Around the world, regulators and policymakers are working to support the development of financial technology (FinTech) ecosystems. As one example, over 50 jurisdictions have now established or announced “financial regulatory sandboxes”. Others have announced or established “innovation hubs”, sometimes incorporating a regulatory sandbox as one element. This article argues that innovation hubs provide all the benefits that the policy discussion associates with regulatory sandboxes, while avoiding most downsides of regulatory sandboxes, and that many benefits typically attributed to sandboxes are the result of inconsistent terminology, and actually accrue from the work of innovation hubs. The paper presents, as the first contribution of its kind, data on regulatory sandboxes and innovation hubs and argues that the data so far available on sandboxes does not justify the statement that regulatory sandboxes are the most effective approach to building FinTech ecosystems. Given that regulatory sandboxes require significant financial contributions, sometimes new legislation, and intense regulatory risk management, and that sandboxes do not work as well on a stand-alone basis (i.e. without an innovation hub), while innovation hubs alone can provide more significant benefits in supporting the development of a FinTech ecosystem, regulators should focus their resources on developing effective innovation hubs, including in appropriate cases a sandbox as one possible element. An autonomous system is constructed by a manufacturer, operates in a society subject to norms and laws, and is interacting with end-users. We address the challenge of how the moral values and views of all stakeholders can be integrated and reflected in the moral behaviour of the autonomous system. We propose an artificial moral agent architecture that uses techniques from normative systems and formal argumentation to reach moral agreements among stakeholders. We show how our architecture can be used not only for ethical practical reasoning and collaborative decision-making, but also for the explanation of such moral behavior. [less ▲]

In the past few years, the architecture, engineering and construction (AEC) industry has carried out efforts to develop BIM (Building Information Modelling) facilitating tools and standards for enhanced collaborative working and information sharing. Lessons learnt from other industries and tools such as PLM (Product Lifecycle Management) – established tool in manufacturing to manage the engineering change process – revealed interesting potential to manage more efficiently the building design and construction processes. Nonetheless, one of the remaining challenges consists in closing the information loop between multiple building lifecycle phases, e.g. by capturing information from middle-of-life processes (i.e., use and maintenance) to re-use it in end-of-life processes (e.g., to guide disposal decision making). Our research addresses this lack of closed-loop system in the AEC industry by proposing an open and interoperable Web-based building lifecycle management system. This paper gives (i) an overview of the requirement engineering process that has been set up to integrate efforts, standards and directives of both the AEC and PLM industries, and (ii) first proofs-of-concept of our system implemented on two distinct campus. Dropout is a multidimensional phenomenon, resulting from a combination of personal, family and school factors that interact with each other. The combination of risk factors (or protective factors) is an event or a condition that increase (or reduce) the likelihood of an individual experience of emotional or behavioural problems, that may contribute to school dropout. The decision to stop school education is the result of a long evolutionary process that is characterized by an accumulation of frustrations, often induced by academic failures and difficult relationships with peers, teachers, and parents. Through involvement in educational aspects, families especially play an important role in student success and affect conditions that might lead to dropping out: positive impact on school performance, enhancing motivation and school involvement, improving well-being and school behaviours, building a constructive and efficient relationship between school and family could be an efficient way to avoid school dropout. In this session, our exchanges and reflections aim at comparing and analyzing issues, experiences, ideas, and questions from different interventions of European representatives. Through these different contributions, we try to highlight concrete policies for UE countries regarding the connections that we can do between school dropout and relationships between school, family and community. Whereas social scientists and educationalists often make different assumptions about education, common to both groups is to render schooling responsible for the development of citizenship rights. Yet, a comparison of Finnish and Luxembourgian curriculum strategies in relation to building social capital – understood in the context of civic education in VET – has not been explored. Then, this study analyses these aspects during 1960–1970, for the period is regarded as the starting point for democratisation of education after WWII. The justification for the countries is based on their differences. However, both countries also experienced similar pressures to democratise education – especially regarding their VET – which need to be investigated, since little attention has been paid to the question of how the reforms of their former structures were legitimated by civic education. The conclusion addresses the importance of general education for the future of vocational careers. [less ▲]

In the construction industry an increasing number of buildings are designed using semantically rich three-dimensional models. In parallel, additional information is specified in a natural-language document called a building specification. 1 As not all details are present in the model these specifications have to be interpreted whenever costs are estimated or other analyses are performed. In this paper, we argue that building specifications contain cross-cutting concerns. We also argue that domain experts should be given the ability to formulate building specifications using a domain-specific aspect language so that the corresponding details can automatically be integrated into the model. The language needs to support a multitude of domain-specific abstractions that are absent in the building meta-model. Therefore we propose to allow the domain experts to extend the language iteratively by defining interpretation patterns [1]. Such a model enriching specification will improve tasks requiring detailed information and will allow for earlier or even concurrent development of the building specification along with the model. © 2012 ACM. A variety of open-source software tools are currently available to help building autonomous mobile robots. These tools have proven their effectiveness in developing different types of robotic systems, but there are still needs related to safety and efficiency that are not sufficiently covered. This article describes recent advances in the Aerostack software framework to address part of these needs, which may become critical in the case of aerial robots. The article describes a software tool that helps to develop the executive system, an important component of the control architecture whose characteristics significantly affect the quality of the final autonomous robotic system. The presented tool uses an original solution for execution control that aims at simplifying mission specification and protecting against errors, considering also the efficiency needs of aerial robots. The effectiveness of the tool was evaluated by building an experimental autonomous robot. The results of the evaluation show that it provides significant benefits about usability and reliability with acceptable development effort and computational cost. The tool is based on Robot Operating System and it is publicly available as part of the last release of the Aerostack software framework (version 3.0). [less ▲]

The breadth and scale of multimedia archives provides a tremendous potential for historical research that hasn't been fully tapped up to know. In this paper we want to discuss the approach taken by the History of Europe application, a demonstrator for the integration of human and machine computation that combines the power of face recognition technology with two distinctively different crowd-sourcing approaches to compute co-occurrences of persons in historical image sets. These co-occurrences are turned into a social graph that connects persons with each other and positions them, through information about the date and location of recording, in time and space. The resulting visualization of the graph as well as analytical tools can help historians to find new impulses for research and to un-earth previously unknown relationships. As such the integration of human expertise and machine computation enables a new class of applications for the exploration of multimedia archives with significant potential for the digital humanities. © 2014 Springer-Verlag. Granting loans is one of the major concerns of financial institutions due to the risks of default borrowers. Default prediction by the neural networks is a popular technique for credit risk modeling. Neural networks generally offer the accurate predictions that help banks to prevent financial losses and grow their business by approving more creditworthy borrowers. Although neural networks are capable of capturing the complex, non-linear relationships between a large number of features and output, these models act as black boxes. This is a graduation project paper that is focused on loan default risk prediction by multi-layer perceptron neural network and building up explainability to some degree in the trained neural networks through sensitivity analysis. The architecture of a multi-layer perceptron neural network with the best result is used to help the credit-risk manager in explaining why an applicant is a defaulter or non-defaulter. The prediction of a trained multi-layer perceptron neural network is explained by mapping input features and target variables directly using a model-agnostic explanation as well as a modelspecific explanation. Lastly, a comparison is performed between two explanation methods. [less ▲]

The knowledge of minority carrier lifetime of a semiconductor is important for the assessment of its quality and design of electronic devices. Time-resolved photoluminescence (TRPL) measurements offer the possibility to extract effective lifetimes in the nanosecond range. However, it is difficult to discriminate between surface and bulk recombination and consequently the bulk properties of the semiconductor cannot be estimated reliably. Here we present an approach to constrain systematically the bulk and surface recombination parameters in semiconducting layers and reduces to finding the roots of a mathematical function. This method disentangles the bulk and surface recombination based on TRPL decay times of samples with different surface preparations. The technique is exemplarily applied to a CuInSe2 and a back-graded Cu(In,Ga)Se2 compound semiconductor, and upper and lower bounds for the recombination parameters and the mobility are obtained. Sets of calculated parameters are extracted and used as input for simulations of photoluminescence transients, yielding a good match to experimental data and validating the effectiveness of the methodology. A script for the simulation of TRPL transients is provided. [less ▲]
