[more ▼] By returning to the theoretical sources of the generational question, the importance of two central concepts, specificity and consistency of cohort effects, is emphasized and gives rise to a new APCD model and a hysteresis test designed to identify long-term cohort effects : a scarring effect, or cohortal scar. A Franco-American comparison of living standards is developed by using cohort data from 1985 to 2010 from the Luxembourg income study (LIS) and Statistics on income and living conditions – Eurostat (EU-SILC). In France, net generational inequalities (taking account of demographic and educational contexts, in particular) are of the same magnitude as the inequalities linked to immigrant status ; the beneficiaries being cohorts born around the year 1950. This phenomenon is not declining in intensity with time. The dynamic within the USA is its antithesis, which can be explained by differences in French and American welfare regimes. France is thus marked by deep intergenerational inequalities. Today in France one sees a "first youth" (dependent on family and school) and a "second youth" in their twenties sharply divided between a successful elite with top degrees (or family wealth) and a highly marginalized workingclass. Between these extremes, a middle group often experiences frustration and anomie when their university degrees fail to launch the careers they desired. A "third youth" of thirty-somethings has also emerged still dependent on their families and the state. The French corporatist welfare regime, moreover, makes women, immigrants, and the young structural outsiders who must compete harder than Caucasian middle-aged men for jobs. Setbacks early in life in the labor market have long-term consequences (scarring effects) both for individuals and for the birth cohort as a whole. The political consequences are difficult to forecast, but much of the recent political volatility in France can be traced to these generational dynamics and failure to integrate youth since the late 1970s. Faut-il s’interroger sur le silence face à la souffrance des jeunes, dès lors que la représentation nationale, naguère intergénérationnelle, ne représente plus qu’une génération qui fut jeune voilà quarante ans, dans un monde bien différent du nôtre ? Des années 1980 jusqu’à nos jours, le taux de suicide au milieu de la vie adulte a plus que doublé, alors que celui des seniors a connu une forte diminution.
