Following its participation in the European Commission call for proposals in 2017, the University of Luxembourg was selected as a partner to run a Europe Direct Information Centre (EDIC) for the period 2018-2021. The agreement establishing EDIC University of Luxembourg was signed on 28 March 2019 by Prof. Dr Stéphane Pallage, Rector of the University, and Yuriko Backes, Head of the European Commission Representation in Luxembourg. EDIC University of Luxembourg is geared towards a broad audience, with the aim of informing students, researchers, teachers and the general public about issues related to the European Union’s history and current affairs, as well as reflecting on potential future challenges. 29 Marc 2019 to 30 April 2021, EDIC University of Luxembourg had organized wide range of of lectures, seminars, discussions and exhibitions in cooperation with numerous partners from Luxembourg and worldwide. In the meantime, it had offered a vast variety of information about the history of European integration, the EU institutions, the workings and policies of a united Europe, as well as the place of Luxembourg and its key figures in the European integration history. Based in the Luxembourg Learning Centre (LLC) on Belval Campus, EDIC University of Luxembourg is managed by Dr Elena Danescu, a Research Scientist at the Luxembourg Centre for Contemporary and Digital History (C2DH) - the third interdisciplinary centre of the University of Luxembourg. Many complex fluids can be described by continuum hydrodynamic field equations, to which noise must be added in order to capture thermal fluctuations. In almost all cases, the resulting coarse-grained stochastic partial differential equations carry a short-scale cutoff, which is also reflected in numerical discretisation schemes. We draw together our recent findings concerning the construction of such schemes and the interpretation of their continuum limits, focusing, for simplicity, on models with a purely diffusive scalar field, such as ‘Model B’ which describes phase separation in binary fluid mixtures. We address the requirement that the steady-state entropy production rate (EPR) must vanish for any stochastic hydrodynamic model in a thermal equilibrium. Only if this is achieved can the given discretisation scheme be relied upon to correctly calculate the nonvanishing EPR for ‘active field theories’ in which new terms are deliberately added to the fluctuating hydrodynamic equations that break detailed balance. To compute the correct probabilities of forward and time-reversed paths (whose ratio determines the EPR), we must make a careful treatment of so-called ‘spurious drift’ and other closely related terms that depend on the discretisation scheme. We show that such subtleties can arise not only in the temporal discretisation (as is well documented for stochastic ODEs with multiplicative noise) but also from spatial discretisation, even when noise is additive, as most active field theories assume. We then review how such noise can become multiplicative via off-diagonal couplings to additional fields that thermodynamically encode the underlying chemical processes responsible for activity. In this case, the spurious drift terms need careful accounting, not just to evaluate correctly the EPR but also to numerically implement the Langevin dynamics itself. [less ▲]

In the context of Industry 4.0 (I 4.0), one of the most important aspects is data, followed by the capital required to deploy advanced technologies. However, most Small and Medium Enterprises (SMEs) are neither data ready nor have the capital to upgrade their existing machinery. In SMEs, most of the legacy machines do not have data gathering capabilities. In this scenario, the concept of retrofitting the existing machinery with sensors and building an Industrial Internet of Things (IIoT) is more beneficial than upgrading the equipment to newer machinery. The current research paper proposes a simple architecture on retrofitting a legacy machine with external sensors for data collection and feeding the cloud-based databases for analysis/monitoring purposes. The design and functional aspects of the architecture are then tested in a laboratory environment on a drilling machine with no embedded sensors. Data related to the speed of the drill head and the bore depth are collected using newly retrofitted sensors to validate the proposed architecture. [less ▲]

This paper presents Bayesian directional data modeling via the skew-rotationally-symmetric Fisher-von Mises-Langevin (FvML) distribution. The prior distributions for the parameters are a pivotal building block in Bayesian analysis, therefore, the impact of the proposed priors will be quantified using the Wasserstein Impact Measure (WIM) to guide the practitioner in the implementation process. For the computation of the posterior, modifications of Gibbs and slice samplings are applied for generating samples. We demonstrate the applicability of our contribution via synthetic and real data analyses. Our investigation paves the way for Bayesian analysis of skew circular and spherical data. [less ▲]

Energetic correlations and their dynamics govern the fundamental properties of condensed matter materials. Ultrafast multidimensional spectroscopy in the mid infrared is an advanced technique to study such coherent low-energy dynamics. The intrinsic many-body phenomena in functional solid-state materials, in particular few-layer samples, remain widely unexplored to this date, because complex and weak sample responses demand versatile and sensitive detection. Here, we present a novel setup for ultrafast multidimensional spectroscopy with noncollinear geometry and complete field resolution in the 15–40 THz range. Electric fields up to few-100 kV cm−1 drive coherent dynamics in a perturbative regime, and an advanced modulation scheme allows to detect nonlinear signals down to a few tens of V cm−1 entirely background-free with high sensitivity and full control over the geometric phase-matching conditions. Our system aims at the investigation of correlations and many-body interactions in condensed matter systems at low energy. Benchmark measurements on bulk indium antimonide reveal a strong six-wave mixing signal and map ultra- fast changes of the band structure with access to amplitude and phase information. Our results pave the way towards the investigation of functional thin film materials and few-layer samples. [less ▲]

In several types of cancer but also in some cases of 2-hydroxyglutaric aciduria, a gain of function mutation in the IDH enzymes leads to the accumulation of 2-hydroxyglutarate. The oncometabolite 2-hydroxyglutarate has been identified as inhibitor of TET and JmjC-domain containing histone demethylases due to its structural similarities with a-KG, the required co-factor for these demethylases. Accumulation of 2-hydroxyglutarate can lead to changes in DNA and histone methylation contributing to the initiation and progression of cancer. The effects of 2-hydroxyglutarate on repressive histone markers such as histone H3 lysine 27 and histone H3 lysine 9 methylation have been highlighted in several studies although the effects on markers of open chromatin such histone H3 lysine 36 and histone H3 lysine 4 methylation remain unclear. Additionally, in studies investigating the effects of 2-hydroxyglutarate, it has been difficult to distinguish if the pathological effects are attributed to DNA or histone methylation changes. Saccharomyces cerevisiae could serve as a model organism to study the effects of 2-hydroxyglutarate specifically on histone markers as this model is devoid of DNA methylation. In this study we show that elevated 2-hydroxyglutarate levels in S. cerevisiae can lead to genetic background-dependent gene expression changes that are accompanied by altered H3K4 and H3K36 methylation only at specific and often unrelated loci. By working with histone demethylase knockouts strains we show that while inhibition of all of the H3K4 and H3K36 demethylase contributes to the observed methylation changes, only the preferential inhibition of Rph1 is sufficient to induce extensive gene expression changes. These results provide novel insights into genome-wide effects of 2-hydroxyglutarate and highlight Rph1, the yeast homolog of KDM4 demethylases, as its preferential demethylase target. [less ▲]

The work proposes policies to improve the environmental sustainability of distributed ledger technology (DLT). While the proof-of-work (PoW) consensus protocol requires large amounts of electricity, several DLT protocols consume much less, while still being sufficiently reliable and decentralized. To move from a PoW protocol to a greener system, such as proof-of-stake (PoS) or proof-of-authority (PoA), the consensus of the majority of miners (measured by their computing power) is required during the transition period to preserve the security requirements. Given that miners have an incentive to maintain the status quo, this paper illustrates various policies designed to bring about the transition. We aim to show that the current policy approach adopted by banking and financial regulators, based on the principle of technological neutrality, may need a reappraisal in order to consider the ‘sustainability’ criterion. Policymakers should not stifle financial innovation; nevertheless they should intervene if technology is a source of negative externalities. [less ▲]

The digital turn has considerably impacted geopolitics in terms of power, governance and regulation, leading to a proliferation of stakeholders and networks at multiple levels (states, international organisations, private companies, civil society and citizens), new dynamics of competition in a transnational space that is becoming increasingly virtual, borderless and deterritorialised (cyberspace), and novel forms of learning, work and human activity. Digital technologies have also brought about a paradigm shift in information and communication systems, with the emergence of new media (online platforms, interactive websites, algorithmic decision-making ecosystems, etc.) that will have a long-term impact on social and cultural practices, interpersonal and societal relations, the public sphere and the exercise of individual and collective democracy. Memes (Kaplan and Nova, 2016; McGrath, 2019), gifs (Eppink, 2014), buzz on the Web and social networks are inherent to digital cultures since the very first steps of the Web (i.e., Dancing babies, Hamster Dance). Virality has developed and changed over time through several platforms (YouTube, 4Chan, Twitter, TikTok, etc.), while relying on some patterns identified by Shifman (2014), Milner (2018), Jenkins (2009) and others. Historicizing virality through times, spaces and platforms is at the heart of the Hivi project1 (https://hivi.uni.lu). While starting to historicize these phenomena, may it be Numa Numa Guy, Leave Britney Alone, Grumpy Cat, the Harlem Shake, online challenges (Ice Bucket Challenge, Fire challenge, etc.) and many others, the transmedia circulations and the role played by “traditional media” in the life cycles and virality of such practices have become more and more obvious. This proposal aims therefore to demonstrate and analyze how Internet phenomena are transmedia. Building upon several case studies, this presentation will first remind us how virality occurred before the digital (Pinker, 2020) and how previous historical forms were also reused in the digital. We will then analyse the circulation between online viral phenomena and other media, may it be Internet phenomena that are echoed in other media (press, cinema, video games...) or on the contrary the use of media phenomena by digital cultures (see for example memes related to Chuck Norris or Sad Keanu). Finally, the last part will specifically focus on the relationship between online virality and the general press, relying on a vast corpus gathered through Europresse, on which we conducted a diachronic distant reading. This intertwinement of Media cultures and Digital Cultures aim at highlightening several topics of the call and notably Temporalities of media through digital technologies; Persistence and discontinuities in communication; and finally Digital sources, new practices, tools and narratives in media history.
