Pest und Lepra gehören zu den schrecklichsten Krankheiten der Geschichte. Die Erfahrung mit diesen Seuchen hat sich tief ins kollektive Gedächtnis eingegraben und wirkt bis heute nach. Und das, obwohl beide Krankheiten schon lange aus Europa verschwunden sind. Die Lepra seit ca. 300 Jahren und die Pest seit dem Ende des 19. Jahrhunderts. Dennoch üben Pest und Lepra in unserer Gesellschaft bis heute eine starke Faszination von Schauer, Grusel und Schrecken aus. Gerne und häufig werden Pest- und Lepramotive deshalb in der Literatur verwendet, aber auch ungleich plakativer in Romanen, in Film und Fernsehen sowie auch in Computerspielen. Der Vortrag widmet sich den historischen Figurationen von Lepra und Pest, ihren historischen Wurzeln und Ausprägungen. Wie reagierten die Gesellschaften auf die Bedrohung durch die Seuchen? Mit welchen Methoden wurde versucht, die schicksalhaften und unerklärlichen Krankheitserfahrungen verständlich zu machen und zu kategorisieren? Welche Bilder und Metaphern lassen sich greifen? Eine besondere Rolle spielen dabei ästhetische Dimensionen von Krankheitsdarstellungen, wie an vielen Beispielen gezeigt wird. [less ▲]

Die Vorlesung widmet sich in erster Linie der politischen Geschichte des 16. bis 18. Jahrhunderts, in der das Herzogtum Luxemburg eine Provinz der habsburgischen Niederlande war. Mit der Abdankung Kaiser Karls V. war Luxemburg im Jahr 1556 Teil der Spanischen Niederlande geworden und geriet in den Mittelpunkt der Auseinandersetzungen mit Frankreich. Auch als die Provinz 1714 unter österreichische Herrschaft fiel, setzte sich der Konflikt mit Frankreich fort. Er prägte die Geschichte Luxemburgs bis zum Ende des Ancien Régime maßgeblich und konnte erst mit der endgütigen Festlegung der Grenzen zwischen beiden Staaten im Brüsseler Vertrag von 1779 beendet werden. Am Beispiel des sogenannten Pyrenäenfriedens von 1659 soll anhand ausgewählter Quellen der enge Bezug zwischen Politik und Kartographie aufgezeigt werden. Es wird verdeutlicht, wie schwierig sich die kartographische Umsetzung eines Friedensvertrages gestaltete, vor dem Hintergrund verschiedener politischer Zielsetzungen, einer komplexen Herrschaftsstruktur mit sich überlagernden Grenzen und unterschiedlichen Raumvorstellungen. Damit zusammenhängend wird der Prozess der frühneuzeitlichen Staatsbildung betrachtet, der seit dem späten 16. Jahrhundert einsetzte und bis zum Ende des 18. Jahrhunderts zu einer fortschreitenden Zentralisierung und einem Ausbau der Verwaltung führte. [less ▲]

Predicting failure in aircraft structures – simulating fracture across scales and times You could fly every day of your life in a commercial aircraft for twenty thousand years without suffering a fatal accident. This extraordinary level of safety is the product of decades of engineering and materials science research. Simultaneously, engineers have strived to produce lighter and stronger aircraft, with increased range and metals have thus been gradually replaced by lighter advanced composite materials which take up more than half of the structural weight of today's most advanced aircraft. Such progress has been largely enabled by modeling and simulation of materials and structures, which have revolutionized design by enabling engineers to investigate virtually various design strategies. This presentation will focus on the challenges which have been posed, are posed, and will be posed to such modeling and simulation tools in the strive to predict the durability of lighter, stronger, longer-ranging and more reliable aircraft. Research suggests negative effects of unemployment and skill underutilization on subsequent labor market outcomes. Among others, signaling theory has been used to explain why recruiters may evaluate competence and commitment of some job applicants less favorably than others. However, various country-, firm-, occupation-, and job-specific context factors may moderate such scarring effects. For example, a high youth unemployment rate may be associated with more scarring of previous unemployment spells and these effects might be different for occupations with different skill requirements. In this contribution, we explore the moderating role of transaction costs, i.e., the direct and indirect costs of recruiting and training new employees for scarring due to previous unemployment and skill underutilization. Furthermore, we investigate the extent to which the perceived difficulty of recruiting moderates these effects. Using data from a recent large-scale factorial survey of recruiters in four European countries (N~=~2,000) and employing multilevel linear regression models, we found, overall, scarring due to skill underutilization to exceed scarring due to unemployment. Skill underutilization was especially penalized when recruiting for a particular position was considered easy. Indirect transaction costs, particularly anticipated time required for organizational socialization, were negatively associated with unemployment scarring, but positively with scarring due to skill underutilization. Unemployment spells only had a negative effect on hiring chances, for jobs where there were monetary expenses for introductory trainings. Our findings constitute new evidence on the heterogeneity of scarring effects on hiring chances. We further contribute to the literature by highlighting the role of transaction costs and labor market performance. [less ▲]

Als die Gründerväter um Wolfgang Suppan im Jahre 1974 die IGEB ins Leben ruften, war es ihnen ein Bedürfnis, neben Erforschung auch noch den Begriff Förderung im Titel zu verankern. In meinem Vortrag werde ich aufzeigen, was die Blasmusikforschung nach mittlerweile vierzig Jahren aufzuweisen hat und wie sie in Zukunft im Dienste der Blasmusikpraxis und zur sog. "community music" weiter zur Förderung des Blasmusikwesens beitragen kann. Dabei werden u.a. Verbindungen zur Musikpädagogik, zur Musiksoziologie, zur Militärmusikpraxis, zur, Repertoirekunde und zur Instrumentenkunde zu suchen sein. [less ▲]

Die Legitimierungs- und Verteidigungsdiskurse einiger Akteure gegenüber Anschuldigungen, die ihre Tätigkeiten während des Krieges betrafen. Les développements sociétaux récents ont remis la question de la frontière sur l'agenda scientifique. Dans un contexte de montée du populisme, de BREXIT ou de mouvements migratoires, différentes disciplines activent des concepts nouveaux ou déjà éprouvés pour saisir les réalités contemporaines et pour repenser le projet européen, respectivement les frontières nationales. A cet effet, de plus en plus d’approches constructivistes prévalent, décentralisant le regard analytique de la frontière nationale en tant qu'objet ontologique aux processus de démarcation et de différenciation. Le décentrement méthodologique de la frontière en faveur des réalités sociétales de frontiérisation (bordering) a été reçu de manière productive au sein des border studies et s’est établi comme tournant praxéologique (practice turn). Ce développement n’a pas encore trouvé d’écho significatif au sein de la recherche sur la coopération transfrontalière. C’est pourquoi la présente communication propose d’analyser la coopération transfrontalière dans une perspective praxéologique. Celle-ci ne se limite pas à des systèmes ou structures, des frontières territoriales ou des normativités d’action en tant que facteurs explicatifs des dynamiques de la coopération transfrontalière ; au contraire, elle est centrée sur les réalités immédiates et contingentes de la coopération. La coopération sera donc conçue comme une « formation transfrontalière de pratiques », c.-à-d. comme un ensemble complexe de pratiques politiques et administratives interdépendantes dépassant une frontière nationale. De telles formations ne représentent pas des entités uniquement formées ; elles sont plutôt dynamiques et à caractère relationnel puisqu’elles sont constamment actualisées et en conséquence re/produites. Ces processus sociaux de mise à jour constituent les réalités de la coopération sur lesquelles porte l'intérêt d’une analyse praxéologique. Cette dernière ne construit donc pas la coopération transfrontalière comme un « objet entre-deux » situé entre différents systèmes politiques et administratifs. Il s’agit plutôt de développer une approche centrée sur les pratiques qui attribue à la coopération une identité propre. Pour ce faire, la présente communication, axée sur des questions théoriques, (1) donne un aperçu des hypothèses praxéologiques ; (2) présente ensuite la notion de « formation transfrontalière de pratiques » et (3) développe sur base de l'exemple des défis de coopération une perspective praxéologique sur la coopération transfrontalière. Enfin, (4) cette communication présentera quelques-unes des particularités méthodologiques liées à la perspective d’analyse proposée. La présente communication propose de sensibiliser à de nouvelles modalités d’analyse et de questionner les prémisses implicites de la recherche traditionnelle sur la coopération. En outre, la présente communication veut soumettre au débat une approche de connexions multidisciplinaires qui s’inscrit dans les développements récents au sein des border studies. [less ▲]

Die Border Studies sind ein aufstrebendes Arbeitsfeld und erfassen zunehmend mehr Disziplinen der Sozial- und Kulturwissenschaften. Dabei hat sich zunächst die Einsicht durchgesetzt, dass Grenz(raum)phänomene über ihre Produktionsprozesse, also über die Akte ihrer Hervorbringung, erschließbar werden. Diese als practice shift markierte Wende erfährt in jüngster Zeit eine dynamische Weiterentwicklung, die als complexity shift bezeichnet werden kann. Sie besteht in dem Versuch border(ing) practices weitgreifender zu erfassen und damit ihrer Vielschichtigkeit gerecht zu werden. Der konzeptionell orientierte Vortrag knüpft daran an und entwickelt den noch jungen Ansatz der Bordertextur. Als Heuristik bezeichnet er Komplexe aus Praktiken und Diskursen, die sich auf Grenzen und Differenzen beziehen und/oder diese hervorbringen. Der Ansatz baut auf dem Texturbegriff auf und will a) das ‚soziale Gewebe‘ (von Diskursen und Praktiken) mit seinen kulturellen Webmustern, b) die ‚soziomaterielle Beschaffenheit‘ (von Grenzen und Differenzen) mit den dafür verwebten Fäden im Sinne gesellschaftlicher Bezugspunkte sowie c) die ‚Elastizität‘ als Veränderbarkeit (von Grenzen und Differenzen) der kulturwissenschaftlichen Analyse zugänglich machen. Diese Auffächerung und zugleich umfassende Annäherung lässt sich auf verschiedene Grenz(raum)phänomene beziehen und kann aus unterschiedlichen disziplinären Blickwinkeln realisiert werden. Der Vortrag verzichtet auf ein empirisches Fallbeispiel und zeigt exemplarisch, wie Grenz(raum)phänomene analytisch als Bordertexturen gefasst und im multidisziplinären Zugriff untersucht werden können. Science notebooks can support students in working in active, inquiry-based ways of learning. When students use notebooks to document science investigations in rich and meaningful ways, notebooks can support not only the development of students’ content understandings, but also understandings about and engagement in science practices (Weibe et al., 2009). All too often though, student productions in science classrooms, such as entries in notebooks, are viewed as solely representative of individual understandings. This view serves to undercut the both individual and collective processes that constituted their construction, thus, inaccurately situating student representations as merely individual productions. In this presentation we show how an analysis of science notebook use in a primary classroom using the dialectic perspective of individual|collective revealed how aspects of students’ interactions with each other and with their notebooks are intertwined and co-constitute one another. This work emphasizes how viewing notebook use as individual |collective can reveal the dance of these inseparable aspects of interaction. [less ▲]

This paper explores non-market housing in urban regions under growth pressure, and aims to open up a conversation about how modes of housing and related policies might be conceptualized in urban geographical scholarship, in order to broaden the possible range of housing policy measures beyond the rather narrow imperative of market solutions, that prevail here and elsewhere. The project is extension of a larger project that I have been working on for many years together with Markus Hesse examining spatial planning problems in urban regions under growth pressure. We began with exploring sustainable spatial development in Luxembourg, then we studied of regional governance in Switzerland for comparison, and now we are moving on towards one component that is central to the topic: housing and housing in non-market contexts. But how might one effectively conceptualize housing, given what we know about recent scholarship in urban studies? I'd like to argue that (1) there is much to be learned with urban comparison; (2) following the policy mobility literature, simply importing ready-made templates would be, at best (!), risky; (3) Storper's (2014) application of bricolage is useful inspiration for understanding urban transformation processes that are forever changing and in flux. Ever since its landmark decisions Van Gend en Loos and Costa v. ENEL, the European Court of Justice (ECJ) has played a key role in the so-called ‘constitutionalization’ of the European legal order. The fact that its jurisprudence has given EU law a proto-federal framework has been demonstrated, analyzed and commented in countless publications by legal scholars and social scientists, who have tried to grasp how the ECJ could consistently pursue its active prointegration path without provoking a rebellion by the Member States. In the historiography of the EU, however, the ECJ was for many decades largely absent. The main reason for this absence is the Court’s long-standing lack of willingness to give researchers access to its archives. It was only in 2016, that the first archival documents from the ECJ were made available to the public at the Historical Archives of the European Union in Florence. Long awaited, they reveal little about the functioning of the Court. This paper presents how I have in my research used a prosopographical approach to raise the following challenge: if the ECJ does not (really) let us inside via its archives, can we get inside by studying those who worked at the Court, and above all, the main protagonists behind its case law, the judges? Could an investigation of their social and professional backgrounds, a study of their networks and convictions towards European integration, the analysis of their academic writings and personal papers, give us an unprecedented peak behind the curtains of European judicial decision-making? This presentation shows that (and how) knowing more about the judges reveals a lot about the functioning of the ECJ in the period in which it laid the foundations of the constitutionalization (1950s to 1970s). By providing key insights on the visions that the first generations of judges had on Europe and their role in the European constructions process, it reveals the dynamics that prevailed inside the Court and explains why the bench of judges became outright provocative in the 1970s. The prosopographical approach also brings to the surface new knowledge on the Court’s relationship with the Member States of the European communities. By laying bare why the first and highly decisive European judicial decision-makers were chosen by the governments, the collective biographies give new insights into the Member States’ expectations with regard to the institution and their reaction towards its provocative case law. Finally, the prosopographical approach reveals that the ECJ had a very active political network, which it used to pursue its strategic legal and political interests, and make sure that it would in its jurisprudence not go to a point where it risked being overthrown by the governments. The idea is to break some of the myths around OA (e.g. OA is a journal, OA is only possible the gold way) by presenting the 'Green' (self-archiving) and 'gold' (paying Article Processing Charges) routes. Some of the benefits are presented, along with the main Luxembourgish funder FNR's mandate. In numerous sectors and industries worldwide, there is a trend towards an intercompany and often international division of value creation and related work tasks. To overcome the challenges of complex cross-enterprise supply chain networks, innovative approaches to visualize, assess and enhance value streams are sought. The StreaM method, which is described in this paper, enables a comprehensive analysis, design and planning of cross-company product and information flows on different levels of value stream detail. At the same time, the entire methodology is based on a common understanding of key symbols, parameters and calculation procedures. In addition, the use of the developed StreaM method and the associated model in a case study proves its practical applicability in an industrial setting. In further validation projects, the transfer of the “Standardized cross-enterprise Value Stream Management Method” to other industry sectors is envisaged to continuously improve energy, trade or service processes. In this CALIDIE Colloquium, I will present ‘Nexus Analysis’ an interdisciplinary approach I have been using in different projects over the years. I will show how this approach is particularly useful for doing research seeking to impact the situation one studies and often implies working in partnership with researchers and practitioners from different horizons. I will discuss two examples applying this framework. The first case study will concentrate on the study of reconversion of professionals to new lines of work. The second case study will investigate reflections towards making a multilingual Higher Education programme more inclusive. Both case study presentations will be an opportunity to reflect about the conditions under which case studies might be useful from a practical and a theoretical standpoint. In closing the presentation, I hope to engage the participants in a more interactive dialogue around issues linked with inter-disciplinarity and mixed-methods approaches, theorizing, and axiomatic stances regarding values in doing science [less ▲]

Due to the separation between the historical and legal fields which have examined the issue of WWII reparations, no generally accepted definition of their current status exists either in the historical, legal or political spheres. This lack of clarity has greatly contributed to this issue remaining unresolved until the present. In his talk, Spero Paravantes looks at the way the issue was used by the Big Three in their dealings with each other after WWII. In light of the Greek government’s continued pursuit of WWI and WWII debts it claims are owed by Germany, and the recent claims made by the Polish government, this talk summarizes the historical, legal and political scholarship on the issue and also comments on its effect on relations between members of the Eurozone and the way in which responses to the issue of WWII reparations, and indeed the legacy of the war itself, have brought political and cultural divisions within the Eurozone again to forefront. This paper argues for a hybrid approach to historical research that combines ’traditional’ with digital hermeneutical approaches in a new practice of doing history. As the digital turn alters and affects all parts of the historical research process, this is a pressing challenge and need for all historians, not just for those engaged in ‘big data’ projects. Indeed, hybridity is, and should be, the new normal. Yet while most historians are accustomed to deploying digital approaches in the information gathering stage of their research, they often refrain from ‘going digital’ in its processing and especially analysis stages. Describing a number of digital tools used in work done on the diaries of Anne frank, the paper critically analyses and demonstrates the added value of incorporating them in all stages of historical research. Digital approaches enhance the methodological repertoire furnished by ‘traditional’ close reading practices. Hybrid approaches thus expand our intellectual horizons and the analytical power we bring to bear upon our sources. [less ▲]

The discrete Pompeiu problem is stemmed from an integral-geometric question on the plane. The problem is whether we can reconstruct a function if we know the average values of the function on every congruent copy of a given pattern. After introducing the theory of spectral analysis on discrete Abelian groups, I show some results for the discrete version of the problem. One of the arguments is connected to a coloring problem of the plane. One of them is a geometric construction and some others based on some geometric and combinatoric properties of the plane. I also mention some unsolved questions of the topic. My talk is based on a joint work with M. Laczkovich and Cs. Vincze. [less ▲]

One of the statements concerning music education which impresses me the most is the following of Werner Jank and Martin Stroh (W. Jank, W.M. Stroh, Aufbauender Musikunterricht – Königsweg oder Sackgasse, http://www.musik-for.uni-oldenburg.de/vortraege/afs2005_jankstrohtext.pdf): ‘Many people do not take the discipline of music quite seriously. Unfortunately, they are right many times. Ironically, despite our thematic oversupply as regards music, we deny the children and youths at school experiences of true learning success by demanding too little of them. ’It describes on a gloomy note the problems which music teachers face regarding music and its heritage. Considering the curricula all over Europe however, we find a surprising uniformity including singing, musicking, listening, moving to the music, musical creativity and knowledge about music. On the other hand, music cannot be compared to any other discipline. Music literacy must be acquired in music schools on a voluntary basis and complementary to formal education. Music can be learned informally in a lifelong process, for example in community ensembles. Additionally, the question has to be raised which kind of music should be learned. Musical heritage is a social construction and represented in a world of changing media; music is more and more consumed and less and less actively practiced or learned in schools. It is for this reason that music education lags behind the development and has a challenging position in the canon of school subjects. However, we should not forget that the UNESCO selected two 1) In 2011: Táncház method: a Hungarian model for the transmission of intangible cultural heritage and 2) In 2016: Safeguarding of the folk music heritage by the Kodály concept on the register of intangible cultural heritage of human kind. And as luck would have it, both deal with music education, and both have their origins in Hungary. Should this be understood as a hint of the responsible persons of the UNESCO to developers of school curricula not to underestimate or simply to ignore music education in the canon of school subjects? One of its problems is that it has to cover a wide range of contents. Music is not only the music of the today’s modern popular music or the music of the famous masters, but, from an ethnomusicological point of view, the music of our region, our nation, or continent or the music of others far from the globalised mainstream. One could say globalisation and musical heritage form two antipodes. But, as several interviews with my students reveal, globalisation, with the help of digitisation, can also enable a worldwide access to regional music traditions. Zoltán Kodály’s and Leo Kestenberg’s commitment to music education is today still relevant. In Germany, the system of music education is still building on the achievements of Leo Kestenberg. Zoltan Kodály’s concept, based on a national / regional tradition, has reached a global standing. More as for others, his legacy deals with Music, Music Education and Musical Heritage. [less ▲]
