Seit Ende 2016 widmet sich das universitäre Forschungsprojekt VILLUX X in Zusammenarbeit mit der Stadt Luxemburg der Erstellung eines digitalen historischen Atlas. Dieser zeigt die städtische Entwicklung Luxemburgs seit Beginn des 19. Jahrhunderts in Form von digitalen und interaktiven Karten. In mehreren Zeitschnitten ab den 1820er Jahren lassen sich die tiefgreifenden Wandlungsprozesse der Stadt und ihr Wachstum interaktiv nachvollziehen: Von der engen Festungsstadt des frühen 19. Jahrhunderts bis zur großflächigen, internationalen Metropole des 21. Jahrhunderts. Die Stadtentwicklung ist für diesen Zeitraum in vielen Bereichen noch immer wenig erforscht. Das überrascht, denn Luxemburg hat im Vergleich zu anderen europäischen Städten in den letzten 200 Jahren besonders tiefgreifende Veränderungsprozesse durchlaufen: Von einer mittelgroßen Festungsstadt der frühen Neuzeit, die sich erst nach 1867 von ihrem einengenden Militärkorsett befreien konnte, bis hin zu einer modernen europäischen Hauptstadt des frühen 20. Jahrhunderts. Dann, in der Nachkriegszeit, wurde die Stadt zu einem der drei Hauptverwaltungssitze der Europäischen Union. Und ab den 1970er Jahren entwickelte sie sich darüber hinaus zu einem internationalen Finanzzentrum. Heute ist Luxemburg zweifellos die wirtschaftlich, politisch und kulturell bedeutendste Stadt der Großregion mit einem ausgeprägten kosmopolitischen Flair. Ziel des Luxatlas-Projekts ist es, die Voraussetzungen und Merkmale dieser Entwicklung sowie die wirtschaftlichen, sozialen und politischen Rahmenbedingungen nachzuzeichnen und zu analysieren. Es sind vor allem raumbezogene Fragstellungen, die dabei in historischer Perspektive mit dem digitalen und interaktiven Stadtatlas in den Blick genommen werden. Der Atlas lässt sich in diesem Sinne definieren als eine Sammlung von Karten, Bildern und erläuternden Texten. Er bündelt und verknüpft relevante Daten von städtischen und nationalen Behörden und Kultureinrichtungen sowie auch von unterschiedlichen Forschungsdisziplinen wie Geschichte und Geographie und stellt diese in überarbeiteter Form den Nutzern zur Verfügung. Luxatlas.lu ermöglicht es, historische Veränderungsprozesse des 19. und 20. Jahrhunderts diachron zu dokumentieren und gleichzeitig traditionelle Entwicklungsvorstellungen in Frage stellen. Zugleich etabliert er neue Methoden und Konzepte zur Standardisierung von Online-Karten und wird somit selbst zu einem Instrument zusätzlichen Erkenntnisgewinns für seine Nutzer. [less ▲]

Les blockchains se répandent dans l'économie sous forme par exemple de nouvelles monnaies (bitcoins, ether...), mais aussi de contrats ou de certifications dans les assurances, dans les affaires (smart contracts), dans le droit... Ces technologies de rupture ne sont pas simples à comprendre que ce soit dans leur fonctionnement informatique (horodatage et immutabilité des blocs) ou dans leurs conséquences pour l'utilisateur (valeur de la preuve, recours possibles...). La meilleure façon d'aborder ce sujet complexe est de répondre point par point aux multiples questions que les utilisateurs potentiels se posent. [less ▲]

Diese unternimmt den Versuch, langlebige Verhältnisse und deutliche Einschnitte in einer weiten zeitlichen und räumlichen Perspektive zu skizzieren, die von der Verfestigung der neuen städtischen Lebensform im 12. Jahrhundert bis in das 19. Jahrhundert reicht, als sich mit der politischen Neuordnung und der Industrialisierung die Vorstellungen von Stadt, verändern. It is "public history" in the best sense of the word, because Denis Scuto as a professional historian intervenes directly in today's debates and enlightens them in a dazzling way by replacing them in the history of Luxembourg and Europe. It is a book aimed directly at the general public, which does not necessarily read scholarly works, but is interested in understanding the country in which it lives and works, with its indissolubly linked past and present. It is therefore a contemporary history because, over the course of the current debates commented by Denis Scuto, the essential elements of the construction of contemporary Luxembourg appear: the birth of the Grand Duchy as a nation-state, its hard learning of independence throughout the nineteenth century, political and social struggles, the consequences of the two world wars, its destiny as a country made of migratory flows, the upheaval of a rural country that became an industrial power and then a European and financial centre, etc. [less ▲]

Leurs contributions en anglais et en français visent à comprendre les différentes transformations de la démocratie représentative dans un système concurrentiel des formes démocratiques (participative, délibérative, etc.) et de nouvelles hiérarchisations législatives (l’européanisation, le fédéralisme et le parlementarisme rationalisé). Il s’agit en premier lieu d’analyser les députés et la fabrication contemporaine de la loi, c’est -dire comment ils travaillent dans les commissions, usent de leurs pouvoirs d’interpellation et quels sont leurs rapports aux groupes d’intérêts. The 50th anniversary of the death in 1967 of the famous music teacher, ethnomusicologist and composer Zoltán Kodály reminded us that another renowned music pedagogue, Leo Kestenberg (1882-1962), was born in the same year as Kodály. As such, the joint Kodály Kestenberg Conference provided a welcome opportunity not only to address aspects of music pedagogical and biographical research which had hitherto received a limited amount of attention, but also to highlight a number of key moments in history, and the resulting impact these had had on music pedagogy. The significant level of international interest which music educators showed in the Kodály Kestenberg Conference fulfilled the organisers' desire to create a forum for the free exchange ideas. It also enabled participants to review our commonalities and differences and to look beyond our individual national developments and evaluate the methods and concepts of two significant personalities in the history of musical education in the first half of the 20th century. The sheer diversity of historical and current topics in music education research both inside and outside of Europe, not only reflects the fact that in the 21st century, music education research has established and profiled itself in a wide range of sub-disciplines in addition to revealing new fields of inter-disciplinary research. The effectiveness of reforms initiated and implemented by Kodály and Kestenberg extend to the present day and continue to influence discussions around the future perspectives of music education. This is illustrated by the example of formal and informal learning in the field of elementary music pedagogy. The "Century of the Child" proclaimed in 1900 by the Swedish reform pedagogue Ellen Key (1849–1926) has left its mark on music education through reformers such as Kodály and Kestenberg into the 21st century. This conference book contains articles which are subdivided in five sub-categories: (1) The function of Music Education, (2) The Historical Era of Kodály and Kestenberg, (3) Learning and Instruction, (4) Assessment Technologies in Music Education and (5) Effects of Music Training. The contributors come from six different countries namely, Austria, England, Germany, Hungary, Israel and Luxembourg. The editors would like to record their thanks to both: (1) the Pedagogical Faculty of the John von Neumann University, Kecskemét and the dean Dr. Fülöp Tamás and the vice-dean Dr. Sági Norberta for hosting the conference, (2) the International Leo Kestenberg Society. Bien que le Web ait seulement trente ans, son patrimoine est déjà pléthorique : la fondation Internet Archive a collecté plus de 345 milliards de pages web depuis 1996. Cette fondation, qui fut l’un des pionniers de l’archivage du Web, n’est pas seule à préserver et collecter aujourd’hui ce patrimoine dit « nativement numérique ». Au cours des années 2000, plusieurs pays ont en effet lancé de tels archivages, souvent confiés aux bibliothèques nationales, et cette tendance ne cesse de s’affirmer depuis. Ces initiatives introduisent des ruptures : dans la notion même d’archive, mais aussi dans les pratiques des professionnels des bibliothèques et du patrimoine, tout comme dans celles des chercheurs. This book rereads seven pivotal 20th century jurisprudential and political philosophical positions represented in the work of Herbert Hart, Ronald Dworkin, Duncan Kennedy, John Rawls, Rudolf Smend, Hans Kelsen and Carl Schmitt from the perspective of a concept of liberal democracy that pivots on a stable distinction between the symbolic and real realms of politics envisaged by Claude Lefort. It also articulates this founding distinction of liberal democracy in terms of the instruction to stabilise the relation between potentiality and actuality that can be drawn from the work of Giorgio Agamben, and from Ernst-Wolfgang Böckenförde’s seminal dictum that liberal democracy lives from principles it cannot guarantee. The book assesses the seven jurisprudential and philosophical positions of Hart, Dworkin, Kennedy, Rawls, Smend, Kelsen and Schmitt with regard to their capacity to sustain Lefort’s and Agamben’s respective distinctions between the symbolic and the real, and between potentiality and actuality. It scrutinises the extent to which they heed the instruction that liberal democracy must refrain from realising its founding principles. For purpose of doing so, it also portrays these seven jurisprudential/philosophical endeavours as twentieth century responses to a long history of political theoretical and political institutional endeavours that commenced in fifth century Athens, marked the transition from the republican to imperial Rome, fuelled the conflicts between secular and clerical power during the Middle Ages, and persisted to burden the attempts of the French Revolutionaries to stabilize the unity of the “People” in the years after the revolution. We describe the state of the Talmudic Logic project as of end of 2019. The Talmud is the most comprehensive and fundamental work of Jewish religious law, employing a large number of logical components centuries ahead of their time. In many cases the basic principles are not explicitly formulated, which makes it difficult to formalize and make available to the modern student of Logic. This project on Talmudic Logic, aims to present logical analysis of Talmudic reasoning using modern logical tools. We investigate principles of Talmudic Logic and publish a series of books, one book or more for each principle. http://www.collegepublications.co.uk/stl/ The series begins with the systematic analysis of Talmudic inference rules. The first book shows that we can present Talmudic reasoning intuitions as a systematic logical system basic to modern non-deductive reasoning, such as Argumentum A Fortiori, Abduction and Analogy. The second book offers a systematic common sense method for intuitively defining sets and claims that this method adequately models the Talmudic use of the rules Klal uPrat. These books also criticize modern Talmudic research methodology. Later books deal with additional topics like Deontic logic, and Temporal logic, Agency and processes in the Talmud and more. The aims of the project are two fold: 1. To import into the Talmudic study modern logical methods with a view to help understand complicated Talmudic passages, which otherwise cannot be addressed. 2. In The Language of Secret Proof, Nina Valerie Kolowratnik challenges the conditions under which Indigenous rights to protect and regain traditional lands are currently negotiated in United States legal frameworks. The tenth volume in the Critical Spatial Practice series responds to the urgent need for alternative modes of evidentiary production by introducing an innovative system of architectural drawing and notation. Today, most Western legal forums utilized by Indigenous communities for recognition of their rights continue to employ evidentiary rules that do not allow for Native truths to be accepted as “reliable” evidence. When tribes are asked to provide proof of their traditional connection to the land, what Western legal forums accept as documentation does not truly represent or respect tribal culture and traditional formats of knowledge transfer. Kolowratnik’s research focuses on the double bind Pueblo communities in the American Southwest are confronted with when they become involved in a legal effort to reclaim and protect ancestral lands, since the process of producing evidence runs counter to their structural organization around oral history and cultural secrecy. The spatial notational systems developed by Kolowratnik with the support of Hemish people, members of Jemez Pueblo in northern New Mexico, and presented in this volume are an attempt to produce evidentiary documentation that speaks Native truths while respecting demands on secrecy. These systems also attempt to instigate a dialogue where there currently is none, deconstructing the fixed opposition between secrecy and disclosure within Western legal systems. [less ▲]

The role of political considerations in private international law In a traditional (and idealized) view of private international law, its rules are clearly separated from political considerations: they are essentially based on considerations of proximity and of foreseeability of the applicable law and of the competent courts. However, this conception has never corresponded perfectly to reality. Political considerations, as opposed to technical considerations, have their importance in private international law, in a dual form: the defence of public (or political) interests in a narrow sense, but also the definition by the legislatures and by the courts of policies which directly influence the solutions adopted by the rules of private international law. This is what the course tries to show, through explanations on the political implications of the major methodological choices of private international law; on the reflection in private international law of major political choices within a democratic or non-democratic society; and externalities such as foreign public law, the federal or supranational integration of States and, finally, the foreign relations of the forum State with third States. With the benefit of hindsight, presenting the Treaty of Versailles as an example of ‘peace through law’ might seem like a provocation. And yet, the extreme variety and innovativeness of international procedural and substantial ‘experiments’ attempted as a result of the Treaty of Versailles and the other Paris Peace Treaties of 1919–1920 remain striking even today. While many of these ‘experiments’ had a lasting impact on international law and dispute settlement after the Second World War, and considerably broadened the very idea of ‘peace through law’, they have often disappeared from collective memories. Relying on both legal and historical research, this book provides a global overview of how the Paris Peace Treaties impacted on dispute resolution in the interwar period, both substantially and procedurally. This volume contains the papers presented at the 42nd German Conference on Artificial Intelligence (KI 2019), held during September 23–26, 2019, in Kassel, Germany. The German conference on Artificial Intelligence (abbreviated KI for “Künstliche Intelligenz”) has developed from a series of inofficial meetings and workshops, organized by the German “Gesellschaft für Informatik” (association for computer science, GI), into an annual conference series dedicated to research on theory and applications of intelligent system technology. While KI is primarily attended by researchers from Germany and neighboring countries, it warmly welcomes international participation. The KI 2019 conference took place in Kassel, Germany, September 23–26, 2019, and it was held in conjunction with the 49th Annual Conference of the German Computer Science Association (INFORMATIK 2019). Information about the event can be found at www.ki2019.de and informatik2019.de, respectively. KI 2019 had a special focus theme on “AI methods for Argumentation” and we especially invited contributions that use methods from all areas of AI to understand, formalize, or generate argument structures in natural language. The special focus theme was organized in cooperation with the DFG funded priority program “RATIO: Robust Argumentation Machines”. Besides this special focus theme, the conference invited original research papers and shorter technical communications on all topics of AI. Further, we asked for the submission of extended abstracts summarizing papers that had recently been presented at major AI conferences. KI 2019 received 82 submissions, with authors from 25 countries. Submissions were – except for some special cases – reviewed by three Program Committee members. The Program Committee, comprised of 51 experts from 9 countries, decided to accept 29 papers. Out of these, 16 submissions were accepted as full papers, 10 as short papers and 3 as extended abstracts. The program also included three invited talks: – Jürgen Altmann (University of Dortmund): Autonomous Weapon Systems – Dangers and Need for an International Prohibition – Michael Beetz (University of Bremen): Digital Twin Knowledge Bases – Knowledge Representation and Reasoning for Robotic Agent – Antony Hunter (University College London): Towards Computational Persuasion for Behaviour Change Applications Two of these presentations are summarized in papers contained in this volume. Overall, it was a pleasure to organize KI 2019 and we are grateful to our co-organizers, Alexander Steen (Workshops and Tutorials Chair) and Kristina Yordanova (Doctoral Consortium Chair), who provided valuable additional support in organizing the event. We thank the Program Committee members and all additional reviewers for the effort and time they invested in the reviewing process. Comment justifier de faire produire effet aux jugements rendus par des tribunaux étrangers? La question est ancienne dans le monde de common law. Tant l’Angleterre que les Etats-Unis ont développé des théories originales fondant l’accueil des jugements étrangers et dessinant une partie du régime de cet accueil. Dans la tradition juridique continentale, la question du fondement de l’effet des jugements étrangers n’a en revanche guère été approfondie. Elle devrait pourtant être essentielle, en permettant soit d’expliquer les solutions retenues par le droit positif, soit de les rationaliser. Ce cours présente et critique les différentes théories et fondements existant en droit comparé. Certaines mettent en avant les intérêts privés des justiciables, à l’instar du droit à l’exécution des jugements promu par la Cour européenne des droits de l’homme. D’autres privilégient les intérêts des Etats, qu’ils soient purement économiques ou plus politiques. Enfin, le cours s’interroge sur le fondement de la circulation des jugements dans les systèmes fédéraux, en insistant plus particulièrement sur le principe de confiance mutuelle prévalant dans l’Union européenne. They act as prostheses and orthotics that "enhance" our cognitive capacities and influence our inherent behaviors. Are digital tools that perpetually envelop the body and the spirit able to overwhelm the social order? Could our cognitive prosthetics lead to permanent, radical change to our society, which could become similar to a hive? In the aftermath of the financial crisis, the individual liability of senior managers has been rediscovered as an important element in effectively countering economic and financial crime. Mainstream enforcement practices against white-collar crime in recent years, focusing mostly on the legal entity or the low- and mid-level employees, have been largely unsuccessful. The punishment of large corporations for economic offences has indeed been confronted with the “too big to jail” dilemma, and with concerns for the negative spillovers that their collapse may entail for employees, shareholders and consumers. The individual “rogue employee”, on the other hand, may be fungible and easily sacrificed as a scapegoat. The recent debate has therefore brought back to centre-stage the individual liability of senior managers, which is essential to close any “responsibility gap”. But are the ordinary rules of criminal law fit and adequate to hold senior managers accountable? This volume, presenting the findings of a study led by the University of Luxembourg and co-financed by the European Anti-Fraud Office (OLAF), aims to contribute to this debate with a special focus on the liability of senior managers for the commission of offences against the financial interests of the EU. It compares the criminal liability regimes for senior managers in five Member States (Finland, France, Germany, The Netherlands and Poland) and delivers a set of policy recommendations for establishing the liability of senior managers in compliance with the general principles of criminal law and respect for fundamental rights. The socio-discursive landscape surrounding the migration debate is characterised by a growing sense of crisis in both personal and collective identities. From this viewpoint, discourses about immigration are also always attempts at reconstructing the threatened ‘home identity’ of the respective host society. It is such attempts at reasserting identity-in-crisis (due to migration) that are the focus of the volume Migration and Media: Discourses about identities in crisis. This four-part book explores the representational strategies used to frame current migration debates as crises of identity, collective and individual. It features fourteen case-studies of varying sets of data including print media texts, TV broadcasts, online forums, politicians’ speeches, legal and administrative texts, and oral narratives, drawn from discourses in a range of languages – Croatian, English, French, German, Greek, Italian, Lithuanian, Polish, Russian, Serbian, Slovenian, Spanish, and Ukrainian – , and it employs different discourse-analytical methods, such as Argumentation and Metaphor Analysis, Gendered Language Studies, Corpus-assisted Semantics and Pragmatics, and Proximization Theory. Zum ersten Mal werden Spannungen, Interaktionen und Friktionen in der kulturellen Welt sowie die Koexistenz von Tradition und Innovation im Luxemburger Kontext in einem interdisziplinären Sammelband mit einander in Verbindung gebracht. Die Beiträge thematisieren Gleichzeitigkeiten und Interaktionen zwischen den verschiedenen Kunstfeldern Architektur, Kunst und Literatur auf. Mit Beiträgen in vier Sprachen, Luxemburgisch, Deutsch, Französisch und Englisch, spiegelt der Band die mehrsprachige Realität des Luxemburger Forschungskontextes wieder und richtet sich sowohl an ein Luxemburger als auch an ein internationales Publikum. Diskussionen zur Natur der Moderne in spezifischen Kontexten bewegen sich häufig innerhalb der Dualität ›modern vs. traditionell‹, wobei die Tradition oft mit Rückständigkeit assoziiert wird. Werke, die in einem Kontext als innovativ und schrankenbrechend gelten, werden in anderen Zusammenhängen als verstaubt und epigonal angesehen. Wenn wir die Relevanz und Qualität der Luxemburger Literatur und Kunst vorrangig anhand ihrer Korrespondenzen zu ausländischen Meisterwerken messen, so laufen wir notwendigerweise das Risiko sie zu unterschätzen und misszuverstehen. Anliegen dieses Bandes ist deshalb radikal innovative Werke des Luxemburger Kontextes sichtbar zu machen, sowie auch Traditionen als Formen der Innovation zu verstehen. Einige der Fragen, die die Beiträger dieses Bandes aufwerfen: wann geschieht die Moderne in Luxemburg? Wie, und in Beziehung wozu, wird sie definiert? Wer definiert sie, mit welchem Anliegen und in welchem Kontext? Die Beiträger bezeugen verschiedene Herangehensweisen an die Thematik: die Artikel reichen von longue durée Studien, zu close readings von Stil, Themen und Formen, zu Untersuchungen des formativen Einflusses kultureller Faktoren. The following report contains the results of the Luxembourgish Health Behaviour in School-aged Children (HBSC) study, which was conducted in the year 2014. The HBSC study is a cross-national survey study that collects data every four years in school classes across Europe, Asia and Canada. In Luxembourg, students from primary and secondary schools that teach according to the Luxembourgish curriculum were included in the study. This report contains the data of 7233 students aged 11 to 18 years old. The HBSC study inquires about a wide range of topics, including questions on subjective well-being, nutrition, physical activity, social relationships in- and outside of school, use of addictive substances and sexual behaviour. This report examines these topics mainly with regard to socio-demographic characteristics. With regards to gender, neither boys nor girls are at a clear disadvantage for the researched themes. The position of boys and girls depends on the theme, which means that for certain themes boys are at a disadvantage, whereas for other themes girls are at a disadvantage. Boys indicate higher rates of substance use (alcohol, tobacco and cannabis), higher rates of overweight and they watch more television than girls. However, girls report less physical activity, lower rates of breakfast consumption, more health complaints and lower life satisfaction compared to boys. For almost all the indicators examined, the 11-12-year-olds have the best scores and often the next group (13-14-year-olds) is already performing significantly worse. The only exception in this pattern was found for the variable of bullying: the older the students are, the less often they are victims of bullying. The age 12-13 is therefore considered a critical phase of life from a health perspective. Additionally, the social status of students is of relevance for their health. The large majority of indicators show that the higher the family affluence, the better the results reported by students. Students from the Fondamental are younger, and thus obtain better scores for the majority of indicators than the students from secondary schools. Within secondary schools, better scores are obtained by Secondaire classique students compared to Secondaire technique students. In the international comparison, Luxembourgish students are inconspicuous and often placed in the midfield with average scores. Compared to students in other countries, Luxembourgish students report to do more sports and they report fewer occasions of drunkenness in their life. However, Luxembourg obtained low scores for two indicators: Luxembourgish students have a high number of health complaints (e.g. pain, problems falling asleep, nervousness) and their life satisfaction is relatively low.
