Die Stadt Luxemburg scheint ihr Stadtbild durch den Wechsel von eng be- bauten Straßenzügen und offenen Plätzen, Wohnvierteln und Parks, Banken und Rasenflächen in ein harmonisches Gleichgewicht bringen zu wollen. Eine der Methoden, Übergänge zwischen bebautem und freiem Raum zu kreieren oder auch ein Zuviel an „Luft“ zu füllen, ist ein Denkmal, das die Leere des Raums geschickt ausbalanciert. Außerdem erfüllte es außer der dekorativen schon immer auch eine erzieherische Funktion: Es sichert Erinnerungswerte, schreibt bestimmte Beispiele ins Gedächtnis der Nachkommen ein. Die „Gëlle Fra“, Charlotte und Amalia sind nur einige der bekannteren Frauen- denkmäler der Stadt, die uns die Vorfahren – und Vorfahrinnen – hinterlassen haben. L’année 2017 est marquée par la commémoration de deux événements charnières pour l’Union européenne – le 60e anniversaire du traité de Rome et le 25e anniversaire du traité de Maastricht. Établi à l’origine entre six États membres, le projet européen, dont le Luxembourg et ses personnalités comptent parmi les précurseurs, ambitionnait de garantir une paix durable et la prospérité en Europe par le biais de la coopération et de l’intégration. Forgé au gré des succès et des crises, ce processus a progressivement porté ses fruits. Le grand marché intérieur avec ses quatre libertés fondamentales, l’euro, la promotion de la démocratie, d’un modèle social européen et des droits humains, la citoyenneté européenne, les infrastructures du savoir font actuellement partie de la vie quotidienne de 510 millions d’Européens. Élargie à 28 membres, l’UE pèse aujourd’hui comme facteur de progrès et de solidarité sur le destin d’un monde de plus en plus globalisé. Parallèlement aux grands chantiers de l’Union politique, énergétique, fiscale et de la défense européenne, l’année 2017 est empreinte par bon nombre d’incertitudes. La mise en œuvre du Brexit, la crise des réfugiés, la tentation du repli identitaire attisé par les batailles électorales, sont autant de sources de fragmentation qui nourrissent l’euroscepticisme et assombrissent l’avenir de l’UE. L’étude se situe dans le contexte de l’accroissement récent des demandes des personnes en recherche de protection et des demandeurs de protection internationale (ci-après dpi) déboutés. Elle s’intéresse plus particulièrement aux raisons qui font que les dpi déboutés ne peuvent ou ne veulent retourner ainsi qu’aux mesures adoptées par les États Membres pour faciliter et encourager les retours. At least since 1870 hours worked per worker declined and real wages increased in many of today’s industrialized countries. The dual nature of technological progress in conjunction with a consumption-leisure complementarity explains these stylized facts. Technological progress drives real wages up and expands the amount of available con- sumption goods. Enjoying consumption goods increases the value of leisure. Therefore, individuals demand more leisure and supply less labor. This mechanism appears in an OLG-model with two-period lived individuals equipped with per-period utility func- tions of the generalized log-log type proposed by Boppart-Krusell (2016). The optimal plan is piecewise defined and hinges on the wage level. Technological progress moves a poor economy out of a regime with low wages and an inelastic supply of hours worked into a regime where wages increase further and hours worked continuously decline. ‘Gëtt hei geschwë méi Englesch wéi Franséich geschriwwen?’ (‘Will English soon be written here more than French?’) was the question asked by an article on Radio 100,7’s website last April. The article was about a conference on languages in literature in Luxembourg, and noted that English was taking on ‘ever greater importance’ in this field. True or not, this illustrates a trend that I call the discourse of the rise of English in Luxembourg. This discourse assumes a zero-sum game where one language can only prosper at the expense of another, and where English is given a privileged status alongside Luxembourg’s official languages: Luxembourgish, French and German. Like all such discourses, it represents a social construction rather than a ‘truth’ about language, and its promoters are seeking to advance certain social interests. From a discursive point of view, it is less important to determine whether the use of English is indeed rising in Luxembourg than it is to explore what people are trying to achieve with this discourse, that is, what interests they are seeking to advance by claiming that English is on the rise. There is no research to date that specifically focuses on discourses about English in Luxembourg, but such discourses do appear in research on sociolinguistic issues more generally in the country. This is the case with my own research and teaching at the University of Luxembourg, in areas including the language ideologies of cross-border workers, young people’s use of English, and language use on social media. My aim here is to consider how the discourse of the rise of English is constructed in these domains, how people respond to it, and what the potential social effects are. [less ▲]
