The effects of epithelium removal were studied on the contraction induced by Ca2+ in K(+)-depolarizing solution, and by the calcium ionophore A 23187 in guinea-pig isolated tracheal strips. Epithelium removal reduced the maximal response to Ca2+ in K(+)-depolarizing solution and caused a significant shift to the right of the Ca2+ concentration-response curves. The contraction induced by the calcium ionophore A 23187 (10(-6) M) was also markedly reduced by epithelium removal. These results suggest the occurrence of an epithelium-derived contracting factor. The effects of hexamethonium, atropine, spantide and thiorphan showed that acetylcholine and neurokinins play a minor role in the Ca(2+)-induced contraction. The epithelium-dependent potentiation of the calcium- and of the A 23187-induced contractions was inhibited by an antibody selective for rat calcitonin gene-related peptide (rCGRP alpha). Therefore, CGRP-like immunoreactive material may be part of the epithelium-dependent contracting factor of guinea-pig trachea. Comparison of concentration-response curves for rCGRP alpha in epithelium-free and in intact guinea-pig tracheal strips suggests that an epithelium-dependent contracting factor may be mobilized by CGRP. Considérée parmi les valeurs et principes universels et indivisibles, la démocratie fournit le cadre juste pour l’exercice et la protection des droits humain. C’est ainsi que les Nations Unies adoptent le 15 septembre 1997 la Déclaration universelle sur la démocratie, dont le 10e anniversaire donne lieu la Journée internationale de la démocratie, marquée chaque année depuis 2007, pour sensibiliser à ce sujet les gouvernements et citoyens du monde entier. Depuis 2020, la crise du Covid-19 avec ses défis sociaux, politiques et juridiques majeurs à l'échelle mondiale, ne cesse de mettre la démocratie à l’épreuve en attaquant certains de ses principes constitutifs, notamment la liberté, l’équité, la justice, l’état de droit. Afin de dépasser le stade des hypothèses, il a été décidé de récolter des informations quantitatives (au moyen d'un questionnaire à large échelle) et qualitatives (au travers de focus groups) quant à la façon dont sont perçues et utilisées les Épreuves Standardisées. Le but en est de mieux comprendre comment les différents acteurs concernés (directeurs, inspecteurs, enseignants, élèves et parents) perçoivent le dispositif des Épreuves Standardisées et tiennent compte des informations qui leur sont envoyées en retour (rapport NATIONAL, rapport ECOLE, rapport CLASSE, rapports ELEVE). Une attention particulière est portée à la compréhension et l'usage des rapports mis à disposition ainsi qu'aux éventuelles pistes d'amélioration de l'outil proposées par les acteurs concernés. Le présent document synthétise la phase exploratoire de l'étude qualitative (menée en 2013) en présentant (1) les guides d'entretien utilisés (et leur modification) et (2) une première analyse quant aux contenus développés par les personnes interrogées. Equalization taxes have a number of potential disadvantages and shortcomings, including their negative impact on growth, innovation and productivity, non-neutrality, double taxation, and problems in compliance and administration. However, some also view them as a politically feasible way to address perceived ‘unfairness’ in the territorial allocation of taxing rights in a digitalized economy. In any event, however, there are also certain technical features any such tax should comply with, including, e.g. compliance with international obligations (e.g. EU and tax treaty law), administrative simplicity, and a scope that is not overreaching. This contribution will address the general background of ‘equalization taxes’, the fundamental objections raised against it, and the relevant design features, both on a general level and specifically with regard to the proposal for an EU ‘Digital Services Tax’.
