Depuis le recensement de 2001, la population a augmenté de 72 814 unités pour atteindre, au 1er février 2011, le nombre de 512 353 habitants, ce qui correspond à une croissance annuelle moyenne de 1.5%. L’âge moyen de la population est de 38.7 ans, c’est-à-dire 1.2 an de plus qu’en 2001. Pour re-présenter l’importance relative des différents groupes d’âge, on peut calculer le rapport de dé-pendance des jeunes et le rapport de dépendance des personnes âgées. Le rapport de dépendance des jeunes indique le nombre d’enfants et de jeu-nes entre 0 et 14 ans pour 100 personnes âgées de 15 à 64 ans. Ce rapport a diminué en passant de 28.2% en 2001 à 25.2% en 2011. Le rapport de dé-pendance des personnes âgées indique le nombre de personnes de 65 ans et plus rapporté à 100 per-sonnes ayant entre 15 et 64 ans. Ce rapport a bais-sé légèrement de 20.7% en 2001 à 20.4% en 2011. Toutefois, en termes de structure par âge, il y a des différences régionales et locales assez importantes. Ainsi, l’âge moyen varie de 34.2 à 42.9 ans selon les communes. [less ▲]

OBJECTIVES: The aims of the study were to estimate the prevalence of diabetes in Luxembourg in 2002, to compare it to the prevalence reported in 1991 and to evaluate if prescription attitudes have changed since 1991. METHODS: The prevalence of diabetes was estimated using the drug sales data. The key parameters, total amount of antidiabetic drugs sold in one year and the average daily dose or Prescribed Daily Dose (PDD), have been obtained from the National Social Security Organization and by a standardized questionnaire sent to all general practitioners and all internists and endocrinologists of the country. RESULTS: The PDD was calculated on 2,402 questionnaires on individual diabetic patients. By this mean, the proportion of patients only treated with appropriate diet could also be obtained. Compared to 1991, the total amount of antidiabetic drugs showed a four-fold increase in biguanides tablet prescriptions. A high percentage of combined treatments was found. The prevalence of diabetes in Luxembourg was found to be 3.05% of the total population. CONCLUSIONS: Compared to the status in 1991, prevalence of diabetes increased by 63%, which seems mainly due to type 2 diabetic patients as orally-treated diabetic patients almost doubled (2.11% vs 1.16%). A substantial change in prescriptions for diabetes has occurred, suggesting a positive influence of studies like the United Kingdom Prospective Diabetes Study (UKPDS). [less ▲]

Le présent chapitre donne de premiers éléments sur l’évolution longitudinale des compétences dans les domaines de la compréhension écrite en allemand et des mathématiques. Pour cela, les résultats des tests des cohortes d’élèves des ÉpStan 2010 du grade 3 (cycle 3.1) seront comparés aux performances au grade 9 (5e ou 9e) au cours de l’année 2016. [less ▲]

Cross-organizational collaboration and the exchange of process data are indispensable for many processes in federally organized governments. Conventional IT solutions, such as cross-organizational workflow management systems, address these requirements through centralized process management and architectures. However, such centralization is difficult and often undesirable in federal contexts. One alternative solution that emphasizes decentralized process management and a decentralized architecture is the blockchain solution of Germany’s Federal Office for Migration and Refugees. Here, we investigate the architecture of this solution and examine how it addresses the requirements of federal contexts. We find that the solution’s architecture resembles an improvement and cross-organizational adaption of an old architectural paradigm, the enterprise service bus. [less ▲]

Abstract Nanomechanical properties of amyloid fibrils and nanocrystals depend on their secondary and quaternary structure, and the geometry of intermolecular hydrogen bonds. Advanced imaging methods based on atomic force microscopy (AFM) have unravelled the morphological and mechanical heterogeneity of amyloids, however a full understanding has been hampered by the limited resolution of conventional spectroscopic methods. Here, it is shown that single molecule nanomechanical mapping and infrared nanospectroscopy (AFM-IR) in combination with atomistic modelling enable unravelling at the single aggregate scale of the morphological, nanomechanical, chemical, and structural transition from amyloid fibrils to amyloid microcrystals in the hexapeptides, ILQINS, IFQINS, and TFQINS. Different morphologies have different Young's moduli, within 2?6 GPa, with amyloid fibrils exhibiting lower Young's moduli compared to amyloid microcrystals. The origins of this stiffening are unravelled and related to the increased content of intermolecular ?-sheet and the increased lengthscale of cooperativity following the transition from twisted fibril to flat nanocrystal. Increased stiffness in Young's moduli is correlated with increased density of intermolecular hydrogen bonding and parallel beta-sheet structure, which energetically stabilize crystals over the other polymorphs. These results offer additional evidence for the position of amyloid crystals in the minimum of the protein folding and aggregation landscape. [less ▲]

The domain structure of uniaxial ferroelectric lithium niobate single crystals is investigated using Raman spectroscopy mapping. The influence of doping with magnesium and poling at room temperature is studied by analysing frequency shifts at domain walls and their variations with dopant concentration and annealing conditions. It is shown that defects are stabilized at domain walls and that changes in the defect structures with Mg concentration can be probed by the shift of Raman modes. The chapter discusses the emergence of EU administrative law and its change over time. It maps its evolution along three main axes, concerning the internal dynamics between EU and national components, its functional objectives and legitimacy foundations. The chapter, therefore, tells a story of EU administrative law as one of advances and unresolved issues, of achievements and failures in the clarification of its regulatory project. In particular, the systemic effects of administrative convergence brought about over the years remain unstable, while the constant evolution of the forms of administrative action challenges the functions of EU administrative law of power-establishing and power-checking, and the tension between the legitimacy foundations of EU administrative law continues to cause unease. Young's (2015) recent paper on the 'evolution of Internet addiction' featured very little European research, and did not consider the main international evidence that has contributed to our current knowledge about the conceptualization, epidemiology, etiology, and course of Internet-related disorders. This short commentary paper elaborates on important literature omitted by Young that the present authors believe may be of use to researchers. In a recent paper, [Cabral, L. M. B. and J. Mata, 2003, American Economic Review, 93, 1075–1090] using Portuguese manufacturing data have shown for the first time that the plant size distribution is significantly right-skewed at the early part of the life cycle and then changes to become more log-normal. Using a similar proxy for plant age we compare this stylised fact for both Luxembourg manufacturing and services. Use of plants’ true age, however, reveals that the size distribution reverses back towards right-skewness for very old plants. We present new general methods to obtain shift representation of evolution semigroups defined on Banach spaces. We introduce the notion of time operator associated with a generalized shift on a Banach space and give some conditions under which time operators can be defined on an arbitrary Banach space. We also tackle the problem of scaling of time operators and obtain a general result about the existence of time operators on Banach spaces satisfying some geometric conditions. The last part of the paper contains some examples of explicit constructions of time operators on function spaces. [less ▲]
