[more ▼] The Higher Education Language Skills Certification (French CLES) is a scenario-based language certification accredited by the French Ministry for Higher Education which is linked to the Common European Framework of Reference for Languages (CEFR). It allows students to obtain a certification to testify their skills in 11 different languages and at three different levels: CLES 1, 2, 3 corresponding respectively to levels B1, B2, C1 of the CEFR. CLES enables five language skills to be assessed: listening, reading, writing, speaking and interacting. As such it belongs to the fourth generation in the history of testing: the action-oriented integrative sociolinguistic approach (cf Spolsky 1981, Reichert, 2011, Tardieu 2013). This presentation will deal with a submitted Franco-Luxembourgian project aiming at framing the conditions for a valid, reliable and fair CLES. The project will notably involve improving the linking to the CEFR levels: The Dutch CEF Grid as well as the CEF-ESTIM grid and the expertise in standard setting gained through the Socrates EBAFLS project will be used. Key reference materials such as the SurveyLang (Cito, 2011) reports and The Manual (A.L.T.E/Council of Europe, 2011) will be solicited. The expertise of the CLES teams of testers shall be improved through the use of new criterial grids and specific tester trainings. A German and English C-Test (Raatz & Klein-Braley, 1982, Reichert, 2011), as well as additional comprehensive language tests will be used to verify the criterion validity of the CLES. Both reliability and validity of the CLES will be verified before and after the adaptation of the procedures linking the CLES to the CEFR. This will eventually allow the documentation of adequate approaches and methods helping to enhance the validity of language tests such as the CLES with regard to the CEFR. [more ▼] Depuis que la Chambre des Députés a introduit les pétitions électroniques en avril 2013, il ne se passe pas une semaine sans que les médias traditionnels et sociaux n’y fassent référence. Généralement ils le font pour informer le public du dépôt de nouvelles pétitions ou pour présenter et débattre des pétitions qui ont reçu un grand nombre de signatures. Un récent sondage réalisé en 2018 révèle par ailleurs qu’en moyenne 64 % des citoyens luxembourgeois disent avoir signé au moins une e-pétition sur le site de la Chambre des Députés1. Il est par conséquent assez logique que les e-pétitions soient perçues comme le principal instrument de démocratie participative du pays et qu’elles monopolisent régulièrement le débat public pendant des semaines en mettant à l’agenda des questions souvent controversées. Prenons l’exemple d’une e-pétition qui demandait que la langue luxembourgeoise devienne la principale langue du pays en obtenant un nombre très élevé de signatures. Bien que les e-pétitions soient rapidement devenues un instrument participatif incontournable, à la fois enrichissant et perturbateur du système politique luxembourgeois, elles n’ont été que très peu étudiées. An ISP offers a variety of services, including raw bandwidth, IP connectivity, and Domain Name resolution. Although in some cases a single service already satisfies a customer need, in many situations a customer need is so complex that a bundle of services is needed to satisfy the need, as with the ISP example. In principle, each service in a bundle can be provisioned by a different supplier. This paper proposes an ontology, e3service , that can be used to formally capture customer needs, services, and multisupplier service bundles of these. In addition, this paper contributes a process called PCM2 to reason with the ontology. First, a customer need is identified for which desired consequences are elicited. Then, the desired set of consequences is matched with consequences associated with services. The matching process results in a service bundle, satisfying the customer need, containing services that each can be provided by different suppliers. PCM2 is inspired by a family of formal reasoning methods called Propose-Critique-Modify (PCM). However, whereas PCM methods emphasize solution generation from a given set of requirements, our reasoning process treats the space of requirements as a first class citizen. Hence PCM2 : the requirements space and solution space are equally important. How the reasoning and matching process practically works, is illustrated by an industry strength case study in the healthcare domain. Here, we show that the tripartite motif (TRIM)-NHL protein TRIM2 is regulating axon specification in cultured mouse hippocampal neurons, where one of several initially indistinguishable neurites is selected to become the axon. Suppression of TRIM2 by RNA interference results in the loss of neuronal polarity while over-expression of TRIM2 induces the specification of multiple axons. TRIM2 conducts its function during neuronal polarization by ubiquitination of the neurofilament light chain. Together, our results imply an important function of TRIM2 for axon outgrowth during development. The addition of IPTG to release a 12-h block showed that virus infectious particles could be formed in the absence of de novo DNA synthesis.
