television, satellites, mobile phone, the internet and others. The main goal is to identify the long-term strategies of regulation and the techno-diplomatic manoeuvres taken inside ITU, from convincing the majority of the nations to establish the offi cial seat of the Telegraph Union bureau in Switzerland in the 1860s, to contrasting the multi-stakeholder model of Internet governance (supported by US and ICANN). History of the International Telecommunication Union is a trans-disciplinary text and can be interesting for scholars and students in the fi elds of telecommunications, media, international organizations, transnational communication, diplomacy, political economy of communication, STS, and others. It has the ambition to become a reference point in the history of ITU and, at the same time, just the fi rst comprehensive step towards a longer, inter-technological, political and cultural history of transnational communications to be written in the future. In November 2017, Council Regulation (EU) 2017/1939 implementing enhanced cooperation on the establishment of the European Public Prosecutor’s Office (‘EPPO’) entered into force. The EPPO is a new body of the European Union that will investigate and prosecute perpetrators of criminal offences affecting the financial interests of the Union. Being the first EU authority to exercise direct powers vis-à-vis individuals in the field of criminal law, the EPPO represents a paradigm shift in the EU criminal justice field and requires several amendments of national legislation. The Member States that take part in the EPPO enhanced cooperation are currently in the process of implementing the Regulation in order to make their criminal justice systems compatible with its provisions, and allow the EPPO to carry out its activities once the Office will be up and running. Building on the Symposium that took place in Coimbra on 29–30 March 2017, which was co-organised by the European Criminal Law Academic Network (ECLAN) and the Instituto Jurídico of the Law Faculty of the University of Coimbra, this book offers a comprehensive overview of crucial aspects of this ambitious and debated EU initiative, in both its European and national dimensions. It aims to analyse key issues related to the functioning and legitimacy of the EPPO from a European perspective, such as EPPO independence and material competence, judicial review of its acts, and protection of fundamental rights in the framework of EPPO proceedings. At the same time, it also represents the first publication that, in the wake of the Regulation’s adoption, discusses the challenges that the implementation of this EU legal instrument is currently raising in some Member States, namely Austria, Finland, Germany, Lithuania, Luxembourg, and the Netherlands.

Doch was kommt danach? [less ▲]

The 50th anniversary of the death in 1967 of the famous music teacher, ethnomusicologist and composer Zoltán Kodály reminded us that another renowned music pedagogue, Leo Kestenberg (1882-1962), was born in the same year as Kodály. As such, the joint Kodály Kestenberg Conference provided a welcome opportunity not only to address aspects of music pedagogical and biographical research which had hitherto received a limited amount of attention, but also to highlight a number of key moments in history, and the resulting impact these had had on music pedagogy. The significant level of international interest which music educators showed in the Kodály Kestenberg Conference fulfilled the organisers' desire to create a forum for the free exchange ideas. It also enabled participants to review our commonalities and differences and to look beyond our individual national developments and evaluate the methods and concepts of two significant personalities in the history of musical education in the first half of the 20th century. The sheer diversity of historical and current topics in music education research both inside and outside of Europe, not only reflects the fact that in the 21st century, music education research has established and profiled itself in a wide range of sub-disciplines in addition to revealing new fields of inter-disciplinary research. The effectiveness of reforms initiated and implemented by Kodály and Kestenberg extend to the present day and continue to influence discussions around the future perspectives of music education. This is illustrated by the example of formal and informal learning in the field of elementary music pedagogy. The "Century of the Child" proclaimed in 1900 by the Swedish reform pedagogue Ellen Key (1849–1926) has left its mark on music education through reformers such as Kodály and Kestenberg into the 21st century. This conference book contains articles which are subdivided in five sub-categories: (1) The function of Music Education, (2) The Historical Era of Kodály and Kestenberg, (3) Learning and Instruction, (4) Assessment Technologies in Music Education and (5) Effects of Music Training. The contributors come from six different countries namely, Austria, England, Germany, Hungary, Israel and Luxembourg. The editors would like to record their thanks to both: (1) the Pedagogical Faculty of the John von Neumann University, Kecskemét and the dean Dr. Fülöp Tamás and the vice-dean Dr. Sági Norberta for hosting the conference, (2) the International Leo Kestenberg Society. The editors also acknowledge that this research is supported by EFOP-3.6.1- 16-2016-00006 “The development and enhancement of the research potential at John von Neumann University” project. The Project is supported by the Hungarian Government and co-financed by the European Social Fund. Time is a crucial dimension in the application of any law. In tax law, however, where an environment characterized by rapid change on the national, European, and international levels complicates the provision of accurate legal advice, timing is particularly sensitive. This book is the first to analyse the relationship between time and three key areas of tax: treaties, EU law, and constitutional law issues, such as legal certainty and individual rights. The issues arising from the interplay of these various areas are analysed from a both academic and practical angle, providing important insights independent of the concrete national framework within which tax rules are applied. This volume contains the papers presented at the 42nd German Conference on Artificial Intelligence (KI 2019), held during September 23–26, 2019, in Kassel, Germany. The German conference on Artificial Intelligence (abbreviated KI for “Künstliche Intelligenz”) has developed from a series of inofficial meetings and workshops, organized by the German “Gesellschaft für Informatik” (association for computer science, GI), into an annual conference series dedicated to research on theory and applications of intelligent system technology. While KI is primarily attended by researchers from Germany and neighboring countries, it warmly welcomes international participation. The KI 2019 conference took place in Kassel, Germany, September 23–26, 2019, and it was held in conjunction with the 49th Annual Conference of the German Computer Science Association (INFORMATIK 2019). Information about the event can be found at www.ki2019.de and informatik2019.de, respectively. KI 2019 had a special focus theme on “AI methods for Argumentation” and we especially invited contributions that use methods from all areas of AI to understand, formalize, or generate argument structures in natural language. The special focus theme was organized in cooperation with the DFG funded priority program “RATIO: Robust Argumentation Machines”. Besides this special focus theme, the conference invited original research papers and shorter technical communications on all topics of AI. Further, we asked for the submission of extended abstracts summarizing papers that had recently been presented at major AI conferences. KI 2019 received 82 submissions, with authors from 25 countries. Submissions were – except for some special cases – reviewed by three Program Committee members. The Program Committee, comprised of 51 experts from 9 countries, decided to accept 29 papers. Out of these, 16 submissions were accepted as full papers, 10 as short papers and 3 as extended abstracts. The program also included three invited talks: – Jürgen Altmann (University of Dortmund): Autonomous Weapon Systems – Dangers and Need for an International Prohibition – Michael Beetz (University of Bremen): Digital Twin Knowledge Bases – Knowledge Representation and Reasoning for Robotic Agent – Antony Hunter (University College London): Towards Computational Persuasion for Behaviour Change Applications Two of these presentations are summarized in papers contained in this volume. Overall, it was a pleasure to organize KI 2019 and we are grateful to our co-organizers, Alexander Steen (Workshops and Tutorials Chair) and Kristina Yordanova (Doctoral Consortium Chair), who provided valuable additional support in organizing the event. We thank the Program Committee members and all additional reviewers for the effort and time they invested in the reviewing process. Further, we thank the Organizing Committee of INFORMATIK 2019 who took care of finances and local organization and allowed us to focus on the scientific aspects of the conference. Our appreciation also goes to the developers of EasyChair, which provides great functionalities that helped to organize the reviewing process and to create this volume. Last but not least, we would like to thank SAP SE for generously sponsoring travel grants for students to attend KI 2019. July 2019 Christoph Benzmüller Heiner Stuckenschmidt [less ▲]

With the benefit of hindsight, presenting the Treaty of Versailles as an example of ‘peace through law’ might seem like a provocation. And yet, the extreme variety and innovativeness of international procedural and substantial ‘experiments’ attempted as a result of the Treaty of Versailles and the other Paris Peace Treaties of 1919–1920 remain striking even today. While many of these ‘experiments’ had a lasting impact on international law and dispute settlement after the Second World War, and considerably broadened the very idea of ‘peace through law’, they have often disappeared from collective memories. Relying on both legal and historical research, this book provides a global overview of how the Paris Peace Treaties impacted on dispute resolution in the interwar period, both substantially and procedurally. The book’s accounts of several all-but-forgotten international tribunals and their case law include references to archival records and photographic illustrations. [less ▲]

His works, bursting with restless energy in the Inimitable's protean style, registered and commented on the ongoing changes in the Victorian world while the Victorians' fictional and factional worlds kept (and keep) changing. The essays from notable Dickens scholars—Malcolm Andrews, Matthias Bauer, Joel J. Brattin, Doris Feldmann, Herbert Foltinek, Robert Heaman, Michael Hollington, Bert Hornback, Norbert Lennartz, Chris Louttit, Jerome Meckier, Nancy Aycock Metz, David Paroissien, Christopher Pittard, and Robert Tracy—suggest the many ways in which the notion of change has found entry into and is negotiated in Dickens' works through four aspects: social change, political and ideological change, literary change, and cultural change. An afterword by the late Edgar Rosenberg adds a personal account of how Dickens changed the life of one eminent Dickensian. [less ▲]

In the aftermath of the financial crisis, the individual liability of senior managers has been rediscovered as an important element in effectively countering economic and financial crime. Mainstream enforcement practices against white-collar crime in recent years, focusing mostly on the legal entity or the low- and mid-level employees, have been largely unsuccessful. The punishment of large corporations for economic offences has indeed been confronted with the “too big to jail” dilemma, and with concerns for the negative spillovers that their collapse may entail for employees, shareholders and consumers. The individual “rogue employee”, on the other hand, may be fungible and easily sacrificed as a scapegoat. The recent debate has therefore brought back to centre-stage the individual liability of senior managers, which is essential to close any “responsibility gap”. But are the ordinary rules of criminal law fit and adequate to hold senior managers accountable? This volume, presenting the findings of a study led by the University of Luxembourg and co-financed by the European Anti-Fraud Office (OLAF), aims to contribute to this debate with a special focus on the liability of senior managers for the commission of offences against the financial interests of the EU. It compares the criminal liability regimes for senior managers in five Member States (Finland, France, Germany, The Netherlands and Poland) and delivers a set of policy recommendations for establishing the liability of senior managers in compliance with the general principles of criminal law and respect for fundamental rights. Fabricating Modern Societies: Education, Bodies, and Minds in the Age of Steel, edited by Karin Priem and Frederik Herman, offers new interdisciplinary and transnational perspectives on the history of industrialization and societal transformation in early-twentieth-century Luxembourg. The individual chapters focus on how industrialists addressed a large array of challenges related to industrialization, borrowing and mixing ideas originating in domains such as corporate identity formation, mediatization, scientification, technological innovation, mechanization, capitalism, mass production, medicalization, educationalization, artistic production, and social utopia, while competing with other interest groups who pursued their own goals. The book looks at different focus areas of modernity, and analyzes how humans created, mediated, and interacted with the technospheres of modern societies. [less ▲]

Ubi servi erant?

[less ▲]
