[more ▼] This paper brings together different theoretical perspectives to propose an evaluation framework for policies which have the explicit aim to foster community involvement in the management of their natural environment in the context of sustainable rural development, such as the EU LEADER programme, Australia's Caring for Our Country, and UNESCO Biosphere Reserves. Previous policy evaluations have over-simplified the complex social-ecological systems on which these policies are supposed to act, have lacked specification of the policy level they address and were predicated on the assumption that policies can be designed to produce predictable outcomes.Based on a concept of 'complex realities' we developed a framework to guide the evaluation of policy effectiveness in socialecological systems. This comprehensive framework provides the conceptual and theoretical context in which individual evaluation exercises for policy review and future programme design can be embedded. It goes beyond existing frameworks by allowing the identification of factors that explain how and why a policy tool was effective. It provides a structure within which data sets from different sources, relevant stakeholders and relationships can be identified and analysed in a multi-level and multi-scale context. However, we emphasise that policy makers and evaluators' mindsets would have to change to accept uncertainty and the validity of various stakeholders' perceptions and evaluations. [more ▼] The ESPONontheRoad project was a Transnational Networking Activity (TNA) of nineteen ESPON Contact Points (ECPs) with the aim to bring ESPON results closer for decision-making and thus increase the capitalisation of the ESPON Programme. During a year, participating ECPs brought ESPON closer to the local and regional level, and to citizens in physical and virtual forms. The project built a bridge between the issues on a local level and scientific evidence on EU territorial development policy themes. After taking stock of the most recent policy issues in each national context, ECPs formed transnational working groups to have a common understanding of the messages coming from ESPON results. These working groups designed the most appropriate and efficient form of communication for their target groups. In this way ESPON results were put into the macroregional context of West, South, North and Central-Eastern areas, and both the content-related and the organisational tasks were organised in a balanced way. The activity report summaries the goals of the project, presents how they were implemented and what are the lessons learnt. It concludes with recommendations for the future. [more ▼] Globalisation is a ubiquitous influence in rural Europe, offering both opportunities and challenges. The liberalisation of travel restrictions, in addition to the growth and development of transport and global communication networks, have contributed to international mobility that promotes patterns of migration, return migration and repeat emigration from/into rural regions. Return migration in particular, represents a stimulating field of research, which is as though provoking as it is diverse. In some regions, migrants return to their native country to play a pivotal role in the economic, social, and cultural vibrancy of a local rural community, while in others, migrants find themselves excluded and isolated. Investigating this diversity of experience, this paper presents analysis of findings from research carried out as part of the FP7 DERREG project. Thirty-six biographies of return migrants (from the West of Ireland and Alytus County, Lithuania) were generated; allowing an understanding of how various life trajectories develop; reasons behind decisions; feelings regarding relocation and reintegration and, experiences of returning to a rural location. Drawing on transnationalism and social network theory, this paper reveals the complexity of contemporary return migration experiences and the similarities and diversities that exist between Western and Eastern Europe. Key issues to emerge include the context dependency of return migrant behaviour and their further life choices, integration and, the shift in migrant value priority scale from economic to social values. [more ▼] Cross-border employment and residence are becoming a very important type of mobility in border regions. In the Greater Region, consisting of Luxembourg, Lorraine, Wallonia, Saarland and Rhineland-Palatinate, around 213,000 people live and work in two different countries. Most of the cross-border commuters are employed in Luxembourg, representing 44% of the salaried population of Luxembourg. Additionally, the Greater Region is a space of cross-border residential mobility; meaning some people commuting to Luxembourg are former residents of Luxembourg and vice versa. The aim of this paper is to examine the development of the cross-border mobility phenomenon over the last 20 years, as well as to present principal cross-border residential flows of people working in Luxembourg. Furthermore, the paper discusses the impacts these flows have had on the Greater Region. A change has been recognized in the direction of migration flows. Whereas in the 1990s, most of cross-border residential migration was oriented towards Luxembourg, the direction has now changed towards the neighboring countries. Now some German, French and Belgian villages are impacted by these migration trends regarding e.g. an increase of housing prices, different languages, integration and schooling. Furthermore, from a conceptual point of view, it is difficult to describe the reality of the cross-border phenomenon due to the diversification of profiles and trajectories. This paper consists of two methodological strands, showing on one hand different cross-border developments based on large quantitative datasets and on the other hand giving an impression of impacts and challenges caused by cross-border migration based on qualitative interviews. [more ▼] En Grande Région Saar-Lor-Lux, les interdépendances transfrontalières, notamment les mobilités résidentielles et de travail sont grandissantes. Elles ont pris un jour nouveau depuis les années 2000 à 2005 où de plus en plus de résidents luxembourgeois déménagent de l’autre côté des frontières (surtout en Allemagne), devenant ainsi des travailleurs frontaliers. Depuis les années 70, la coopération institutionnelle en Grande Région s’est structurée et les domaines de coopération sont nombreux : culture, transports, aménagement du territoire constituent quelques exemples essentiels. Par ailleurs, après de longues réflexions, la gouvernance transfrontalière tend à s’institutionnaliser avec la mise sur pied d’un GECT depuis 2013. Si certaines réponses transfrontalières visent à faire face à ces interdépendances fonctionnelles en termes d’accessibilité notamment, le cadre institutionnel permettant le développement de ces mobilités émane essentiellement de l’échelle étatique ou européenne. Cette contribution prendra appui sur les dynamiques de mobilité de travail et de résidence ainsi que sur certains développements institutionnels récents pour questionner l’opérationnalité du concept de territorialité dans le contexte transfrontalier. La contribution montrera comment les flux de travail transfrontaliers au sein de la Grande Région croissent et se diversifient. Très hétérogènes, les profils des travailleurs concernés permettent un ajustement à la fois quantitatif et qualitatif entre la main-d'œuvre et les possibilités d'emploi dans un marché du travail transfrontalier aux "contours" constamment repoussés plus loin des frontières. Les frontières se vivent également par les mobilités résidentielles transfrontalières (changement de pays de résidence) qui s'y opèrent, entre recherche d’une certaine proximité géographique avec l'emploi et usage opportuniste des différentiels dans les prix immobiliers. L'ensemble de ces flux transfrontaliers (de travail et de résidence), par ses multiples impacts (économiques, sociaux, territoriaux) est source de dynamique et d’innovation. L'espace transfrontalier de la Grande Région est ainsi progressivement construit socialement. Dans le même temps, plusieurs réponses institutionnelles interviennent au niveau local, régional, national ou européen. Le concept de territorialité permet de confronter ces deux tendances. The Schengen Agreement ensures the free movement of EU citizens leading to new forms of international migration and illustrating the European integration process on the local level. Therefore, migrants move to the neighbouring country to live or work there. Cross-border residential property and labour markets develop meaning the transnationalisation of everyday lives between neighbouring countries. With the case study region of the municipality of Perl in the German federal state of Saarland and the joined municipality Amt Löcknitz-Penkun in the German federal state of Mecklenburg- Western Pomerania the following article deals with these cross-border everyday lives. On the one side of the national state borders there is a booming region (Luxembourg or Szczecin) and on the other side there is a structural weak rural German region. First, since the 1990s we see a debate on a possible competence on the European level for spatial planning. In this context, the principle of subsidiarity is discussed controversially. Second, the debate on EU enlargements refers to the concept of finality. Third, we refer to the discussion on the principle of territoriality. Prevailing on the national level, this principle is very much disputed on the European level.We confront this very political debate. The starting point is here the discussion on the principle of territoriality which can be considered as the most comprehensive one.In a first step we differentiate between analytical and normative elements of the debate. In a second step we propose a categorisation that comprises territorial, moderate relational and radical relational approaches. In this chapter, we explore how public support for collective learning is arranged in two rural areas of Germany: Sankt Wendeler Land in the federal state of Saarland and the Oberlausitzer Heide- und Teichlandschaft in the Free State of Saxony . After introducing the case study areas, a framework to analyse and reflect on arrangements to support collective learning in rural areas will be presented. Then, the methods used for data collection and analysis will be described, and some background information on the organisation of support for collective learning in Germany will be provided. It will be shown how public support is operationalized and how beneficiaries evaluate the arranged support in the case study areas. Subsequently, differences in institutional arrangements to support collective learning in the respective case study areas will be discussed. It will be shown that in order to arrange public support for collective learning successfully, the operation of public support programmes needs to be delegated to agents embedded within the area. These agents need to dispose of access to wider networks of groups and networks within and outside the area. This way, they are able to include a wide range of development actors and connect them to the appropriate supporters. In this process, the roles of shared leadership is crucial (Horlings 2012).
