[more ▼] The installation of internal insulation systems within the scope of refurbishment changes the hygrothermal behaviour of the existing masonry of a building in the long term. The internal insulation layer reduces the temperature of the masonry during the heating period and considerably reduces the drying potential. If the moisture content is too high due to the absorption of driving rain from the outside and moisture from the interior climate, the masonry may be permanently damaged and mould may form. The proof of function can be achieved by hygrothermal simulations. These simulations require the input of sensitive boundary conditions and different material parameters. In order to obtain precise simulation results, these input values should be validated by building physics measurements. In order to be able to better assess the simulation parameters, various physical measurements for the preparation of a field test for interior insulation systems in a conference room were carried out on behalf of the administration of the bâtiments publics at the University of Luxembourg as part of the research project "Possibilities and limitations of interior insulation in the renovation of public buildings in Luxembourg". [more ▼] Sous l’impulsion du processus de Bologne, les établissements de l'Espace Européen de l'Enseignement Supérieur mettent en place des systèmes Qualité. Des référentiels d'évaluation communs et des guides visent, au nom du processus d'harmonisation, à diffuser les "bonnes pratiques" dans tous les pays participants. Les universités sont sommées d'être productives et d'adopter une gestion rationnelle de l'ensemble de leurs ressources. Ainsi, les programmes sont généralement évalués a posteriori à l'aide d'indicateurs de performance comme les taux de réussite aux examens ou d'insertion professionnelle des diplômés, et la pratique généralisée du benchmarking tend à favoriser l'utilisation de ces statistiques descriptives pour effectuer des comparaisons puis des classements nationaux et internationaux (Shanghai, Times Higher Education). Cependant, certains enseignants et chercheurs souhaitent, dans une perspective holistique, considérer également le bien-être et le développement personnel des étudiants. Le dispositif SQALES, testé auprès d'un échantillon de 282 étudiants belges, luxembourgeois et roumains, propose une approche de l'évaluation novatrice reposant sur de la perception qu'ont les étudiants de leurs compétences relatives à l'employabilité (échelle CRE), de leur santé psychologique (GHQ12) et de leur sentiment d'appartenance à la vie étudiante (échelle d'Identité Sociale d'Etudiant, ISE). Cette évaluation-conseil s'appuie sur une démarche compréhensive qui tient compte du contexte local et implique les bénéficiaires en tant que partenaires du processus décisionnel. Réalisée en cours de cursus, elle permet de prendre en compte "en temps réel" les difficultés rencontrées par les apprenants et d'adapter les curricula à leurs besoins, lesquels évoluent au fil de la formation, en fonction de leur construction identitaire. L'évaluateur n'agit pas en juge, mais encourage la réflexivité des acteurs et des institutions. La recherche d'un consensus concernant les ajustements à réaliser permet de réduire l'écart entre les besoins ressentis et les dispositions prises, décisions dont elle permet d'obtenir une meilleure tolérance et une mise en œuvre facilitée. In a second Chapter we develop a general typology of qualitative preference scales between between ordinal and cardinal; from non gradual, non metrifyable, partially gradual, gradual, metrifyable, metric extensive to additive, additive-archemidian and measurable scales. The typology is based on the subjective degree of indeterminateness of the numerical representation of the performance contrasts. In a third Chapter we finally define a typology of subjective outranking situations: elementary, intensive or extensive; based on the corresponding underlying type of the preference measurement scale. [more ▼] When employing observations from multiple Global Navigation Satellite System (GNSS) the performance of real-time (RT) GNSS meteorology can be improved. In this paper, we describe an operational RT system for extracting zenith tropospheric delay (ZTD) using a modified version of the PPP-wizard. Multi-GNSS, including GPS, GLONASS and Galileo, observation streams are processed using a RT PPP strategy based on RT satellite orbit/clock products from CNES. A continuous experiment for 30 days is conducted, in which the RT observation streams of 20 globally distributed stations are processed. The initialization time and accuracy of the RT troposphere products using single/multi-system observations are evaluated. The effect of RT PPP ambiguity resolution is also evaluated. The results reveal that the RT troposphere products based on single system observations can fulfill the requirements of meteorological application, in which the GPS-only solution is better than the GLONASS-only solution in both initialization and accuracy. The performance can also be improved by applying RT PPP ambiguity resolution and utilizing multi-GNSS observations. Specifically, we notice that the ambiguity resolution is more effective in improving the accuracy, whereas the initialization process can be better accelerated by multi-GNSS observations. Combining all systems, RT troposphere products with an average accuracy of about 8 mm in ZTD can be achieved after an initialization process of approximately 9 minutes, which supports the application of multi-GNSS observations and ambiguity resolution for RT meteorological applications.
