From a technical point of view, one can say that there have been extraordinary developments in the broad areas of Artificial Intelligence and Data Science that increasingly determine our lives. Think, for example, of the many intelligent assistants that are playing an ever greater role in road traffic, in hospitals and in many other areas of application. Art is affected by this as well, because the computer-assisted and AI-supported implementation of creative ideas and thoughts and experimentation with new things have led to innovative results. The article provides an overview of the categories of forced workers from the USSR in Luxembourg during the Second World War. In particular, in addition to specific figures, selected biographies of both Soviet prisoners of war and civilian "Eastern workers" are given. The article treats their transportation from the Nazi-occupied Soviet territories, the life in a Luxembourger camp, living conditions, supply of clothes and shoes, food, working conditions and punishments. It also provides examples of the Luxembourg population sheltering prisoners who escaped from the camp. The article ends with a statistical summary of the penalties for collaboration, which were subjected to forced workers who returned to their Soviet homeland. [less ▲]

The article describes the difficulties of returning from Soviet captivity of the Luxembourgers who were drafted into the German Wehrmacht. On concrete examples, it is shown what was the path even of those young people into the German army who actively resisted the invaders and participated in the General Strike of 1942. The article also provides an overview of the possibilities in Soviet captivity for building survival mechanisms (learning the language, participating in the theater, writing poetry, songs and creating paintings). Based on ego documents, as well as on diplomatic correspondence between the Grand Duchy and the USSR, it is explained why the Luxembourgers were able to return to their homeland only in the fall of 1945, despite the fact that Luxembourg was already free from the fall of 1944. The EU 2030 climate and energy framework has set a mandatory goal to achieve a renewable energy share in the final energy demand of 32% by 2030. Moreover, in the final National Energy and Climate Plan (NECP) Luxembourg has defined its renewable generation share goal at 25% by 2030. Between 2018 and 2019, three times more photovoltaic (PV) panels were installed than in the previous years. To achieve the NECP target and to ensure further smooth integration of PV systems, the PV hosting capacity (HC) of the grid should be enhanced. This thesis discusses the common issues and current developments of HC enhancement and presents three HC enhancement techniques: grid reconfiguration and grid-code modification, extended current droop control and transformer loading control. First, the thesis analyzes the potential of grid reconfiguration in HC enhancement. For the analysis the grid configurations are divided into meshed and radial subsets. The grid reconfiguration analysis and HC calculation are done using pandapower and NetworkX library. The cross-influence and the location of DG are considered while determining the HC of the grid. The analysis shows that proper grid configuration selection is important as it can substantially increase the HC and decrease the average loading in the lines. Second, the impact of extended current droops on HC enhancement is investigated. In the designed extended current droops (Id(V ), Iq(V )), extra reactive power reserve is made available by changing the droop gain of the reactive current droop when the overvoltage is not cleared by the existing reactive power reserve. The simulations proved that the extended current droops are a viable grid reinforcement strategy which can not only regulate the voltage at the point of common coupling (PCC), but also relax the transformer loading and improve overall voltage and frequency stability. Additionally, oversizing of the inverter increases the reactive power reserve, which in turn lowers the voltage profile and decreases the amount of curtailed active power. Finally, two novel communication-less transformer overloading protection strategies based on a battery energy storage (BES): transformer protection droops (TPD) and direct loading control (DLC), are designed and compared. Both strategies force the PV inverters to curtail their active power output without relying on communication. The strategies have been tested on detailed models, where the total installed PV power varies between 0.9 to 2 times the transformer rating. The static and dynamic performance of the DLC is superior to the TPD control strategy. DLC is a robust control strategy. It can reduce the transformer loading by 41%, compared to the grid configuration without BES and bring the system to the steady-state within 700ms in the worst-case scenario. It also ensures to keep the system voltages within safe operational limits. It can be used as a backup active power curtailment solution in the cases of communication failure in centralized control. How humans integrate and abstract numerical information across different formats is one of the most debated questions in human cognition. We addressed the neuronal signatures of the numerical integration using an EEG technique tagged at the frequency of visual stimulation. In an oddball design, participants were stimulated with standard sequences of numbers (<5) depicted in single (digits, dots, number words) or mixed notation (dots – digits, number words – dots, digits – number words), presented at 10Hz. Periodically, a deviant stimulus (>5) was inserted at 1.25 Hz. We observed significant oddball amplitudes for all single notations, showing for the first time using this EEG technique, that the magnitude information is spontaneously and unintentionally abstracted, irrespectively of the numerical format. Significant amplitudes were also observed for digits – number words and number words – dots, but not for digits – dots, suggesting an automatic integration across some numerical formats. These results imply that direct and indirect neuro-cognitive links exist across the different numerical formats. [less ▲]

Over the past few years, Connected and Autonomous Vehicles (CAVs) have gained significant research attention. With the recent deployment of 5G networks in many metropolitan areas, new cooperative driving concepts are emerging. One of those is cooperative perception, where vehicles exchange sensory information via a V2X network to maximize their awareness horizon without the need for additional and potentially expensive sensors. The idea is to distribute the processing of the sensor information to find the best trade-off between data transmission and processing time. To experimentally evaluate the performance of cooperative perception schemes is time-consuming and costly due to the expensive hardware it involves. To the best of our knowledge there is to date no open- source simulation framework that allows to transfer realistic sensor data between multiple simulated vehicles via a V2X network. In this work-in-progress paper, we address this issue by proposing an extension of the well-known CARLA open- source simulator for automated driving research. We implement a basic communication channel on top of the existing client-server architecture of CARLA and show how sensor information can be exchanged. Transferring realistic sensor information between multiple vehicles opens up a wide range of experiments to test and evaluate novel approaches to collaborative driving in simulation. [less ▲]

It also confirmed that the referring court deciding upon damages has a duty to take such a recommendation into consideration. Moreover, the individuals in the national proceedings should have a right to rely upon the content of the recommendation even if they are not addressees of such an act. However, when assessed in more detail, the case points out to several interesting aspects related to EU soft law that have not been properly discussed yet. [less ▲]

The vulnerability of applicants for international protection is a key component of the EU acquis on asylum, with both the Recast Asylum Procedures Directive (2013/32/EU) and the Recast Reception Conditions Directive (2013/33/EU) providing special provisions for vulnerable persons with regard to the procedure for international protection (i.e. special procedural guarantees) and reception (i.e. special reception needs), respectively. Hence, in order for Member States to be able to provide and guarantee these special provisions for vulnerable applicants, it is essential that a potential vulnerability is detected and identified at an early stage in the international protection procedure. It is in this context that EMN Luxembourg decided, in consultation with the Luxembourgish authorities and national stakeholders, to launch a request for information to Member States via the EMN ad-hoc query system. As a consequence, the aim of this Inform is to map how vulnerabilities of applicants for international protection are detected in the international protection procedure in EU Member States and how the follow-up of this detection is guaranteed by the authorities and stakeholders involved, including special procedural guarantees. The new-generation relative gravimeter Scintrex CG6 is put on the test bench: Its performance is compared to its predecessor, the Scintrex-CG5. A CG5 Scintrex and a CG6 Scintrex were both submitted to the same rigorous tests, which have been developed in recent years to highlight some defects of the CG5. The results show that the CG6 always performs better than the CG5. For instance, the instrumental drift is 5 times smaller for the CG6 than for the CG5. In the tidal bands, the noise level of the CG6 is 3 times lower than of the one of the CG5. We confirmed the tilt susceptibility of the CG5 and found that the CG6 is barely affected by long duration tilts before taking measurements. Unlike the CG5, the CG6 measurements are not influenced by external temperature variations. Overall, the CG6 provides more precise and stable gravity measurements compared to the CG5. [less ▲]

Constcamer paintings or pictures of collections were created almost exclusively in Antwerp, and to a lesser extent in Brussels, in the seventeenth century. Until now, no attempt had been made to collect all known examples, partly because of the contemporary distribution of such works across collections throughout the Western world. Another difficulty in studying constcamer paintings is the great complexity of the rich variety of subjects, objects, and concepts on display in the images that combine many disciplines separated today. Advances in the field of computer science have made it possible to systematically collect, archive, and analyze artworks and associated information on a large scale. My digital approach to the genre aimed to determine what a constcamer painting is, in terms of form, content, and meaning. In addition to looking at pictorial features and cognitively identifying what we see, contextualization played a key role in achieving understanding. Pictorial, historical, social, cultural, and intellectual contexts served as the framework for interpretation. Special attention has been paid to the interplays between collecting and recollecting, art and science, and physical and metaphysical vision. This thesis argues that pictures of collections primarily lay claim to the active intellect to generate insights by uncovering the multitude of meanings embedded in the seventeenth-century genre. The examination of constcamer paintings through a dataset led to enhanced perception and highlighted the prominence of visuality in the transmission and acquisition of knowledge, both then and now.
