Cultural diversity due to immigration has become a key topic in many societies today. The question of how the native population experiences these developments is of prime importance for intercultural relations and sets the base for acculturation of immigrants. Drawing on attachment and multiculturalism research, we supposed here that general and specific feelings of security might be related to more positive attitudes toward cultural diversity, whereas feelings of threat might be related to less openness. More precisely, the present study investigated how natives’ general attachment (secure or fearful) as well as their specific feelings of (cultural or economic) security might be related to their expectations about acculturation of immigrants in the multicultural context of Luxembourg. The sample included N = 134 Luxembourg nationals with an average age of M = 45.02 (SD = 17.41) who filled out an online questionnaire. Results revealed that self-reported fearful general attachment was positively related to more unwelcoming acculturation orientations. Relations between general attachment and acculturation orientations were mediated by feelings of cultural security, which had strong effects on host nationals’ (un)welcoming acculturation orientations over and above general attachment. Findings suggest that (un)welcoming orientations toward immigrants, entailing openness for cultural contact and exchange, are related to feelings of cultural and economic security which are partly biased by a general secure or fearful attachment. Feelings of security seem thus to provide a secure base for tolerance and openness to cultural diversity which are needed in order to deal successfully with the challenges of today’s multicultural societies. The national report on the governance of the reception system in Luxembourg is one of the seven country reports that are produced within Work Package 3 of the H2020 project CEASEVAL. The report provides an overview of the Luxembourgish reception system. More specifically, it focuses on recent transformations that have affected the system, processes of implementation at the national and local levels, and sources of heterogeneity within the national system. It is based on document analysis as well as on 19 semi-structured interviews with a range of different stakeholders who are directly or indirectly involved in the Luxembourgish reception system. The report first provides some historical background on the reception of asylum seekers in Luxembourg by paying specific attention to the main legislative instruments that shaped the initial design of the national reception system. Then, the main revisions that affected the system in the period 2009-2018 are explored alongside their related decision-making processes. This paves the way for an overview of the formal structure of the Luxembourgish reception system. After the discussion of the formal organisation of reception policies in the country, the report moves on to explore the actual functioning of the reception system by investigating implementation practices at the national and local levels. Finally, some examples of heterogeneity in the current provision of reception are discussed, in an attempt to identify drivers of convergence and divergence in the implementation of reception policies. Background The Pas-de-Calais mining basin is a predominantly urban conurbation of approximately 650,000 inhabitants, situated in the North of France, about 35 km south of Lille and at a reasonable distance of Paris, London and Brussels. The territory have been facing since the end of the mining activity in the 1980s an alarming socio-economic situation, ranked last in France for most of the indicators. Against this background, local and regional actors have created in 2009 a local association, Euralens, in order to use the implementation of the antenna of the Louvre in Lens as a catalyst for territorial development. The association has today two main missions: to prepare and to facilitate the emergence of a metropolis institution; to foster local development by supporting innovative local initiatives through a label process. Findings Created in 2009 at the regional level, Euralens is neither a classical (in France) top-down State intervention nor a genuine bottom-up local initiative. The association has taken a rising importance in the organisation of the territory, favouring the cooperation between local authorities, but also between institutional stakeholders at different levels, the civil society and private actors. Doing so, it gives the Pas-de-Calais mining basin a clearer and louder voice. The recent creation of a specific state policy towards the Mining Basin is a good example of such an assertion and demonstrates the clear redistributive impact of Euralens for the benefit of the locality in the national space. On the question of the distribu-tion of territorial engineering, another accomplishment of Euralens is its the capacity to mobilise external national and international expertise to imagine with local stakeholders policies supporting social and territorial development. Outlook However, the effort seems still insufficient over time. The enormous environmental impact of mining activity as well as the deep social impact of the collapse of this activity have let the territory dry. Albeit positive, the action of Euralens is relatively modest in comparison to the extent of the needs. At the social level in particular, the rebuilding of individuals trust is a long-term policy that deserves more attention. Too often, Euralens disregard the social and the procedural dimensions of injustice. It does not pay sufficient attention to the integration of the civil society to the decision-making in a time of democratic crisis. Yet, symbols, power balance, transparency should be cornerstones of Euralens action in the territory in order to better exemplify change in the locality. [less ▲]

Um die Qualität entsprechender Lehrveranstaltungen zu sichern, führen Bildungsstätten Lehrveranstaltungsevaluationen (LVE) durch. Positive Ergebnisse bei diesen LVE stellen nicht nur ein Maß für die Qualitätssicherung der Lehre dar, sondern dienen auch als Aushängeschild für die Bildungsstätten und als Feedbackinstrument für die Lehrenden. Es stellt sich jedoch die Frage, ob Lehrende durch die Vergabe zu guter/milder Noten/Bewertungen die Evaluationsergebnisse der eigenen Lehrveranstaltung positiv beeinflussen können und es somit zu einer Verzerrung in den Evaluationsergebnissen kommt. The attitude towards passwords has drastically changed over the past years. Although they protected workstations from illicit access for decades, with today’s increased computational power, simple passwords became easy targets for attacks, whereas complex passwords are difficult to remember for the users. It appears as if the classical password protection has become obsolete and has to give way to similarly secured schemes, which are seamless for users. Novel methodologies may be sound and secure from a technical point of view, their success will be challenged by the simple question whether a user feels secure or not. In this work, we propose a proximity based login and session locking scheme, based on bluetooth beacons. We describe the big data architecture required to implement secured location-based services in smart buildings. To round our contribution out, we describe a medium scale user study with 40 participants, conducted to answer the question: Do users feel secure? [less ▲]

In this thesis several new advancements in the field of linear and non-linear vector network analysis are presented. Three distinct but interconnected topics are addressed in this work: First the concept and feasibility of the single receiver vector network analyzer (VNA) architecture and the implications for existing error models are analyzed, starting with the one-port reflectometer, through two-port unidirectional 5-term, bidirectional 10-term and finally 7-term error models. New VNA error models, which are able to capture the effects of the leaky RF receiver input wave selector switch, are derived, along with new calibration and correction procedures for this architecture. Modifications to the existing test-set architectures are introduced to reduce the effects of the leaky RF receiver input wave selector switch and shorten the required measurement time in this VNA architecture. A purpose built 275 MHz to 6000 MHz single receiver VNA system based upon commercial-of-the-shelf components is presented and analyzed. Measurements carried out with this VNA system are used in conjunction with numerical test-set and VNA simulations to verify the efficacy of the new calibration and correction methods as well as different VNA test-set architectures according to EURAMET standards and procedures. The second main topic of this thesis is the introduction of phase repeatable synthesizers as a new calibration and correction phase reference standard for non-linear VNA measurements. Due to the high output power capability of this new phase reference standard, new non-linear test-set and measurement scenarios such as the full non-linear two port characterization of high power solid-state amplifiers become possible, which were out of reach before due to low system signal-to-noise ratios provided by comb-generator based sources in this setup. The third and final topic of this thesis integrates the contents and achievements of the two previous topics to prove and verify the feasibility of VNA based harmonic, i.e. non-linear, transponder-based stepped-FMCW radar systems operating directly in the frequency domain. A new stepped-FMCW theory based on mixed-frequency S-parameters is presented in conjunction with a phase-slope based ranging procedure which avoids time-domain transformation. A complete system-analysis and modeling of the harmonic radar system including the passive transponder tag is provided. Numerous high-resolution measurements are presented and analyzed to verify the validity and accuracy of the non-linear harmonic radar equation, to evaluate illumination and harmonic return signal polarization based propagation effects in a multi-path indoor measurement scenario and to demonstrate the performance of the harmonic radar system in severe clutter situations.
