Service Level Agreements (SLAs) are defining the quality of the services delivered from the Cloud Services Providers (CSPs) to the cloud customers. The services are delivered on a pay-per-use model. The quality of the provided services is not guaranteed by the SLA because it is just a contract. The developments around mobile cloud computing and the advent of edge computing technologies are contributing to the diffusion of the cloud services and the multiplication of offers. Although the cloud services market is growing for the coming years, unfortunately, there is no standard mechanism which exists to verify and assure that delivered services satisfy the signed SLA agreement in an automatic way. The accurate monitoring and modelling of the provided Quality of Service (QoS) is also missing. In this context, we aim at offering an automatic framework named PRESENCE, to evaluate the QoS and SLA compliance of Web Services (WSs) offered across several CSPs. Yet unlike other approaches, PRESENCE aims at quantifying in a fair and by stealth way the performance and scalability of the delivered WS. This article focuses on the first experimental results obtained on the accurate modelisation of each individual performance metrics. Indeed, 19 generated models are provided, out of which 78.9% accurately represent the WS performance metrics for two representative SaaS web services used for the validation of the PRESENCE approach. This opens novel perspectives for assessing the SLA compliance of Cloud providers using the PRESENCE framework. [less ▲]

This contribution is devoted to the analysis of the movements made by Emperor Lothar I and his son, King Lothar II, by proposing to distinguish between three types of movement: movements at the beginning of the reign, "usual" movements during the reign and movements that would be described as "punctual", of a pendular type. The importance and nature of multilateral meetings between sovereigns is taken into account. This comparison highlights a certain permanence in the use of a stable palatial zone by the two sovereigns, between the Meuse and Eifel on the one hand and a Moselle axis from Thionville to Remiremont on the other, but also, beyond the variety of contexts, similarities in the more exceptional movements, which remain largely concentrated in the Francia media area, a part that fell to Lothaire after the Treaty of Verdun. Formal Argumentation is emerging as a key reasoning paradigm building bridges among knowledge representation and reasoning in artificial intelligence, informal argumentation in philosophy and linguistics, legal and ethical argumentation, mathematical and logical reasoning, and graph-theoretic reasoning. It aims to capture diverse kinds of reasoning and dialogue activities in the presence of uncertainty and conflicting information in a formal and intuitive way, with potential applications ranging from argumentation mining, via LegalTech and machine ethics, to therapy in clinical psychology. The turning point for the modern stage of formal argumentation theory, much similar to the introduction of possible worlds semantics for the theory of modality, is the framework and language of Dung’s abstract argumentation theory introduced in 1995. This means that nothing could remain the same as before 1995 — it should be a focal point of reference for any study of argumentation, even if it is critical about it. Now, in modal logic, the introduction of the possible worlds semantics has led to a complete paradigm shift, both in tools and new subjects of studies. This is still not fully true for what is going on in argumentation theory. The Dagstuhl workshop led to the first volume of a handbook series in formal argumentation, reflecting the new stage of the development of argumentation theory. [less ▲]

South Georgia Island, the main land outcrop on the South Georgia microcontinent (SGM), is located approximately 1,400 km east of the Falkland Islands and approximately 1,400 km northeast of the northernmost tip of the Antarctic peninsular. The SGM is believed to lie south of the North Scotia Ridge (NSR), which forms the boundary to the South America Plate, while to the south it is bordered by the Scotia Plate (SP). In its sub-Antarctic location, the island is largely covered by mountain glaciers which have been reported to be retreating due to climatic change. Furthermore, during past glaciation periods the island and its shelf area, stretching much of the SGM, have been ice covered as was revealed by scarring of the sub-oceanic topography. Together with ongoing tectonics along the NSR and recent seismicity at the SP boundary, these processes have the ability to produce significant uplift on local to regional scales. With its mid-ocean location in the Southern Atlantic Ocean South Georgia Island is in a key position for the oceanic and geodetic global monitoring networks. As these net-works suffer from a Hemisphere imbalance with the number of stations in the Northern Hemisphere outnumbering those in the Southern Hemisphere, operating these stations to the highest standards is of key scientific value. It is of particular interest to monitor the tide gauge (GLOSS ID 187) at King Edward Point (KEP) for vertical land movements to establish a continuous record of its datum within the Permanent Service for Mean Sea Level (PSMSL), which in turn makes it useful for long-term sea level studies and satellite altimetry calibrations. With the establishment of five GNSS stations on the islands by teams from Luxembourg, the UK and the USA during 2013 to 2015, and the scientific analysis of these data within a global network of stations, it has now become possible to study present-day vertical land movements and their impacts. Furthermore, together with four precise levelling campaigns of the KEP benchmark network in 2013, 2014 and two in 2017, it has also been possible to investigate the very local character of the vertical motions near KEP, i.e. the stability of the jetty upon which the tide gauge is mounted. In this study, we will present the still preliminary results from the GNSS and levelling measurements and will discuss their impact on the sea level record from the KEP tide gauge. Our measurements show that while South Georgia Island and the area around KEP are rising, the jetty and tide gauge are subsiding, leading to a lower magnitude of the observed sea level change than expected from satellite altimetry. In order to improve the agreement between these measurements both local and regional vertical land movements need to be monitored. [less ▲]

Frente al paradigma de que la justicia contractual constituye un bien público, el autor sostiene que se ha generado durante los últimos años un proceso de reivindicación en el cual el arbitraje retorna y viene a reclamar un terreno que le pertenece: la resolución de las controversias comerciales. Las personas han notado las ineficiencias del Poder Judicial y se han dado cuenta de que el arbitraje es una mejor elección. Como muestra de ello, en los contratos comerciales relevantes lo usual es pactar un arbitraje. Hoy en día es difícil hallar un contrato importante que no incorpore una cláusula arbitral. En esa línea resulta curioso que muchas veces se considere al arbitraje como un mecanismo alternativo de resolución de conflictos. Y es que se trata de cualquier cosa menos de un mecanismo alternativo. Para el autor, el arbitraje se ha convertido en el mecanismo natural de resolución de controversias comerciales. Fácticamente es la regla, y como tal no puede ser una alternativa. En el marco de este de proceso de reivindicación espontánea, el autor propone consagrar al arbitraje como la “default jurisdiction” (o jurisdicción por defecto) para todas las controversias de carácter patrimonial. Working with data produced by public sources often encounters several problems: one of the most common is the lack of continuity in the publication of databases. In this regard, the Permanent Household Survey -EPH- of the National Institute of Statistics and Censuses (INDEC) in Argentina is an exception. In fact, this survey has published user databases with information since 1974. However, this has been done in a "non-replicable" way: from changes in the formats of its publication (dbase, .txt, .xls, .sav, etc.) to renaming some variables and recoding their categories, which makes them impractical for continuous use and processing. The lack of an API for the dissemination of information produced by INDEC generates a limit to the information processing capabilities, reducing the users to i) thematic experts with knowledge of how to access sources and ii) media that access information already processed in the form of press releases. This limits the potential value of the enormous work done by the institute, by discouraging its use by users with limited knowledge of the sources, but with data processing capabilities, such as the R community. In turn, certain key indicators presented by the EPH have methodological annexes, but no public implementations that allow the public to make use of the methodology outside the reports prepared by the institute. In this context, the eph package aims to facilitate the work of those users of the Permanent Household Survey - INDEC who wish to process data from it using the programming language R. The library has the following functionalities: i) a unified syntax for downloading, tagging and building datasets with comparable cross-sectional information ii) Implementation of indicator calculation (poverty) using the official methodology Some of its functions are: get_microdata(): Downloads the microdata bases, organize_panels(): Allows to build a panel data pool of the continuous EPH surveys, organize_cno(): Classifies occupations according to the CNO 2001 organize_caes(): Classifies economic activities according to CAES Mercosur 1.0 and CAES Mercosur organize_labels(): Label the bases following the last design map_agglomerates(): Indicator map by agglomerate The package also has other datasets that can be useful for working with the EPH: some dictionaries that contain the coding of geographic variables (such as regions or clusters) or the geographic position (centroids) of the clusters where the survey is conducted.
