[more ▼] In this paper we present a surveillance system for early detection of escapers from a restricted area based on a new swarming mobility model called CROMM-MS (Chaotic Rössler Mobility Model for Multi-Swarms). CROMM-MS is designed for controlling the trajectories of heterogeneous multi-swarms of aerial, ground and marine unmanned vehicles with important features such as prioritising early detections and success rate. A new Competitive Coevolutionary Genetic Algorithm (CompCGA) is proposed to optimise the vehicles’ parameters and escapers’ evasion ability using a predator-prey approach. Our results show that CROMM-MS is not only viable for surveillance tasks but also that its results are competitive in regard to the state-of-the-art approaches. It focuses on the Greater Saar-Lor-Lux Region at the crossroads of four countries (France, Luxembourg, Belgium and Germany) due to the strong growth of cross-border work. It shows that the construction of transferable qualifications from one territory to another is a fundamental issue for these territories, which is part of a real multi-actor and multi-level territorial construction process. This analysis shows that the development of these training programmes such as apprenticeship was made possible by a strong regional and European political will. The latter has provided a framework for numerous localized initiatives stimulated by local cross-border cooperation. The territories have thus been capable of learning and invention. [more ▼] Parkinson's disease (PD) is the fastest growing neurological disorder worldwide, taking into account age-standardized rates for prevalence, disability and deaths (1). PD is characterized by a clinical symptomatology involving both motor and non-motor symptoms. According to the Global Burden of Disease study (2018), the global burden of this disorder has more than doubled over the past two decades from 2.5 million patients in 1990 to 6.1 million patients in 2016 (2). In this editorial and eBook, we highlight the research done on PD by members of a global consortium known as the Genetic Epidemiology of Parkinson's disease (GEoPD) Consortium. We begin the editorial by providing a brief history of how GEoPD was started and how it has subsequently developed into an international endeavor. We then briefly summarize the completed and ongoing projects, and conclude with the future vision of this unique consortium. [more ▼] Tobacco products are heavily regulated because, in particular, of their acknowledged harmfulness to health, with highly elevated prices as one of the most important means of discouraging consumption. One of the most serious threats to the effectiveness of the tobacco policy comes from the trafficking of illicit tobacco, which is much cheaper, often of lower quality, and which reduces state and EU revenues. The achievement of tobacco policy objectives, in particular the combatting of illicit tobacco trade, depends on the participation of private actors, amongst which big industry plays a crucial role. Yet, the legal landscape of enforcement duties of the tobacco industry is a patchwork of instruments, unevenly affecting different players. In particular it includes controversial agreements between the major tobacco producers and the EU and Member States, to which three out of four major producers are subject. The agreement with the fourth – PMI – was not extended by the Commission in 2016. The decision as to the extension of the remaining agreements is looming. The objective of this article is to analyse the framework of duties of the tobacco industry in the enforcement of the tobacco policy, especially against illicit tobacco, and to reflect on whether the enforcement model, including the agreements with the tobacco producers, should be kept or abandoned. [more ▼] Using the data of French publicly listed companies, we investigate the effect of board gender diversity on related party transactions (RPTs) by considering the role of female directors’ specific (statutory and demographic) attributes. The results of system generalized method of moments regression analysis shows that firms with gender-diverse boards engage less in RPTs. We also find that the consideration of specific (i.e., statutory and demographic) attributes of female directors in regression analysis changes the nature of the association between board gender diversity and RPTs from negative to positive, suggesting that the simple presence of female directors is a necessary but not sufficient condition for effective board decision making. With regard to the specific attributes of female directors, we find that business expertise and audit committee memberships discourage the use of RPTs. On the other hand, leadership and experience enhance the disclosure of RPTs. Our study contributes to the debate concerning the appointment of women to corporate boards, since female directors’ attributes are the primary drivers of board effectiveness.
