We study optimal policy experimentation by a committee. We consider a dynamic bargaining game in which committee members choose either a risky reform or a safe alternative each period. When no redistribution is allowed the unique equilibrium outcome is generically inefficient. When redistribution is allowed (even small amounts), there always exists an equilibrium that supports optimal experimentation for any voting rule without veto players. With veto players, however, optimal policy experimentation is possible only with a sufficient amount of redistribution. We conclude that veto rights are more of an obstacle to optimal policy experimentation than the constraints on redistribution themselves. [less ▲]

Harmonic generation mechanisms are of great interest in nanoscience and nanotechnology, since they allow generating visible light by using near-infrared radiation, which is particularly suitable for its countless applications in bionanophotonics and optoelectronics. In this context, multilayer metal−dielectric nanocavities are widely used for light confinement and waveguiding at the nanoscale. They exhibit intense and localized resonances that can be conveniently tuned in the near-infrared and are therefore ideal for enhancing nonlinear effects in this spectral range. In this work, we experimentally investigate the nonlinear emission properties of multilayer metal−dielectric nanocavities. By engineering their absorption efficiency and exploiting their intrinsic interface-induced symmetry breaking, we achieve an almost 2 orders of magnitude higher second-harmonic generation efficiency compared to gold nanostructures featuring the same geometry and optical resonant behavior. In particular, while both the third-order nonlinear susceptibility and conversion efficiency are comparable with those of the Au nanoresonators, we estimate a second-order nonlinear susceptibility of the order of 1 pm/V, which is comparable with that of typical nonlinear crystals. We envision that our system, which combines the advantages of both plasmonic and dielectric materials, might enable the realization of composite and multifunctional nanosystems for the efficient manipulation of nonlinear optical processes at the nanoscale. High-fidelity content distribution and other emerging applications of 5G and beyond-5G mobile broadband networking can put massive load on the core and Radio Access Network (RAN). To address this, direct Device to Device (D2D) communication has recently become a first-class citizen of these networks. While Information-Centric Vehicular Networking (ICVN) based on fog computing can indeed exploit such D2D links to alleviate the load on the RAN by proactively seeding content in the network, it has been shown that such seeding can cause even more load if performed where not needed. In addition, trying to determine where to seed content often causes additional load, negating the benefit of seeding. In this work, we therefore propose to adaptively seed fog nodes based on a purely virtual clustering approach. Here, vehicles are unaware of clustering decisions, thus no longer requiring an explicit exchange of control messages. We show that the benefit of such an adaptive approach goes beyond simply being able to flexibly trade off performance metrics versus each other: instead, it can consistently lower the load on the RAN link. We also show that this property even holds if node location information is only available as coarsely-grained as macro-scale grid cells. [less ▲]

We here consider the relationship between workplace gender measures and employees’ perceived job quality, where the former cover both the gender mix of workers with the same job title and the gender of the immediate boss. Data from the 2015 European Working Conditions Survey show that men’s job evaluation is higher in gender-balanced job positions at the workplace, while that of women is higher in either gender-balanced or male-dominated positions. The gender of the immediate boss plays no significant role in employee job evaluation. There is some evidence that these correlations differ by job-quality domains. We introduce co-worker support and help, gender discrimination, and unwanted sexual attention as possible mediators of the gender-mix correlations: these change the estimated coefficients only little. Our estimated correlations could therefore reflect a pure preference for job-position gender composition. Last, we use a bounding approach to show that our main results are robust to the potential influence of unobservables. Overall, job-position gender diversity is associated with higher worker well-being. [less ▲]

The narrowband internet of things (NB-IoT) standard is a new cellular wireless technology, which has been introduced by the 3rd Generation Partnership Project (3GPP) with the goal to connect massive low-cost, low-complexity and long-life IoT devices with extended coverage. In order to improve power efficiency, 3GPP proposed a new Random Access (RA) waveform for NB-IoT based on a single-tone frequencyhopping scheme. RA handles the first connection between user equipments (UEs) and the base station (BS). Through this, UEs can be identified and synchronized with the BS. In this context, receiver methods for the detection of the new waveform should satisfy the requirements on the successful user detection as well as the timing synchronization accuracy. This is not a trivial task, especially in the presence of radio impairments like carrier frequency offset (CFO) which constitutes one of the main radio impairments besides the noise. In order to tackle this problem, we propose a new receiver method for NB-IoT Physical Random Access Channel (NPRACH). The method is designed to eliminate perfectly the CFO without any additional computational complexity and supports all NPRACH preamble formats. The associated performance has been evaluated under 3GPP conditions. We observe a very high performance compared both to 3GPP requirements and to the existing state-of-the-art methods in terms of detection accuracy and complexity. [less ▲]

We present the design of discrete-phase sequences considering simultaneously the peak sidelobe level (PSL) and avoiding reserved frequency bands which are occupied by narrowband interferers or communications. We use the coordinate descent framework and propose an algorithm to design discrete-phase sequences with spectral power suppressed in arbitrary bands and with low auto-correlation sidelobes in terms of PSL. Our proposed algorithm exploits fast Fourier transform and is, therefore, computationally efficient. The over-the-air experiments using implementation on software-defined radio show reasonable agreement with numerical simulations and feasibility for field-deployment [less ▲]

We investigate the performance of multi-user multiple-antenna downlink systems in which a base station (BS) serves multiple users via a shared wireless medium. In order to fully exploit the spatial diversity while minimizing the passive energy consumed by radio frequency (RF) components, the BS is equipped with M RF chains and N antennas, where M < N. Upon receiving pilot sequences to obtain the channel state information (CSI), the BS determines the best subset of M antennas for serving the users. We propose a joint antenna selection and precoding design (JASPD) algorithm to maximize the system sum rate subject to a transmit power constraint and quality of service (QoS) requirements. The JASPD overcomes the non-convexity of the formulated problem via a doubly iterative algorithm, in which an inner loop successively optimizes the precoding vectors, followed by an outer loop that tries all valid antenna subsets. Although approaching the (near) global optimality, the JASPD suffers from a combinatorial complexity, which may limit its application in real-time network operations. To overcome this limitation, we propose a learning-based antenna selection and precoding design algorithm (L-ASPA), which employs a deep neural network (DNN) to establish underlaying relations between the key system parameters and the selected antennas. The proposed L-ASPD is robust against the number of users and their locations, BS's transmit power, as well as the small-scale channel fading. With a well-trained learning model, it is shown that the L-ASPD significantly outperforms baseline schemes based on the block diagonalization and a learning-assisted solution for broadcasting systems and achieves higher effective sum rate than that of the JASPA under limited processing time. In addition, we observed that the proposed L-ASPD can reduce the computation complexity by 95% while retaining more than 95% of the optimal performance. [less ▲]

Contemporary science is marked by expanding, diverse forms of teamwork. Collaboration across organizational and cultural boundaries extends the possibilities of discovery. International collaborative research projects can provide findings beyond what one team could achieve alone. Motivated to grow their scientific network and maintain existing relationships, researchers increasingly collaborate, despite often unrecognized costs, since such projects are challenging to manage and carry out. Rarely studied in-depth and longitudinally, researcher perspectives are crucial to better understand the dynamics of durable collaboration networks. Thus, this retrospective, longitudinal case study of a sociology of science project applies the novel method of autoethnography to examine teamwork benefits, motivations, and challenges. Key challenges found include spatial distance and differences of culture, language, and career stage. This study, spanning North America, Europe, the Middle East, and East Asia, focused on collaborators’ characteristics and evolving perceptions of team dynamics over a decade. [less ▲]

The global trend of ageing populations is particularly pronounced in Europe. In the wake of increased life expectancies, intergenerational family relationships have become more and more important over the last few decades. The COST Action INTERFASOL started from the claim that in light of these developments societies need to develop mechanisms, programs and policies that will support solidarity between the young, middle and older generations. Although considerable research activities in the field of intergenerational relations have been carried out in the last years, a lack in coordination and integration of different studies from different settings was noted. Bringing together research from different countries to coordinate studies and synthesize results is not an easy endeavor but it has turned out as a fruitful venture: INTERFASOL has been successful in bringing together researchers from 28 different countries meeting regularly, discussing current issues and not least producing a large number of publications and research proposals. One outcome of the COST Action is this volume which has the aim to become a reference for all those who are interested in intergenerational relations in Europe: the chapters will provide the basis and a starting point for further research.
