In the second half of 2015, Luxembourg will hold the rotating Presidency of the Council of the European Union for the 12th time. This country, which lies between France and Germany, has taken on the role of mediator between larger powers and has simultaneously succeeded in defending its vital interests. After the Second World War, its politicians made European integration a key plank of their policy. Since the time of Joseph Bech, from Pierre Werner and Gaston Thorn to Jacques Santer and Jean-Claude Juncker more recently, Luxembourg has proved itself to be a master in the art of political consensus and a rich source of ‘men of providence’ who have been able to find a way out of Europe’s successive impasses. This publication provides a record of the international conference organised by the CVCE and its partners — the Pierre Werner Foundation, Robert Triffin International, the European Commission Representation in Luxembourg and the University of Luxembourg — and held on 27 and 28 November 2013 to mark the centenary of the birth of Pierre Werner. The conference was an opportunity for some 30 researchers from different horizons (historians, economists, legal experts and political scientists), together with major players in economic and monetary affairs, to speak about the personality and achievements of this Luxembourg statesman, analyse his European vision and offer an international perspective on the relevance of his approach in light of the challenges facing us in the 21st century. The proceedings of the conference are accompanied by forewords from Professor Kenneth Dyson, a member of the British Academy, and Jean-Claude Trichet, former President of the European Central Bank, as well as transcriptions of the opening lecture by Hans Tietmeyer, former President of the Bundesbank and a member of the Werner Committee, and the closing lecture by Philippe Maystadt, Belgian Minister of State and former President of the European Investment Bank. Several of the papers offer new insights based on the authors’ exploration of the Werner family archives, to which the CVCE has been given privileged access during the ‘Pierre Werner and Europe’ research project. The aim of these proceedings is to offer a series of observations and conclusions that encourage further interdisciplinary analysis of Economic and Monetary Union from a long-term perspective and invite readers to find out more about the European integration process through the vision and actions of one of its instigators. Economic and Monetary Union is currently at a crossroads, and the crisis it is facing will have major consequences both for the future of European integration and for Europe’s role in the world. In a bid to shed new light on the development of Europe’s model of economic and monetary integration, the CVCE is using its research project on the achievements of Pierre Werner to explore the origins and development of the euro as prefigured in the Werner Report and to analyse the Werner Report in the context of the current challenges facing Economic and Monetary Union. This project is based on the CVCE’s thorough exploration of the Pierre Werner family archives, to which it has been granted privileged access. The results of the Centre’s research have been published on the CVCE site in the form a digital research corpus entitled ‘A rereading of the Werner Report of 8 October 1970 in the light of the Pierre Werner family archives’. The digital research corpus ‘A rereading of the Werner Report of 8 October 1970 in the light of the Pierre Werner family archives’ showcases the results of the first stage of the ‘Pierre Werner and Europe’ research project (2011-2013). Based on a thorough exploration of the Werner family archives, which have been opened for the first time for research purposes, and also on other relevant archives — both Luxembourgish and international, public and private — containing multimedia material in several languages, this corpus throws light on the alchemy of the Werner Report and the mindset in which it was developed. Previously unpublished documents have helped clarify the varied, nuanced role of Pierre Werner and his personal contribution to the development and adoption of the stage-by-stage plan, on a theoretical, methodological and political level, in the context of his European achievements as a whole. The research corpus contains a comprehensive, varied selection of primary sources and related resources, as well as a detailed analytical study, which provides a new interpretation of various little-known, original sources. This corpus offers a ‘rereading’, a fresh look at the Werner Report, retracing the context and historical background in which the report was drafted and examining the work of the Werner Committee, and highlighting the impact of the Werner Plan on the path towards Economic and Monetary Union. In the interests of clarity, the study is accompanied by a list of references cited by section, as well as a list of key figures with brief biographical details, a comprehensive bibliography and a chronology. The creation of the euro area in 1999 and the subsequent introduction of the euro as a common currency in 2002 were results of a long process of preparation that went back as far as 1947. On the basis of original documents stored in archives in several European contries, this book traces ans explains the discussions in the formative years of both the ideas for a monetary union and of the European Integration process as such. Its content reveals that the basic issue to be resoled remained the same over time: how the organize effective monetary cooperation between ultimately sovereign states. The result of an international cooperative effort of two research institutes - Huygens Ing from the Netherlands and the Centre Virtuel de la Connaissance sur l'Europe from Luxembourg - this is the first book to appear on this topic that combines official documents with in-depht archival sources. Foremost among them are the personal notes of Pierre Werner, Chairman of the Committee for the Realization by Stages of Economic and Monetary Union in the Community that in 1970 produced the ground-breaking report on how to proceed in this unique European process: [less ▲]
