This note offers a French point of view on Dallah v. Pakistan. In this case, English courts denied recognition to an ICC arbitral award made in Paris for lack of jurisdiction of the arbitral tribunal over the Government of Pakistan. Although it also briefly discusses the other issues addressed in the judgment, the note focuses on the decision of the English court to assess whether the arbitral tribunal had jurisdiction pursuant to French law despite the fact that the tribunal had reached its decision by application of transnational principles, and that French law also provides that arbitration agreements are not governed by national law, let alone the law of the seat of the arbitration, but rather by transnational principles. The note concludes that the pro-arbitration policy of the New York Convention should have led the English court to take into account French conflict of laws rules. [less ▲]

The boundary at infinity of a quasifuchsian hyperbolic manifold is equiped with a holomorphic quadratic differential. Its horizontal measured foliation $f$ can be interpreted as the natural analog of the measured bending lamination on the boundary of the convex core. This analogy leads to a number of questions. We provide a variation formula for the renormalized volume in terms of the extremal length $\ext(f)$ of $f$, and an upper bound on $\ext(f)$. \par We then describe two extensions of the holomorphic quadratic differential at infinity, both valid in higher dimensions. One is in terms of Poincar\'e-Einstein metrics, the other (specifically for conformally flat structures) of the second fundamental form of a hypersurface in a "constant curvature" space with a degenerate metric, interpreted as the space of horospheres in hyperbolic space. This clarifies a relation between linear Weingarten surfaces in hyperbolic manifolds and Monge-Amp\`ere equations. Most existing symmetric searchable encryption schemes aim at allowing a user to outsource her encrypted data to a cloud server and delegate the latter to search on her behalf. These schemes do not qualify as a secure and scalable solution for the multi-party setting, where users outsource their encrypted data to a cloud server and selectively authorize each other to search. Due to the possibility that the cloud server may collude with some malicious users, it is a challenge to have a secure and scalable multi-party searchable encryption (MPSE) scheme. This is shown by our analysis on the Popa-Zeldovich scheme, which says that an honest user may leak all her search patterns even if she shares only one of her documents with another malicious user. Based on our analysis, we present a new security model for MPSE by considering the worst-case and average-case scenarios, which capture different server-user collusion possibilities. We then propose a MPSE scheme by employing the bilinear property of Type-3 pairings, and prove its security based on the Bilinear Diffie-Hellman Variant (BDHV) and Symmetric eXternal Diffie-Hellman (SXDH) assumptions in the random oracle model.
