The aim of this guide is to provide a starting point for using web archives as a source for social science research. With the migration of many aspects of the so- cial world online, fundamental questions have been raised about how and even when social science research happens in the online sphere (Karpf, 2012). Web archives, or archives of content and communications from the Web through time, crucially provide the means for retrospectively studying dynamic media and online interactions that are often subject to change and deletion. In addition to the opportunities afforded by web archives as a primary source, however, given their scale and complexity, these collections also present challenges for researchers who want to use them. This guide provides a primer for how to approach web archives research design by first outlining what web archives are and how they differ from other types of web data, as well as identifying key sources for web archives collections. Following this, we provide several high-level descriptions and examples of existing research to demonstrate how web archives offer particular methodological opportunities for studying different types of web phenomena. Next, we draw on the literature to highlight three key considerations for designing a project using web archives, including the ethical implications of using archived web data without the consent of content producers. The guide concludes by summarising the opportunities and challenges of using web archives and provides additional sources to consult. [less ▲]

The latest advances in several emerging technologies such as AI, blockchain, privacy-preserving algorithms used in localization and positioning systems, cloud computing and computer vision all have great potential in facilitating social distancing. Benefits range from supporting people to work from home to monitoring micro- and macro- movements such as contact tracing apps using Bluetooth, tracking the movement and transportation level of a city and wireless positioning systems to help people keep a safe distance by alerting them when they are too close to each other or to avoid congestion. However, implementing such technologies in practical scenarios still faces various challenges. This book aims to lay the foundations of how these technologies could be adopted to realize and facilitate social distancing to better manage pandemics and future outbreaks. Starting with basic concepts, models and practical technology-based social distancing scenarios, the authors present enabling wireless technologies and solutions which could be widely adopted to encourage social distancing. They include symptom prediction, detection and monitoring of quarantined people and contact tracing. In the future, smart infrastructures for next-generation wireless systems should incorporate a pandemic mode in their standard architecture and design. [less ▲]

Assemblies are ancestral, transcultural ways of coming together as a community. Over the past decades, multiple social movements have reappropriated these forms of collective organisation as a prominent component of political struggle, to defend radical visions of democracy. At the same time, governments across the globe have sought to reframe public deliberation as a response to the failures of representative democracy. How can we analyze this double movement, and could assemblies of equals once again offer possibilities to reimagine and renew the ways politics is practiced? To address these questions, we need to move beyond simply asking what assemblies can do, and instead examine how they are made. This means departing from the shores of a speculative, deliberative ideal and restoring attention to both their diversity of forms, and their capacities to perform, deform, and transform. Bringing together accounts written by those who practice assemblies, and contributions from artists, activists, historians, philosophers, and social scientists, as well as three architectural experiments that attempt to imagine models for a future assembly, the book proposes a critical inquiry into the potential of assemblies to shape political subjects. From assemblies in Indigenous territories of Brazil to those of the Yellow Vests in France, from medieval communes to street parliaments in Africa, from citizens’ assemblies set up by public authorities to practices forged from emancipatory traditions, What Makes An Assembly? examines the tensions that exist in all assemblies between the need for form and the danger of formalization; between the scripts, rituals, and architectural settings from which they derive, and their capacity to erupt and emerge anew. As a result of rapid advancements in computer science during recent decades, there has been an increased use of digital tools, methodologies and sources in the field of digital humanities. While opening up new opportunities for scholarship, many digital methods and tools now used for humanities research have nevertheless been developed by computer or data sciences and thus require a critical understanding of their mode of operation and functionality. The novel field of digital hermeneutics is meant to provide such a critical and reflexive frame for digital humanities research by acquiring digital literacy and skills. A new knowledge for the assessment of digital data, research infrastructures, analytical tools, and interpretative methods is needed, providing the humanities scholar with the necessary munition for doing critical research. The Doctoral Training Unit "Digital History and Hermeneutics" at the University of Luxembourg applies this analytical frame to 13 PhD projects. By combining a hermeneutic reflection on the new digital practices of humanities scholarship with hands-on experimentation with digital tools and methods, new approaches and opportunities as well as limitations and flaws can be addressed. As media environments and communication practices evolve over time, so do theoretical concepts. This book analyzes some of the most well-known and fiercely discussed concepts of the digital age from a historical perspective, showing how many of them have pre-digital roots and how they have changed and still are constantly changing in the digital era. Written by leading authors in media and communication studies, the chapters historicize 16 concepts that have become central in the digital media literature, focusing on three main areas. The first part, Technologies and Connections, historicises concepts like network, media convergence, multimedia, interactivity and artificial intelligence. The second one is related to Agency and Politics and explores global governance, datafication, fake news, echo chambers, digital media activism. Proportionality increasingly dominates legal imagination. Initially conceived of as a principle that regulates police action, today it is progressively established as an advanced tool of liberal constitutional science. Its spread, accompanied by a global paradigm of constitutional rights, appears to be an irresistible natural development. This thesis was inspired by the intuition that even though courts and lawyers around the world reason more and more in proportionality terms, proportionality can mean very different things in different contexts, even within the same legal system. While the relevant literature has paid little attention to differences in the use of proportionality, identifying the local meanings of proportionality is crucial to making sense of its spread, to assessing its success, and to appraising the possibility of convergence between legal systems. Through an in-depth study and comparison of the use of proportionality by legal actors in France, England and Greece, this work shows that the local meanings of proportionality are not simply deviant applications of a global model. Instead, they reflect the legal cultures in which they evolve, local paths of cultural change and local patterns of Europeanisation. [less ▲]

The contributions to this book examine the two main asymmetries of the Euro Area as they have intensified during the second decade of Economic and Monetary Union (EMU): the first between monetary union (more supranational governance) versus ‘economic’ union (less centralised governance); the second between those Euro Area member states of the so-called ‘core’ and those of the ‘periphery’. EMU stands as one of the European Union’s (EU) flagship integration achievements. Set up in 1999, with the large majority of EU member states at the time, EMU was described as ‘asymmetrical’ even prior to its start. From the outset, it involved asymmetrical integration in monetary and ‘economic’ union. Although a major element of the blueprint that paved the way for the final stage of EMU, the concept of ‘economic’ union was insufficiently developed. The second decade of the single currency gave rise to a second asymmetry, namely one between those Euro Area member states of the ‘core’ and those of the ‘periphery’. The ten contributions to this volume speak to one or both of these asymmetries, covering the major political, political economy and policy dimensions of EMU and the ongoing debates about necessary policy and institutional reforms to overcome these asymmetries and bolster Euro Area stability. The outbreak of the Coronavirus (Covid-19) Crisis in 2020 created unprecedented socio-economic challenges for Euro Area member states, heightening the perceived urgency of reform. [less ▲]

The suggestion to “align international taxation with value creation” first emerged in the context of the OECD BEPS Project aimed at tackling aggressive tax planning strategies resulting in base erosion and profit shifting. The concept of “value creation” was then further relied on in the broader discussion that followed about the impact of digitalization on the global economy generally and the fair allocation of taxes between countries in this new environment. Although the idea – or the guiding principle – that profits should be taxed where economic activities occur and where value is expected to be created initially received a relatively large support, it rapidly became clear (at least to academics) that there would be no obvious answer to the question “where is value being created?” in a manner that would be relevant for (international) tax purposes, inter alia in view of the different models of value creation within corporate entities. Based on 9 thematic reports (offering an interdisciplinary discussion of the concept of value creation mostly from an international perspective) and on 23 national reports (focusing on the meaning of value creation in domestic tax law), this book seeks to contribute to the discussion on whether the concept of value creation is viable, both theoretically and in practice, as a criterion for the allocation of taxing rights under a modernized international tax framework. “You never knew. That was his power.” These words, which picture Keyser Söze in The Usual Suspects (1995), also describe a specific mode of action typical of evil protagonists in popular culture of the 20th and 21st centuries, namely their non-appearance. One can indeed distinguish several types of evil in popular culture: on the one hand, the representatives of the “other” in the sense of a political enemy (the stereotypical character of the Nazi, the Communist, the Arab terrorist, etc.); on the other hand, the figure of the faceless, disguised, not (stereotypically) apparent evil. The secret organization that James Bond fights against in several films is significantly named “Specter”. Similarly, Lord Voldemort remains faceless and ghostlike in the Harry Potter series. These figures do not represent the “other” as a clearly identifiable political antagonist, but an “other other” whose unknowability and namelessness are an essential part to his or her power and (non-)identity. The “bad guys” can always be interpreted as reflections of a political order: by not adhering to the moral, social, and political rules of the community, they reflect on the contingency of these rules and may also try to enforce alternative models of coexistence through violence. It would therefore be interesting to ask to what extent the faceless figure of evil represents a political model without being clearly identified to a political or ideological “other”? In the context of media diversity in popular culture in the 20th and 21st centuries, the portrayal of faceless figures of evil produces an equally wide variety of aesthetic manifestations. The question of the representations of evil thus necessarily exists at the interface between politics and poetics. This issue of Cultural Express wants to examine this interface in popular and youth literature, fantasy, science-fiction, horror, crime fiction, movies, TV series, songs, comics, graphic novels, video games, etc. [less ▲]

In telling the stories of China's power grid, Canadian telephones, German automobiles and India's shipbreaking business, among others, the contributions in this volume highlight the persistence of technologies and show that maintenance and repair are not obsolete in modern industries and consumer societies. Die Erstellung des nationalen Berichtes zur Situation der Jugend in Luxemburg geht auf den Artikel 15 (1) des Jugendgesetzes vom 4. Juli 2008 zurück, wonach der Minister, zu dessen Zuständigkeitsbereich die Jugendpolitik gehört, der Abgeordnetenkammer alle fünf Jahre einen Bericht vorlegt. Nach dem ersten Bericht im Jahr 2010, der als Gesamtbericht verschiedene Themen behandelte, thematisierte der zweite Bericht im Jahr 2015 die Übergänge vom Jugend- ins Erwachsenenalter. Der thematische Schwerpunkt des vorliegenden dritten Berichtes ist das Wohlbefinden und die Gesundheit von Jugendlichen in Luxemburg. Der Bericht umfasst zwei Teile: eine wissenschaftliche Analyse und Bestandsaufnahme, die von dem Centre for Childhood and Youth Research (CCY) an der Universität Luxemburg erstellt wurde, sowie einen Beitrag des Ministeriums für Bildung, Kinder und Jugend, welche den Kontext erläutert und die zukünftigen Schwerpunkte der luxemburgischen Jugendpolitik reflektiert. Bei der wissenschaftlichen Analyse und Bestandsaufnahme stehen die Jugendlichen und ihre subjektiven Sichtweisen, ihre Bewertungen und Handlungen im Zusammenhang mit ihrem Wohlbefinden und ihrer Gesundheit im Fokus. Der Bericht zeigt auf, (1) wie Jugendliche ihr Wohlbefinden und ihre Gesundheit einschätzen, (2) was Jugendliche für ihr Wohlbefinden und ihre Gesundheit tun oder nicht tun, (3) welche Bedeutung das soziale Umfeld für das Wohlbefinden der Jugendlichen hat, (4) wie Jugendliche die Covid-19-Pandemie und die Maßnahmen wahrnehmen und (5) wie luxemburgische Experten über das Wohlbefinden und die Gesundheit Jugendlicher diskutieren. Die Datengrundlage bilden vor allem die eigens für den Bericht erhobenen Daten aus standardisierten Umfragen und qualitativen Interviews. Um die Veränderung der Situation der Jugendlichen durch die Covid-19-Pandemie zu beschreiben, wurde während der Erarbeitung des Jugendberichtes eine weitere Studie entwickelt und durchgeführt, deren Ergebnisse im Bericht gesondert dargestellt werden. Der Bericht liefert eine umfassende Informationsgrundlage für die zukünftige Ausrichtung und Weiterentwicklung der Jugendpolitik der luxemburgischen Regierung, die in einem nationalen Jugendpakt zusammengefasst wird. Er richtet sich sowohl an Fachleute in den verschiedenen jugendrelevanten Arbeitsfeldern als auch an Studierende und alle Leserinnen und Leser, die an fundierten Informationen zur Jugend in Luxemburg und deren Wohlbefinden und Gesundheit interessiert sind. International migration originating from highly developed countries is a crucial component of global migration flows. There are, however, surprisingly little data about the international mobility of the populations of affluent countries. The German Emigration and Remigration Panel Study (GERPS) aims to provide a resource that enables the analysis of individual consequences of international migration as well as the socio-structural consequences for the country of origin. GERPS is based on an origin-based multistage probability sample using the German population registers as a sampling frame. The second wave yields a net sample of roughly 7,000 persons who recently moved abroad from Germany and persons who returned from Germany after having lived abroad. The study follows a multidestination- country-design and enables the comparative analysis of migrants and nonmigrants, who stayed in the country of origin. GERPS is a panel study with at least four waves during a period of at least 24 months. This documentation presents the methods and data of the second wave. It provides information for researchers and invites them to use the new data infrastructure for their own research. [less ▲]

The impact of EU law on the Member States depends decisively on the application by national judges of principles and rules elaborated by the EU Court of Justice in response to the preliminary ruling references made by the national judges themselves. Therefore the good functioning of the complex system resulting from the interaction between the EU legal order and the Member States implies a constructive relationship between the Court of Justice and the national judges. With this premise, the volume aims to face the di culties experienced in the ‘dialogue’ between all national courts (on the merits, supreme, constitutional) and the EU Court of Justice. To this purpose the national judges themselves are called to express their opinions: they were requested to illustrate, from their experience, the drawbacks encountered in the communication with the CJEU. Selon la théorie du concept deleuzienne, les concepts philosophiques partagent en plus une certaine forme : une multiplicité de composantes, un volume absolu, des variations intensives, un ordre de voisinage. Or, cette interprétation de l’activité philosophique est à son tour un concept : « le concept de concept. » Comme tout autre, ce concept répond à un problème – « quel est le propre de la philosophie ? » – et il recèle une multiplicité, un volume, des variations, un voisinage. Même si le concept de concept saisit l’essentiel de l’activité philosophique, on pourra alors croire qu’il est d’une portée limitée et voué à être dépassé comme n’importe quel autre concept. By acknowledging the flexible and complex nature of the precautionary principle under EU law and by referring to methodological pluralism, the goal of this book is to provide a polycentric interpretation of this principle based on diversity rather than uniformity. The polycentric interpretation is anchored in the construction of the conceptual network of the precautionary principle. This allows for the unitas multiplex between the different definitions and applications of this principle to be identified and assessed. The core claim of the book is that the polycentric interpretation of the precautionary principle can be built on two concepts: anticipation and action that represent the two main knots of its conceptual network. These knots are not isolated, but they are connected via some links to other knots that constitute the main concepts allowing identifying and applying the precautionary principle under EU law. Inclusive education has become a leading theme internationally over the past several decades, as it addresses key issues, often controversial, of exclusion/inclusion, learning opportunities, and educational equality and justice. Among international organizations as well as supranational governments, we find an increasing emphasis on recognizing diversity and enabling education for all. This is visible in the Salamanca Declaration (1994), the overall “education-for-all” agenda, the Sustainable Developments Goals (e.g., Education, SDG 4), and the worldwide ratification of the UN Convention on the Rights of People with Disabilities (e.g., Article 24 on Education), which mandates among state parties the establishment of an inclusive education system across levels, from early childhood to lifelong learning. This frame of reference is not only significant in terms of definitions and contents but also in the context of the strengthening of world society. The world societal level is not the same as what occurs in the relations between nation states, as important as such learning in policies and practices may be but extends beyond. This is evident in the definition of “inclusion” that has become significant internationally as a category signifying attempts to guarantee access and participation in different levels of education systems, but one that has contrasting and divergent understandings, implications, and implementation consequences between national and local contexts. The goal of participation that follows normatively and legally from such understandings of inclusion, is recontextualized differently, sometimes even paradoxically, when in fact segregated and separate settings are extended under the banner of inclusion. In Germany, for example, despite inclusion discourse flowing from such international agendas that focus on processes of integration and participation, the structures, cultures, and practices that disadvantage and disable continue to exist or even become strengthened. Even if the myriad dimensions of diversity are increasingly discussed and intersectional approaches become more important, the emphasis on difference of disability or “special educational needs” continues. In educational research, numerous publications have delineated the establishment of inclusive education from diverse perspectives. Over the past decade in particular, this has occurred in relation to the UN CRPD, which also implies a connection to the world society-frame; however, theorization and in-depth empirical analyses are lacking to explain more recent developments on multiple levels. Even for nation-states, few systematic and comparative studies have analyzed the diverse forms of inclusive education in different contexts. The consequence has been a divergence between the national discourses of inclusive education, for example, in the German-speaking countries, that remain focused on special educational needs, and the more global discourse that understands inclusive education in human rights terms and a key developmental process in democracies. Although some recent comparative research projects and dissertations provide insights into specific country contexts, a more comprehensive publication that collects such research results of international inclusive educational research has been lacking. Furthermore, the opportunity presents itself to extend the dialogue through a world society perspective on inclusion to reflect global inequalities via integrating case studies from the Global South. International and intercultural perspectives enable the investigation of structures, cultures and practices of different countries to the crucial comparison of educational processes. This is especially necessary in the case of inclusive education, whether as a source of inspiration, a reflexive critique of taken-for-grantedness or as a means to identify disparities and social inequalities. Thus, in several dozen chapters, the Handbook Inclusion International presents diverse global, national, and local perspectives on inclusive education. [less ▲]

The twelfth volume of the Critical Spatial Practice series focuses on “Don’t Follow the Wind,” the acclaimed collaborative project situated in the radioactive Fukushima exclusion zone. The book explores the long-term environmental crisis in the coastal Japanese region through this ongoing, inaccessible exhibition, which maintains traces of human presence amid the fallout of the March 2011 nuclear reactor meltdown that displaced entire towns. What can art do in a continuing catastrophe when destruction and contamination have made living impossible? The exhibition is located inside the exclusion zone, an evacuated radioactive area established after the nuclear disaster that forcibly separated residents from their homes, land, and community. In cooperation with former residents, participating artists installed newly commissioned works at sites in the exclusion zone. Although the exhibition opened in March 2015, the zone is still inaccessible to the public—the exhibition, like the radiation, is virtually invisible. The exhibition can only be viewed when restrictions are lifted and people are permitted to return. This might take several years or decades—a period that could extend beyond our lifetime. While nuclear contamination has displaced and ruptured communities, new temporary and translocal formations have emerged among the residents who have lent their sites, other former residents collaborating on the project, and the artists, curators, and cultural workers. This book includes new texts by feminist theorist Silvia Federici, art historians Noi Sawaragi and Sven Lütticken, and political philosopher Jodi Dean. The project was codeveloped and curated by the collective Don’t Follow the Wind , whose members include Chim↑Pom, Kenji Kubota, Eva & Franco Mattes, and Jason Waite. The volume presents the results of a research project (named “Legafight”) funded by the Luxembourg Fond National de la Recherche in order to verify if and how digital tracing applications could be implemented in the Grand-Duchy in order to counter and abate the Covid-19 pandemic. This inevitably brought to a deep comparative overview of the various existing various models, starting from that of the European Union and those put into practice by Belgium, France, Germany and Italy, with attention also to some Anglo-Saxon approaches (the UK and Australia). Not surprisingly the main issue which had to be tackled was that of the protection of the personal data collected through the tracing applications, their use by public health authorities and the trust laid in tracing procedures by citizens. Over the last 18 months tracing apps have registered a rise, a fall, and a sudden rebirth as mediums devoted not so much to collect data, but rather to distribute real time information which should allow informed decisions and be used as repositories of health certifications.
