La plupart des enfants d’aujourd’hui fréquentent plusieurs institutions éducatives en dehors de la famille. Au Luxembourg, il s’agit d’abord de la maison relais qui est destinée à prendre le relais entre l’école et la famille dans le but de permettre aux parents à mieux concilier la vie professionnelle et la vie familiale. Ensuite, d’autres institutions éducatives s’ajoutent à la prise en charge de l’enfant, notamment en cas de difficultés d’apprentissage qui nécessitent une prise en charge professionnelle extrascolaire ou en cas de difficultés liées au parent qui sera accompagné par un service d’assistance en famille et de soutien à la parentalité. L’Université du Luxembourg offre avec son Bachelor en Sciences de l’Education la formation des enseignants ainsi qu’avec son Bachelor en Sciences Sociales et Educatives la formation des travailleurs sociaux. Dans le but d’approcher les deux formations sur leurs points communs et leurs similitudes, nous constatons de plus en plus l’importance de ces liens. Les liens entre les deux formations réfèrent aux liens professionnels ultérieurs, primordiaux pour la co-éducation école-famille-communauté. Dans le cours universitaire « relations école-famille », nous avons mené une première expérience en automne 2016 avec les futurs enseignants en intégrant les autres institutions éducatives dans les relations école-famille afin de sensibiliser les futurs enseignants aux enfants et familles en difficulté. Pour finir, cette expérience dans la formation universitaire est confrontée aux conceptions de réflexion et d’attitude professionnelle de ces professions relationnelles. [less ▲]

Network-wide traffic control policies determine the optimal values for the different kinds of controllers equipped on a transportation network, with the objective of reducing de- lays and congestion, improving safety and reaching a target Level of Service. While models and algorithms for these problems have been extensively studied in literature, little at- tention has been devoted to investigating whether/how different locations, kinds (pricing controllers, traffic lights, ...) and amounts of controllers in a network affect the overall performance of network-wide schemes. In this work, we adapt the control-theoretical approach of controllability of complex networks to the specific instance of transportation networks, considering both propaga- tion/spillback dynamics and users’ behavior in terms of route choice. Thanks to the newly developed methodology, we then provide exact solutions to the Full Controllability Pric- ing Controller Location Problem for transportation networks. Comparing different pricing controller location policies through two artificial test cases, we empirically demonstrate how indeed the amount and kind of controllers in a network strongly affect the level of performance reachable by network-wide control policies, specifically in terms of Total Cost minimization. The paper considers ‘octroyed’, ‘conceded’ or ‘granted’ constitutions of 19th century Europe whose common roots are to be found in the French ‘Charte constitutionnelle’ of 1814. These Charters stem from a paternalistic process of domestic constitution-making engaged unilaterally by a monarch possessing the de facto constituent power and exercising it without the direct involvement of a body representing the people. Such octroyed constitutions, which are of course to be opposed to democratically established ones, show nevertheless a number of specific characteristics which distinguish them also from ‘imposed constitutions’ in the usual sense. The expression ‘constitutional octroy’ should not be used as a synonym for any process leading to an ‘imposed Constitution’. The contribution aims to develop and to validate or invalidate the value of a series of distinctive criteria and possible elements of a definition of ‘octroyed’ or ‘granted’ constitutions in order to underline their specificity. In this paper, we propose a system for abnormal motion detection using 3D skeleton information, where the abnormal motion is not known a priori. To that end, we present a curve-based representation of a sequence, based on few joints of a 3D skeleton, and a deformation-based distance function. We further introduce a time-variation model that is specifically designed for assessing the quality of a motion; we refer to a distance function that is based on such a model as~\emph{motion quality distance}. The overall advantages of the proposed approach are 1) lower dimensional yet representative sequence representation and 2) a distance function that emphasizes time variation, the motion quality distance, which is a particularly important property for quality assessment. We validate our approach using a publicly available dataset, SPHERE-StairCase2014 dataset. Qualitative and quantitative results show promising performance. [less ▲]

Is the current corporate tax system fit for the digitalized economy? The 2018 interim report of the OECD and the proposals of the European Commission on the introduction of significant digital presence and a digital services tax give new insights into policymakers’ perception of ‘value creation’ and income generation in digitalized business models. Although the right way to tax digitalized business models seems disputed with regard to the diverging outcomes of the OECD’s and European Commission’s work so far, it seems to be of common understanding that user data are susceptible of establishing a taxable nexus. In a first step, this article aims at analysing how the collection and processing of user data may create such genuine link between an income generating activity and a state territory enabling this state to exercise its taxing right. In that respect, the concept of value creation, a driving concept in the discussion on how to tax digitalized businesses, is critically reviewed and an attempt to understand its real meaning is presented. In a second step, the article analyses to which extent the long- and short-term proposals of the European Commission reflect such data-driven (taxable) value creation, critically highlighting their main characteristics and flaws. In Luxemburg erreichen viele Jugendliche ein gutes Lesekompetenzniveau nicht nur in einer, sondern gleich in zwei Sprachen. Allerdings wird wiederholt darauf hingewiesen, dass die Lesekompetenzen in Luxemburg stark mit dem familiären Hintergrund der Schülerinnen und Schüler zusammenhängen. Die vorliegende Studie soll jedoch über die Darstellung der Zusammenhänge zwischen den Deutsch- und Französisch-Lesekompetenzen und Einflussfaktoren wie sozio-ökonomischem Hintergrund, Migrationsstatus und Muttersprache hinausgehen. In der Tat stellt sich die Frage, ob es Faktoren gibt, die sich positiv auf das Lesekompetenzniveau der Schülerinnen und Schüler auswirken und auf die sie – anders als bei diesen mittlerweile gut belegten Faktoren – selbst Einfluss nehmen können? Das Leseverhalten Jugendlicher stellt hierfür einen naheliegenden Ansatzpunkt dar. Somit wurden die Schülerinnen und Schüler während der ÉpStan 2016 nicht nur zu ihrem familiären, schulischen und persönlichen Hintergrund befragt, sondern erstmals auch zu ihrem außerschulischen Leseverhalten. Hierbei wurde erfasst, wie häufig sie in ihrer Freizeit Texte unterschiedlicher Art (z. B. Erzählungen, Sachtexte, Zeitungsartikel, Foreneinträge oder Emails) lesen, und in welchen Sprachen sie dies tun. Mittels verschiedener Regressionsanalysen wurde der familiäre Hintergrund der Jugendlichen, ihr Leseverhalten, sowie ihr Lesekompetenzniveau im Deutschen und Französischen zueinander in Bezug gesetzt. Die aus diesen Analysen hervorgehenden Ergebnisse belegen eindrücklich, dass neben dem familiären Hintergrund auch die Lesehäufigkeit und die Sprache, in der die Schülerinnen und Schüler üblicherweise lesen, von Bedeutung für das erreichte Lesekompetenzniveau sind. Darüber hinaus haben insbesondere die Textsorten, mit denen sich die Jugendlichen in ihrer Freizeit auseinandersetzen, entscheidenden Einfluss auf ihre Deutsch- und ihre Französisch-Lesekompetenz. Insbesondere die Häufigkeit, mit der Jugendliche angeben, narrative Texte (wie Geschichten, Romane oder Erzählungen) zu lesen, steht deutlich in positivem Zusammenhang mit ihrer Lesekompetenz in beiden Sprachen. Der Vortrag schließt mit einer Diskussion bezüglich der außerordentlich hohen Attraktivität von digitalen Textsorten bei Kindern und Jugendlichen, und den Möglichkeiten, diese Vielfalt an primär kommunikativ bzw. interaktiv ausgerichteten Lesematerialien als lebensnahe, pädagogische „Sprungbretter“ zu nutzen, mit deren Hilfe zukünftige Leserinnen und Leser an zunehmend komplexere Texte herangeführt werden könnten. An international research team jointly conceived an item development model which was used to develop a new test instrument to measure the technology literacy of secondary school students. This tool was used to assess the literacy skills of 270 pupils from Germany, Switzerland, Luxembourg, the Netherlands and England. The results show that 13 to 16 year old students display a poorly developed technology literacy level only. 25 per cent of the items on average were incorrectly answered with a high certainty sentiment, which suggests, that students do not only lack relevant knowledge in the field of technology but in addition also hold a rela-tively high number of strongly built misconceptions. Interestingly, there are no major differences between countries and gender. [less ▲]

SHA-512 is a member of the SHA-2 family of cryptographic hash algorithms that is based on a Davies-Mayer compression function operating on eight 64-bit words to produce a 512-bit digest. It provides strong resistance to collision and preimage attacks, and is assumed to remain secure in the dawning era of quantum computers. However, the compression function of SHA-512 is challenging to implement on small 8 and 16-bit microcontrollers because of their limited register space and the fact that 64-bit rotations are generally slow on such devices. In this paper, we present the first highly-optimized Assembler implementation of SHA-512 for the ATmega family of 8-bit AVR microcontrollers. We introduce a special optimization technique for the compression function based on a duplication of the eight working variables so that they can be more efficiently loaded from RAM via the indirect addressing mode with displacement (using the ldd and std instruction). In this way, we were able to achieve high performance without unrolling the main loop of the compression function, thereby keeping the code size small. When executed on an 8-bit AVR ATmega128 microcontroller, the compression function takes slightly less than 60k clock cycles, which corresponds to a compression rate of roughly 467 cycles per byte. The binary code size of the full SHA-512 implementation providing a standard Init-Update-Final (IUF) interface amounts to approximately 3.5 kB. [less ▲]

The size and form of cities influence their social and environmental impacts. Whether cities have the same form irrespective of their size is still an open question. We analyse the profile of artificial land and population density, with respect to the distance to their main centre, for the 300 largest European cities. Our analysis combines the GMES/Copernicus Urban Atlas 2006 land use database at 5 m resolution for 300 larger urban zones with more than 100,000 inhabitants and the Geostat population grid at 1 km resolution. We find a remarkable constancy of radial profiles across city sizes. Artificial land profiles scale in the two horizontal dimensions with the square root of city population, while population density profiles scale in three dimensions with its cube root. In short, cities of different size are homothetic in terms of land use and population density, which challenges the idea that larger cities are more parsimonious in the use of land per capita. While earlier literature documented the scaling of average densities (total surface and population) with city size, we document the scaling of the whole radial distance profile with city size, thus liaising intra-urban radial analysis and systems of cities. Our findings also yield homogenous spatial definitions of cities, from which we can re-question urban scaling laws and Zipf’s law for cities. [less ▲]

Adolescents can be at risk for the development of mental health symptoms which can be exacerbated by emotion regulation problems. Hence, empirically validated tools to assess emotion regulation among adolescents in experimental settings are needed, but so far potential differences between already existing frustration inducing tasks are not well understood. The aim of the present study was thus to compare the efficacy of two non-verbal distress tolerance tasks – the Behavioural Indicator of Resiliency to Distress (BIRD, Lejuez et al.), and the Mirror Tracing Persistence Task (MPTP; Strong et al., 2003), in inducing frustration in a sample of 72 adolescents between the ages of 11 and 16. Adolescents’ subjective, physiological and behavioural emotion responses were assessed via self-report (PANAS-C; Laurent et al., 1999), heart rate monitoring and persistence on the task respectively, and associated with their self-reported emotion regulation difficulties (DERS-SF, Gullone & Taffe, 2012) as well as strategy use during the task (ERQ-state; Egloff et al., 2006). Both tasks were found to be subjectively frustrating, as evidenced by significant differences between pre- and post- reported negative affect. Beyond the similar self-reported psychological distress for both tasks, stronger negative physiological and behavioural reactions were however found for the BIRD task with higher heart rates as well as a tendency towards a shorter persistence on this task. The emotional responses were found to be correlated with adolescents reported difficulties, above all with their reported impulsiveness. Adolescents’ strategy use of reappraisal and suppression did not differ between tasks. Due to the similar self-reported negative affect after both tasks, these findings validate the use of both tasks in an adolescent population. In addition, they highlight potential differences between tasks in terms of emotion responses. These discrepancies should be taken into account in further studies due to their implications for the interpretation of findings. [less ▲]
