This paper reports on progress from an EERA-funded Network Grant (Network 31) at a European level across the EERA Network, which compares and contrasts policy contexts and ongoing research around multilingualism and literacy across four nations, specifically Germany, England, Luxembourg and the Netherlands. Children with ethnic minority background and low socio-economic status are more likely to have poor literacy skills and poorer academic outcomes (Farver et al., 2013). It is therefore essential to develop their preliteracy skills early because they are strong predictors of both their literacy development (e.g. Skibbe et al., 2011) and general educational attainment (Bialystok, 2013; Gogolin, 2014). Being biliterate has also been found to be a good predictor of successful additional language learning (Sanz, 2000). In multilingual contexts, students develop (multi)literacy skills in complex, ever changing contexts and through rich and heterogeneous experiences (Hammer et al., 2014). However, the linguistic resources of students with migrant background and lower socioeconomic status are often neglected throughout their school years, even though the languages in their repertoires provide valuable and mutually enriching resources. For example, bilinguals may strategically apply the acquired literacy skills in one language to write in another (Cenoz & Gorter, 2011). The omission to draw on the entire repertoire of multilinguals leads to inequality, which results in lower literacy outcomes and in discrepancies in competences in the various languages of bilinguals (Dworin, 2003). The quality of the home environment and institutions (e.g. early childhood and care) influences children’s language and literacy outcomes and predicts school success (NICHHD, 1998). Books remain the most favoured resource of multilingual families to engage children in literacy activities both in societal and the heritage languages, especially in the early years and early stages of education (Little, 2019). Studies in the field of home literacies have shown that parents, grandparents and children who engaged in book reading and in related activities such as telling and retelling stories, drew on their cultural funds of knowledge, made connections between the knowledge and skills gained in different learning contexts (e.g. home, school, community school), and blended the diverse literacy practices (Gregory, 2001). Engaging children in multilingual literacies does not only further their development of cognitive skills related to language and literacy but it also contributes to identity development. Projects where teachers and parents engage together with children in multilingual literacy activities, including multimodal digital ones, have shown that children are more motivated, engage deeper in their own learning and develop cognitive, language, and social skills, that teachers can work in more culturally and linguistically and inclusive way, and that parents feel more included in the school (Kirsch, 2018). To limit the spread of COVID-19, many countries, including Belgium, have installed physical distancing measures. Yet, adherence to these newly installed behavioral measures has been described as challenging and effortful. Based on the Health Action Process Approach (HAPA) model, this study performed an in-depth evaluation of when, why, and how people deviated from the physical distancing measures. An online mixed-method study was conducted among Belgian adults (N = 2055) in the beginning of May 2020. Participants were recruited via an open call through email and social media platforms, using snowball sampling. Conditions wherein people deviated from the physical distancing measures were assessed by means of an open-ended question. HAPA determinants were assessed in a quantitative way. Half of the sample reported to deviate from the measures. Further, deviation from the measures was associated with each determinant outlined by the HAPA. Findings highlight that many people deviated from the measures because of their need for social contact. The majority of the people who deviated from the measures stated that they carefully weighed the risks of their behavior. Need for social contact pushed people to deviate from physical distancing measures in a deliberate manner. Potential areas for future interventions aimed at promoting adherence to physical distancing measures and enhancing psychosocial well-being are discussed. [less ▲]

While the European Commission (2011) has called for multilingual approaches in preschools and primary schools, their implementation is difficult and has rarely been studied (Kirsch et al. 2020). Multilingual language policies are likely to challenge traditional monolingual language ideologies and language hierarchies (Bergroth & Palviainen 2016, Ellis et al. 2011). The present paper looks at the non-formal early childhood education and care sector (ECEC) in multilingual Luxembourg, where a new plurilingual education programme has been implemented in 2017 (MENJE & SNJ 2018). It aims to develop skills in Luxembourgish (or French), familiarize children with French (or Luxembourgish) and value home languages. Furthermore, it encourages collaboration with parents and networking with social institutions (Kirsch & Seele 2020). The project COMPARE examines collaborative language and literacy practices with three-to-four-year-olds in crèches (day care centres in Luxembourg). This paper investigates the ways in which the educators in one crèche, helped by children’s parents, and the children themselves developed literacy activities in multiple languages and began to overcome monolingual ideologies. The data stem from seven video recordings totalling 29 minutes and fieldnotes written on four days over a period of three months. The data have been analysed with thematic analysis (Braun & Clarke 2006). Our preliminary results show that the educators included six of the children’s home languages by engaging the children and their parents in a range of activities. They developed an inclusive stance to language diversity and, like the children, learned words in different languages. Thanks to the good collaboration with parents, they received home-recorded videos which they integrated into their daily practices. Finally, they considered children’s, at times, reluctant attitudes towards languages other than the majority languages and found ways of opening up their minds to language diversity. Children became the driving motor for the new multilingual practices (Boyd & Huss 2017). The findings are relevant for policy-makers, researchers and professionals because they show means to develop collaborative and inclusive multilingual practices and overcome possible challenges. Objectives The present study aimed at combining previous separate research findings having shown that executive functions (EF) contribute to a large range of emotional and behavioral problems among youths with and without neurodevelopmental disorders such as dyslexia and ADHD. Within a unifying framework, it investigated the mediational roles of ADHD symptoms and emotion regulation (ER) difficulties in the association between various EF and internalizing symptoms. Methods The sample included 82 adolescents with ADHD, dyslexia, comorbid ADHD/dyslexia, and typically developing adolescents, thus showing varying EF deficits. Whereas EF (attentional control, inhibition, shifting, working memory) were assessed in behavioral tasks, parents reported on ADHD symptoms, and ER and internalizing (anxiety, depression) symptoms were assessed via self-reports. Results In two-path mediation analyses, ADHD symptoms and ER problems mediated the association between working memory and anxiety (via inattention and ER, a1d21b2 = − .27, 95% CI [− .58, − .04]; via hyperactivity and ER, a1d21b2 = − .19, 95% CI [− .42, − .02]) and depression symptoms (via inattention and ER, a1d21b2 = − .20, 95% CI [− .54, − .03]; via hyperactivity and ER, a1d21b2 = − .24, 95% CI [− .48, − .03]). Hyperactivity and ER, but not inattention and ER, mediated the association between inhibition and internalizing symptoms (predicting anxiety, a1d21b2 = .003, 95% CI [.0001, .009]; predicting depression, a1d21b2 = .004, 95% CI [.002, .009]) as well as between attentional control and internalizing symptoms (predicting anxiety, a1d21b2 = .01, 95% CI [.001, .03]; predicting depression, a1d21b2 = .01, 95% CI [.004, .03]). Conclusions These results offer an insight into how ADHD symptoms and ER problems mediate the association between EF components and internalizing symptoms, with potential implications for prevention and intervention measures. We identify and analyse practices and management regimes around burial and handling of ashes across eight case study towns within six Northern European countries. We analyse management of cemeteries and crematoria gardens, majority practices and provision for minority communities, including various burial types, cremated remains, the re-use of graves, and costs for interments. Comparative data is drawn from analysis of national and local regulations, interviews with stakeholders, and observations at cemeteries and crematoria gardens. The findings show significant variation in national and local regulations and practices for burial and cremation particularly around the re-use of graves, handling of ashes and costs for grave space and cremation. We identify the opportunities and constraints of these variations in terms of accessibility, diversity and equality; and argue for national directions to avoid unequal treatment within nations. Furthermore, we stress the importance of a liberal and inclusive management of European cemeteries and crematoria gardens. [less ▲]

We investigate the downlink (DL) transmit strategy for massive multiple-input multiple-output (MIMO) low-earthorbit (LEO) satellite communication (SATCOM) systems, in which only the slow-varying statistical channel state information is known at the transmitter side. First, we establish the massive MIMO LEO satellite channel model, in which the uniform planar arrays are deployed at both the satellite and user terminals (UTs). Building on the rank-one property of satellite channel matrices, we show that transmitting a single data stream to each UT is optimal for the ergodic sum rate maximization. This result is of great importance for massive MIMO LEO SATCOM systems, since the sophisticated design of transmit covariance matrices is turned into that of precoding vectors, with no loss of optimality at all. Furthermore, we conceive an algorithm to compute the precoding vectors. Simulation results show the significant performance gains of the proposed approaches over the previous schemes. [less ▲]

This study examines the effect of voluntary disclosure in annual reports on tax avoidance activities. The agency theory of tax avoidance suggests that tax sheltering is associated with important agency costs, underlining the importance of corporate governance mechanisms such as voluntary disclosure in shaping tax planning. Using a sample of 3448 firm-year observations of French listed firms over 2007–2013, the results show that voluntary disclosure is associated with lower tax avoidance activities, providing evidence that this disclosure can be seen as an effective monitoring tool that reduces the insiders’ likelihood to engage in rent extraction through tax avoidance activities. The results also indicate that the negative effect of voluntary disclosure on tax avoidance is significant only when family control is below 40%, suggesting that the disciplinary role of voluntary disclosure is limited to firms with relatively low family control levels. Overall, our findings are consistent with the agency theory of tax avoidance and highlight the important role of corporate disclosure in improving corporate governance. [less ▲]

Slim-floor beams which have the steel sections fully or partially integrated into the concrete slab lead to a significant reduction of the construction height. Due to its flat lower surface, it provides favourable solution for technical installation. According to EN1994-1-1, for composite beams plastic moment resistance is assumed. In the case of slim-floor sections, due to the reduced construction height by the integration of the steel beam in the concrete and its extended bottom flange, a large compression zone height may be expected, thus concrete failure in the compression zone may happen before reaching the plastic moment resistance Mpl,Rd. Here, strain limit resistance becomes decisive. For design with partial shear connection, EN1994-1-1 provides the partial shear diagram based on the plastic bending resistance Mpl,Rd which is not always suitable for slim-floor beams. Based on strain limited method, the more suitable partial shear diagram of different slim-floor beams can be developed. From parametric studies of different types of slimfloor beams, the impacts of critical parameters on the design are highlighted, and the limitations of the current plastic resistance based partial shear diagram are suggested. A simplified calculation method for situation beyond the limitation are also proposed to guarantee an economical design of those beams. [less ▲]
