[more ▼] Inclusive education has become a leading theme internationally over the past several decades, as it addresses key issues, often controversial, of exclusion/inclusion, learning opportunities, and educational equality and justice. Among international organizations as well as supranational governments, we find an increasing emphasis on recognizing diversity and enabling education for all. This is visible in the Salamanca Declaration (1994), the overall “education-for-all” agenda, the Sustainable Developments Goals (e.g., Education, SDG 4), and the worldwide ratification of the UN Convention on the Rights of People with Disabilities (e.g., Article 24 on Education), which mandates among state parties the establishment of an inclusive education system across levels, from early childhood to lifelong learning. This frame of reference is not only significant in terms of definitions and contents but also in the context of the strengthening of world society. The world societal level is not the same as what occurs in the relations between nation states, as important as such learning in policies and practices may be but extends beyond. This is evident in the definition of “inclusion” that has become significant internationally as a category signifying attempts to guarantee access and participation in different levels of education systems, but one that has contrasting and divergent understandings, implications, and implementation consequences between national and local contexts. The goal of participation that follows normatively and legally from such understandings of inclusion, is recontextualized differently, sometimes even paradoxically, when in fact segregated and separate settings are extended under the banner of inclusion. In Germany, for example, despite inclusion discourse flowing from such international agendas that focus on processes of integration and participation, the structures, cultures, and practices that disadvantage and disable continue to exist or even become strengthened. Even if the myriad dimensions of diversity are increasingly discussed and intersectional approaches become more important, the emphasis on difference of disability or “special educational needs” continues. In educational research, numerous publications have delineated the establishment of inclusive education from diverse perspectives. Over the past decade in particular, this has occurred in relation to the UN CRPD, which also implies a connection to the world society-frame; however, theorization and in-depth empirical analyses are lacking to explain more recent developments on multiple levels. Even for nation-states, few systematic and comparative studies have analyzed the diverse forms of inclusive education in different contexts. The consequence has been a divergence between the national discourses of inclusive education, for example, in the German-speaking countries, that remain focused on special educational needs, and the more global discourse that understands inclusive education in human rights terms and a key developmental process in democracies. Although some recent comparative research projects and dissertations provide insights into specific country contexts, a more comprehensive publication that collects such research results of international inclusive educational research has been lacking. Furthermore, the opportunity presents itself to extend the dialogue through a world society perspective on inclusion to reflect global inequalities via integrating case studies from the Global South. International and intercultural perspectives enable the investigation of structures, cultures and practices of different countries to the crucial comparison of educational processes. This is especially necessary in the case of inclusive education, whether as a source of inspiration, a reflexive critique of taken-for-grantedness or as a means to identify disparities and social inequalities. Thus, in several dozen chapters, the Handbook Inclusion International presents diverse global, national, and local perspectives on inclusive education. [more ▼] Seit Ende 2016 widmet sich das universitäre Forschungsprojekt VILLUX X in Zusammenarbeit mit der Stadt Luxemburg der Erstellung eines digitalen historischen Atlas. Dieser zeigt die städtische Entwicklung Luxemburgs seit Beginn des 19. Jahrhunderts in Form von digitalen und interaktiven Karten. In mehreren Zeitschnitten ab den 1820er Jahren lassen sich die tiefgreifenden Wandlungsprozesse der Stadt und ihr Wachstum interaktiv nachvollziehen: Von der engen Festungsstadt des frühen 19. Jahrhunderts bis zur großflächigen, internationalen Metropole des 21. Jahrhunderts. Die Stadtentwicklung ist für diesen Zeitraum in vielen Bereichen noch immer wenig erforscht. Das überrascht, denn Luxemburg hat im Vergleich zu anderen europäischen Städten in den letzten 200 Jahren besonders tiefgreifende Veränderungsprozesse durchlaufen: Von einer mittelgroßen Festungsstadt der frühen Neuzeit, die sich erst nach 1867 von ihrem einengenden Militärkorsett befreien konnte, bis hin zu einer modernen europäischen Hauptstadt des frühen 20. Jahrhunderts. Dann, in der Nachkriegszeit, wurde die Stadt zu einem der drei Hauptverwaltungssitze der Europäischen Union. Und ab den 1970er Jahren entwickelte sie sich darüber hinaus zu einem internationalen Finanzzentrum. Heute ist Luxemburg zweifellos die wirtschaftlich, politisch und kulturell bedeutendste Stadt der Großregion mit einem ausgeprägten kosmopolitischen Flair. Ziel des Luxatlas-Projekts ist es, die Voraussetzungen und Merkmale dieser Entwicklung sowie die wirtschaftlichen, sozialen und politischen Rahmenbedingungen nachzuzeichnen und zu analysieren. Es sind vor allem raumbezogene Fragstellungen, die dabei in historischer Perspektive mit dem digitalen und interaktiven Stadtatlas in den Blick genommen werden. Der Atlas lässt sich in diesem Sinne definieren als eine Sammlung von Karten, Bildern und erläuternden Texten. Er bündelt und verknüpft relevante Daten von städtischen und nationalen Behörden und Kultureinrichtungen sowie auch von unterschiedlichen Forschungsdisziplinen wie Geschichte und Geographie und stellt diese in überarbeiteter Form den Nutzern zur Verfügung. [more ▼] The 50th anniversary of the death in 1967 of the famous music teacher, ethnomusicologist and composer Zoltán Kodály reminded us that another renowned music pedagogue, Leo Kestenberg (1882-1962), was born in the same year as Kodály. As such, the joint Kodály Kestenberg Conference provided a welcome opportunity not only to address aspects of music pedagogical and biographical research which had hitherto received a limited amount of attention, but also to highlight a number of key moments in history, and the resulting impact these had had on music pedagogy. The significant level of international interest which music educators showed in the Kodály Kestenberg Conference fulfilled the organisers' desire to create a forum for the free exchange ideas. It also enabled participants to review our commonalities and differences and to look beyond our individual national developments and evaluate the methods and concepts of two significant personalities in the history of musical education in the first half of the 20th century. The sheer diversity of historical and current topics in music education research both inside and outside of Europe, not only reflects the fact that in the 21st century, music education research has established and profiled itself in a wide range of sub-disciplines in addition to revealing new fields of inter-disciplinary research. The effectiveness of reforms initiated and implemented by Kodály and Kestenberg extend to the present day and continue to influence discussions around the future perspectives of music education. This is illustrated by the example of formal and informal learning in the field of elementary music pedagogy. The "Century of the Child" proclaimed in 1900 by the Swedish reform pedagogue Ellen Key (1849–1926) has left its mark on music education through reformers such as Kodály and Kestenberg into the 21st century. This conference book contains articles which are subdivided in five sub-categories: (1) The function of Music Education, (2) The Historical Era of Kodály and Kestenberg, (3) Learning and Instruction, (4) Assessment Technologies in Music Education and (5) Effects of Music Training. The contributors come from six different countries namely, Austria, England, Germany, Hungary, Israel and Luxembourg. The German conference on Artificial Intelligence (abbreviated KI for “Künstliche Intelligenz”) has developed from a series of inofficial meetings and workshops, organized by the German “Gesellschaft für Informatik” (association for computer science, GI), into an annual conference series dedicated to research on theory and applications of intelligent system technology. While KI is primarily attended by researchers from Germany and neighboring countries, it warmly welcomes international participation. The KI 2019 conference took place in Kassel, Germany, September 23–26, 2019, and it was held in conjunction with the 49th Annual Conference of the German Computer Science Association (INFORMATIK 2019). Information about the event can be found at www.ki2019.de and informatik2019.de, respectively. KI 2019 had a special focus theme on “AI methods for Argumentation” and we especially invited contributions that use methods from all areas of AI to understand, formalize, or generate argument structures in natural language. The special focus theme was organized in cooperation with the DFG funded priority program “RATIO: Robust Argumentation Machines”. Besides this special focus theme, the conference invited original research papers and shorter technical communications on all topics of AI. Further, we asked for the submission of extended abstracts summarizing papers that had recently been presented at major AI conferences. KI 2019 received 82 submissions, with authors from 25 countries. Submissions were – except for some special cases – reviewed by three Program Committee members. The Program Committee, comprised of 51 experts from 9 countries, decided to accept 29 papers. Out of these, 16 submissions were accepted as full papers, 10 as short papers and 3 as extended abstracts. The program also included three invited talks: – Jürgen Altmann (University of Dortmund): Autonomous Weapon Systems – Dangers and Need for an International Prohibition – Michael Beetz (University of Bremen): Digital Twin Knowledge Bases – Knowledge Representation and Reasoning for Robotic Agent – Antony Hunter (University College London): Towards Computational Persuasion for Behaviour Change Applications Two of these presentations are summarized in papers contained in this volume. Mainstream enforcement practices against white-collar crime in recent years, focusing mostly on the legal entity or the low- and mid-level employees, have been largely unsuccessful. The punishment of large corporations for economic offences has indeed been confronted with the “too big to jail” dilemma, and with concerns for the negative spillovers that their collapse may entail for employees, shareholders and consumers. The individual “rogue employee”, on the other hand, may be fungible and easily sacrificed as a scapegoat. The recent debate has therefore brought back to centre-stage the individual liability of senior managers, which is essential to close any “responsibility gap”. But are the ordinary rules of criminal law fit and adequate to hold senior managers accountable? This volume, presenting the findings of a study led by the University of Luxembourg and co-financed by the European Anti-Fraud Office (OLAF), aims to contribute to this debate with a special focus on the liability of senior managers for the commission of offences against the financial interests of the EU. Funded by “Erasmus+ Strategic Partnerships” the project “AVEC BNT” was started in 2016 to compare the design codes mainly related to concrete structures and composite structures. This script is the main intellectual outputs from this project. It comprises codes background analysis, direct codes terms comparison and design examples. The script covers most of the design topics related to design of concrete structures and composite structure for building design as well as the design basics such as safety concept. It is a common achievements of students, researchers and professors from different universities and instructions of different countries. The main work is done at University of Luxembourg especially for the design basics part and the design of composite structure of steel and concrete. For design of concrete structure part, University of Applied Science Trier (Germany) and Thei (Hong Kong, China) has offered great helps and contributed many parts. To conform with the goals of Erasmus+ to promote the cooperation and mobility with the EU’ partner countries and to promote the sustainable development of its partners in the field of higher education and contribute to achieving the objectives of the EU Youth Strategy, the script involves many student’s work. The students could participate in the project through either joining special courses offered by the project partners, as well as, doing a student project, bachelor or master thesis related to this project. Further more the students participated within the transnational teaching activity weeks. With the guidance, the students were able to learn and compare difference design methods by EuroCodes and Chinese design codes and to cooperate with their colleges from different countries. To achieve good quality of the final script, which can be used as additional information and learn material for other students and engineers to learn about Eurocodes and Chinese codes for structural design. Also the work was edited into a uniform formatting to make it constant in style and easy to read. Although, besides the contribution from students, many other topics were added to make the documents complete, it was not possible to cover every topic in the codes due to the limited time and resources. Thus, topics such as fire design, seismic design, bridge design, pre-stressed structures and others are not within the scope of the work. The scripts are divided into 7 sub chapters and many small topics. Each topic has two main documents for Eurocodes and Chinese codes. The main documents have same list of contents, which allows readers to compare the design aspects from the two codes systems easily side by side. Besides that, each topic is also provided with a general summary of comparison, which points out the most important difference and general overview of the design. The effectiveness of defence rights granted by EU legal instruments does not simply rely on their correct implementation in national law, but also depends on the existence of enforcement and control mechanisms granting judicial protection to individuals. Although the Directives impose remedial obligations on the Member States, the different structure and scope of judicial control under national law is likely to undermine the justiciability of procedural safeguards granted by EU law. Divergences among national criminal justice systems raise further challenges in the field of cross-border cooperation. In light of the recent case law of the European Courts, the present book explores the scope and meaning of the right to effective judicial protection in criminal proceedings in relation to the first three Directives of the Stockholm roadmap. It offers a comparative analysis of the national implementations of these so-called ABC Directives in six Member States, focusing on legal remedies that ensure the effectiveness of the rights granted by the EU Directives. [more ▼] Care for elderly persons has many facets and is influenced by many factors of the care-dependent person, the care giver(s) and the micro-, and macro-social context. A co-operation of multiple disciplines is required to better understand phenomena of elder care and to act adequately in this field. This is even more urgent given the increasing population aging and the impending gaps between demand and supply of care. The present book provides a first substantive integration of knowledge from geropsychology, other gerosciences, and cultural psychologies to reach these goals —through a multi-disciplinary and international cast of authors. Macro-social context—including demographic, historical, political, normative, and other cultural factors—turned out to open and limit the available options for individual care giving and receipt and shapes how these issues are experienced by the participants in elder care. Elder care is shown to be far more complex than previously thought, because its consequences extend beyond single care givers to multigenerational caring families. Thinking, feeling and acting in relation to care dependency, caregiving and care receipt emerged as being influenced by multiple individual and social level factors. Future issues of elder care are seen as being shaped to a large extent by macro level factors such as population aging, social trends in job and family life, and development of assistive technologies. All this has far reaching implications for ensuring quality of care and the life quality on part of care recipients and care providers and for the coherence of social communities.
