This study is a part of the Skoltech University project to deploy a swarm of four identical 3U CubeSats in LEO. The CubeSats are to be equipped with gamma-ray sensors and their collective behavior will be exhibited in detecting gamma-ray bursts and coordinated attitude control. We consider a fully magnetic attitude control system, comprising a magnetometer as a part of attitude determination routine and three orthogonal magnetorquers as actuators. Having implemented and tested the conventional three-axis magnetic attitude determination and control algorithms, we proceed to study how the performance of such ADCS may be enhanced by using measurements and state vectors exchange. We interpolate the exchanged data, using the Kriging algorithm in conjunction with Extended Kalman filter and Lyapunov-based controller, since it provides the auto correlation and variance information about the environment of the magnetic field, which is of utmost importance for heterogeneous and noisy fields. In our simulations we compare the performance of the controller for a single satellite to that of the satellite in the swarm of CubeSats, which maintains the form of a regular tetrahedron and carries out distributed measurements with interpolation. Improved attitude stabilization for the latter scenario is demonstrated by mean squared errors. [less ▲]

These ubiquitous transgressions have led composers such as Johannes Kreidler and Hannes Seidel to the assumption that the notion of music is thus also becoming delimited and beginning to dissolve. In the following, I present a theoretical model that confirms and criticizes this prognosis. The countless border crossings do not lead to a dissolved but to a reflexive notion of music. [less ▲]

This research project focuses on the impacts exerted by the tech schemes behind virtual currencies on the EU framework to prevent the misuse of the financial system and it aims to explore legal challenges posed in the IoM landscape by the double-edged nature of DLTs as both transparency and privacy-oriented. On the one hand, it plans to identify effective legislative and regulatory measures to ensure crypto accountability from an AML/CFT standpoint, as well as to assess the relevant role of pseudonymity. On the other hand, it pursues to discover innovative legal approaches to secure AML/CFT active cooperation in the crypto ecosystem(s), to the end of mitigating anonymity and traceability concerns while respecting both the value of publicity and transparency in the law and the conceptual origin of the crypto economy. La lutte contre l’épidémie de Covid-19 a conduit l’Union, les Etats membres et les citoyens européen à adopter des mesures radicales. Dans nombre de domaines, ces mesures furent inédites – restrictions des libertés de circulation des personnes dans et hors de l’espace Schengen, activation des dispositifs de chômage partielle au bénéfice de l’ensemble des entreprises impactées par la crise, activation de la clause dérogatoire générale en matière de discipline budgétaire, etc. Le domaine monétaire n’a pas été épargné par la crise sanitaire et les répercussions économiques prises pour contenir la propagation de l’épidémie. Cependant, après dix années passées de crises économiques, bancaires et budgétaires, l’état de crise compose une nouvelle normalité de l’UEM – dans laquelle la présente crise vient s’inscrire. De ce fait, les mesures prises en réaction à la crise de la Covid-19 par la BCE, pour être économiquement significatives, ne présentent pas un caractère inédit juridiquement. Elles n’ont pas la radicalité qu’ont pu avoir en leur temps la mise en œuvre des mesures non-conventionnelles. Il faut penser, comme nous y invite une déclaration de la BCE du 18 mars 2020, que l’institution monétaire s’est réservée une marge de manœuvre pour l’avenir, si la situation économique devait encore se dégrader. Après avoir présenté les mesures sanitaires, prudentielles et monétaires prises par l’Eurosystème et la BCE en réaction à la crise jusqu’à ce jour, les problématiques juridiques seront discutées. Alzheimer's disease (AD) is a multifactorial neurodegenerative pathology characterized by a progressive decline of cognitive functions. Alteration of various signaling cascades affecting distinct subcellular compartment functions and their communication likely contribute to AD progression. Among others, the alteration of the physical association between the endoplasmic reticulum (ER) and mitochondria, also reffered as mitochondria-associated membranes (MAMs), impacts various cellular housekeeping functions such as phospholipids-, glucose-, cholesterol-, and fatty-acid-metabolism, as well as calcium signaling, which are all altered in AD. Our review describes the physical and functional proteome crosstalk between the ER and mitochondria and highlights the contribution of distinct molecular components of MAMs to mitochondrial and ER dysfunctions in AD progression. We also discuss potential strategies targeting MAMs to improve mitochondria and ER functions in AD. [less ▲]

Interactome maps are valuable resources to elucidate protein function and disease mechanisms. Here, we report on an interactome map that focuses on neurodegenerative disease (ND), connects ∼5,000 human proteins via ∼30,000 candidate interactions and is generated by systematic yeast two-hybrid interaction screening of ∼500 ND-related proteins and integration of literature interactions. This network reveals interconnectivity across diseases and links many known ND-causing proteins, such as α-synuclein, TDP-43, and ATXN1, to a host of proteins previously unrelated to NDs. It facilitates the identification of interacting proteins that significantly influence mutant TDP-43 and HTT toxicity in transgenic flies, as well as of ARF-GEP(100) that controls misfolding and aggregation of multiple ND-causing proteins in experimental model systems. Furthermore, it enables the prediction of ND-specific subnetworks and the identification of proteins, such as ATXN1 and MKL1, that are abnormally aggregated in postmortem brains of Alzheimer's disease patients, suggesting widespread protein aggregation in NDs. In this provocative intellectual biography, architectural historian Mark Wigley makes the surprising claim that the thinking behind modernist architect Konrad Wachsmann’s legendary projects was dominated by the idea of television. While architecture is typically embarrassed by television, preferring to act as if it never happened, Wachsmann fully embraced it. Investigating the archives of one of the most influential designers of the twentieth century, Wigley scrutinizes Wachsmann’s design, research, and teaching, closely reading a succession of unseen drawings, models, photographs, correspondence, publications, syllabi, reports, and manuscripts to argue that Wachsmann is an anti-architect—a student of some of the most influential designers of the 1920s that dedicated thirty-five post–Second World War years to the disappearance of architecture. Wachsmann turned architecture against itself. His hypnotic projects for a new kind of space were organized around the thought that television liberates a different way of living together. Wachsmann dissolved buildings into pulsating mirages that were a huge influence on the experimental avant-gardes of the 1960s and 1970s. But Konrad Wachsmann’s Television: Post-architectural Transmissions demonstrates that this work was even more extreme than the experiments it inspired. The article is devoted tore search the main trends in the tobacco market in the EU and Ukraine, the dynamics of excise tax revenues. Research methods are as follows: scientific abstraction: generalizations and scientific abstraction; historical and logical; extrapolation; spatial; statistical; graphical and tabular methods of visualization. The purpose and objectives of the study are to assess the effects of increasing the tax burden on excise tax and its impact on the tobacco market in Ukraine, calculate the loss of tax revenue due to excise measures of taxpayers and formulate proposals to combat this phenomenon. The xperience of European countries in the field of anti-forestalling regulation is analyzed. It was found that anti-forestalling measures are divided into four types, such as: cap on tax stamps, cap on release for consumption, sell-by date, paying the tax difference. It has been found that in some countries of the EU optimal anti forestalling regulation has been achieved over a period of time, in several stages and through the introduction of several measures at the same time. Determined that the rapid increase of excise tax rates on tobacco products in Ukraine also caused the problem of forestalling. Estimated that due to this the loss of tax revenues in 2015-2019 to reached 7% of excise tax revenues on tobacco products. It has been proved that current anti-forestalling regulation was not sufficiently effective for counteracting the accumulation of tobacco product stocks. The main results of the study are proposes a new anti-forestalling regulation in Ukraine, by improving the existing measure and introducing an additional term for the circulation of tobacco products in wholesale and retail trade with tax stamps purchased in the previous year to three months [less ▲]

Material inequality or (extreme) economic inequality has been touted as one of the greatest challenges of the twenty-first century. Wealth is “hemorrhaging upwards” rather than “trickling down.” In a world where the rich get richer, the poor get poorer, and the inequality gap in income and wealth continues intensifying at an alarming pace, there exists an “inequality explosion” that threatens the very fabric of our global society. While economic inequality and questions of (re)distribution of wealth and income have traditionally been examined within the spheres of development law and political economy, I argue that a human rights based approach that contains economic and social rights (hereinafter, ESRs) at its core is capable of mitigating economic inequality. International human rights norms enjoy a high level of global legitimacy, as evidenced by the fact that the key human rights instruments have been widely accepted in all regions of the world. 169 States have ratified the International Covenant on Economic, Social and Cultural Rights (hereinafter, ICESCR). Underpinned by universally recognized moral values and reinforced by national and international legal obligations, ESRs therefore provide a compelling normative framework through which material inequality can be addressed.
