The thesis delves into the theoretical underpinnings of the establishment of the powers of national courts to raise pleas of Union consumer law of their own motion and examines the novel dimensions this opens for individual consumer litigation. In an extensive line of case-law the Court of Justice has built the principle of an active court in individual consumer litigation around the concepts of effectiveness of mandatory rules of consumer law and weaker party protection. Such understanding of judicial powers has been formulated, in certain circumstances, independently from the respective national procedural rules. The thesis analyses the question in terms of a Union consumer ex officio doctrine, presents its implications from a civil justice perspective and its important contribution for the effective judicial protection of consumers and Union citizens. This paper studies the ex-ante effects of the implementation of a Non-Contributory Pension (NCP) program in Colombia and Peru. Relying on household survey data, we simulate the transfer’s potential impact on poverty, inequality, fiscal cost, and the probability of affiliation to contributory pensions. Our results show that a NCP reduces poverty and inequality among the elderly, particularly in rural areas, at an arguably limited fiscal cost. Regarding behavioural effects, there is not a large impact on the probability of affiliation to contributory pensions when the program is targeted to the poor, with the exception of Peruvian women. Finally, we also compute some potential effects on the recipient’s labour supply. [less ▲]

Sensor positioning is a fundamental problem in transportation networks, as the location of sensors strongly determines how traffic flows are observable and hence manageable. This paper aims to develop a methodology to determine sensor locations on a network such that an optimal trade-off solution is found between the amount of sensors installed and the resilience of the sensor set. In particular, we propose exact and heuristic solutions for identifying the optimal route sets such that no other route would include any additional information for finding optimal full and partial observability solutions. This is an important contribution to sensor location problems, as route-based link flow inference problems have non-unique solutions, strongly depending on the used link-route information. The properties of the new methodology are analyzed and illustrated through different case studies, and the advantages of the algorithms are quantified both for full and for partial observability solutions. Due to the route sets found by our approach, we are able to find full observability solutions characterized by a small number of sensors, while yet being efficient also in terms of partial observability. We perform validation tests on both small and real-life sized network instances. © 2017 Elsevier Ltd [less ▲]

Internet shopping has been one of the most common online activities, carried out by millions of users every day. As the number of available offers grows, the difficulty in getting the best one among all the shops increases as well. In this paper we propose an integer linear programming (ILP) model and two heuristic solutions, the MinMin algorithm and the cellular processing algorithm, to tackle the Internet shopping optimization problem with delivery costs. The obtained results improve those achieved by the state-of-the-art heuristics, and for small real case scenarios ILP delivers exact solutions in a reasonable amount of time. [less ▲]

Evaluating the entropy production (EP) along a stochastic trajectory requires the knowledge of the system probability distribution, an ensemble quantity notoriously difficult to measure. In this letter, we show that the EP of nonautonomous systems in contact with multiple reservoirs can be expressed solely in terms of physical quantities measurable at the single trajectory level with a suitable preparation of the initial condition. As a result, we identify universal energy and particle fluctuation relations valid for any measurement time. We apply our findings to an electronic junction model which may be used to verify our prediction experimentally. [less ▲]

This paper provides a novel approach to the problem of attitude tracking for a class of almost globally asymptotically stable feedback laws on View the MathML source. The closed-loop systems are solved exactly for the rotation matrices as explicit functions of time, the initial conditions, and the gain parameters of the control laws. The exact solutions provide insight into the transient dynamics of the system and can be used to prove almost global attractiveness of the identity matrix. Applications of these results are found in model predictive control problems where detailed insight into the transient attitude dynamics is utilized to approximately complete a task of secondary importance. Knowledge of the future trajectory of the states can also be used as an alternative to the zero-order hold in systems where the attitude is sampled at discrete time instances. [less ▲]

An exact description of integrable spin chains at finite temperature is provided using an elementary algebraic approach in the complete Hilbert space of the system. We focus on spin chain models that admit a description in terms of free fermions, including paradigmatic examples such as the one-dimensional transverse-field quantum Ising and XY models. The exact partition function is derived and compared with the ubiquitous approximation in which only the positive parity sector of the energy spectrum is considered. Errors stemming from this approximation are identified in the neighborhood of the critical point at low temperatures. We further provide the full counting statistics of a wide class of observables at thermal equilibrium and characterize in detail the thermal distribution of the kink number and transverse magnetization in the transverse-field quantum Ising chain.
