[more ▼] Collecting data from a large number of agents scattered over a region of interest is becoming an increasingly appealing paradigm to feed big data archives that lay the ground for a vast array of applications. Vehicular Floating Car Data (FCD) collection is a major representative of this paradigm. Massive data collection from floating vehicles is the key to Intelligent Transportation Systems. We address the design and performance evaluation of a data collection protocol for the use case of periodic data collection. We target robustness, optimizing the amount of data and the value of the collection period, keeping in mind the goals of autonomous node operation and minimal coordination effort. From a system point of view, we believe that best solutions should jointly exploit the Long Term Evolution (LTE) cellular access network and the Dedicated Short-Range Communication (DSRC) based Vehicular Ad Hoc Network (VANET). Through a detailed comparative analysis, we show that such a hybrid approach offers superior performance, especially as for offloading the cellular radio access. A lightweight signaling procedure is designed, based on the DSRC VANET, which is able to avoid most of the duplicated data records, even if a distributed operation approach is pursued. The impact of the proposed protocol on the VANET load is evaluated and proved to be quite small, so that it does not interfere with other VANET-specific messages. Using evidence from studies from around the world, it argues that institutional factors, including regime type, constitutional and parliamentary rules, and party systems, affect ministerial durability. Personal ministerial characteristics, such as gender, education and age, also affect durability. It examines future avenues of research in this field. Mit der Unterzeichnung der Kopenhagener Erklärung nur drei Jahre später entschlossen sich die Nationalstaaten, auch im Bereich der beruflichen Bildung stärker zusammenzuarbeiten. Vor allem soll die nationale wie internationale Vergleichbarkeit von Bildungsabschlüssen verbessert werden. Beide Prozesse zielen darauf ab, Durchlässigkeit zwischen den organisatorischen Feldern berufliche Bildung und Hochschulbildung zu erhöhen, und zwar mit Hilfe von gemeinsam entwi- ckelten Standards wie dem Europäischen und Nationalen Qualifikationsrahmen, einem System zur Validierung und Anerkennung unterschiedlicher Lernformen, der Ermöglichung flexibler Bildungswege und der Einführung von Kreditpunkte- systemen (Powell/Solga 2008, 2010, 2011). [more ▼] This paper evaluates whether immigration can mitigate the Dutch disease effects associated with booms in natural resource sectors. We derive predicted changes in the size of the non-tradable sector from a small general-equilibrium model `a la Obstfeld-Rogoff. Using data for Canadian provinces, we find evidence that aggregate immigration mitigates the increase in the size of the non-tradable sector in booming regions. The mitigation effect is due mostly to interprovincial migration and temporary foreign workers. There is no evidence of such an effect for permanent international immigration. Interprovincial migration also results in a spreading effect of Dutch disease from booming to non-booming provinces. [more ▼] In 1939, Boonstra was the first to base the tip bearing capacity of foundation piles on the CPT cone resistance. Since then, many engineers and scientists have proposed improved design methods for the bearing capacity of foundation piles, such as the Dutch Koppejan method. This method holds a mistake in the qc-averaging method. Its tip resistance is based on the cone resistance of an assumed zone between 8D above the tip and 4D below the tip, while several researchers show that this should be in a zone between 2D above the tip and 8D below the tip. In the Netherlands, Belgium and France a field test has been performed indicating that the currently used design method in the Netherlands (the Koppejan Method) was about 30% too high for the tip resistance. This, and also the current qc-averaging method, conflict with the findings of Boonstra, Plantema, Huizinga and White & Bolton. Besides, in the field test, the residual stresses in the piles after installation were completely ignored, in fact, not even measured. Nevertheless, the Dutch Norm Commission Geo-Engineering decided to reduce the bearing capacity of foundation piles in the Netherlands, unless other field tests prove otherwise. Since this reduction is very drastic and since no serious problems due to the use of the unreduced bearing capacity were recorded, the geotechnical contracting company Funderingstechnieken Verstraeten BV has performed field tests on six Fundex piles, and asked the engineering company BMNED to assist with these tests and the design. The aim was to prove that, at least for Fundex piles, a reduction of 30% is too much. The Fundex Pile Tests in Terneuzen show that, especially for the grouted Fundex piles, the pile type factor should not be reduced in combination with the current qc-averaging method. But in what way do Dutch journalists actual- ly use computer-aided research tools? This article provides an inventory of the ways journalists use digital (re)sources and explores the differences between experts and novices. We applied a combined methodological approach by conducting an ethno- graphic study as well as a survey. Results show that Dutch journalists use relatively few digital tools to find online information. However, journalists who can be conside- red experts in the field of information retrieval use a wider range of search engines and techniques, arrive quicker at the angle to their story, and are better at finding information related to this angle. This allows them to spend more time on writing their news story. Novices are more dependent on the information provided by others. [more ▼] ABSTRACT - In August 2003, after a once in a twenty years dry summer, one of the dykes along a canal in The Netherlands failed at night. Because of this dyke breach, the water in the canal started to run into a housing quarter of the village Wilnis, which is about 30 km Southeast of Amsterdam. Like many other small dykes in The Netherlands, the complete dyke in Wilnis consists of peat. Since peat has a relatively low unit weight, a peat dyke has a higher risk of being pushed aside by water pressure than sand or clay dykes. Peat also has a much higher water content than clay and sand, which makes it more vulnerable to drought. When the stability of this dyke is checked, it becomes clear that failure of the dyke was a realistic threat. The dyke was far too light and the drought reduced this weight even a little bit more, which caused the failure. RÉSUMÉ – En août 2003, après une période de sècheresse bidécennale, une des digues le long d’un canal aux Pays-Bas a rompu durant une nuit. A cause de la rupture de cette digue, un quartier du village de Wilnis situé á 30 km au sud-est d’Amsterdam a été inondé. Comme beaucoup des petites digues aux Pays-Bas, cette digue est entièrement constituée de tourbe. Puisque la tourbe est très légère, une digue constituée de ce matériau a un risque plus important de glisser par rapport á une digue en sable ou en argile. De plus, la teneur en eau de la tourbe est beaucoup plus grande que pour un sable ou une argile ce qui la rend plus vulnérable au séchage. Si la stabilité de cette digue est contrôlée, il est clair que le risque de rupture de cette digue était très sérieux. Elle était beaucoup trop légère et la sècheresse a diminué un peu plus le poids ce qui a causé la rupture. [more ▼] The Chinese diaspora in the Netherlands is undergoing a dramatic diversification since the 1990s. This is manifested sociolinguistically in a shift from Cantonese and traditional character script to Mandarin and simplified characters as default registers of Chinese. Young people of Chinese heritage critically respond to and (re-) position themselves against these changes. This paper explores their identity work and language identifications and adopts a view from digital media to this end. Such a view provides insight into the unstable and shifting conditions and contexts of being, speaking and learning Chinese in the diaspora. Theoretically the paper builds on a view of language as practice, translanguaging, repertoires and linguistic citizenship, and revisits Heinz Kloss' notion of “ausbau” as a concept in language policy and planning. Applied to both language and identity, the revisited notion of ausbau is meant to capture the tension between language/identity as an individual, biographic project involving personal investment and planning, and language/identity as a social, historical project sponsored by nations and states (such as the PRC). In the discussion threads that are presented and analysed, both of these poles provoke critical reflection and stancetaking: critique and resistance to the hegemonic power of the PRC's language ausbau, and self-critique in the form of self-depreciating evaluation of personally accomplished language ausbau. This contribution draws on a recently completed two-year ethnographic study in and around a Chinese complementary school in the Netherlands as part of a larger funded project investigating discourses of inheritance and identities in four multilingual European settings. The article further examines the tools developed and the emergence of the duty of care as a principle conferring individual rights in various procedural contexts. It describes how the duty of care has become a central link between on the one hand, a separation of powers-inspired respect for discretion of the institutions and bodies of the EU and, on the other hand, ensuring a rule of law based effective review of the legality of acts – a central feature in the EU specific approach to developing proportionality.
