Despite of the known gap from the Shannon's capacity, several standards are still employing QAM or star shape constellations, mainly due to the existing low complexity detectors. In this paper, we investigate the low complexity detection for a family of QAM isomorphic constellations. These constellations are known to perform very close to the peak-power limited capacity, outperforming the DVB-S2X standard constellations. The proposed strategy is to first remap the received signals to the QAM constellation using the existing isomorphism and then break the log likelihood ratio computations to two one dimensional PAM constellations. Gains larger than 0.6 dB with respect to QAM can be obtained over the peak power limited channels without any increase in detection complexity. Our scheme also provides a systematic way to design constellations with low complexity one dimensional detectors. Several open problems are discussed at the end of the paper. [less ▲]

The EU increasingly uses non-binding agreements as part of its response to the ongoing migration crisis. The preparation and implementation of such agreements are conducted in imprecise circumstances in terms of institutional responsibilities and they are subject to limited, if any, parliamentary control and judicial review. Taking the topical Afghanistan–EU Joint Way Forward as a focus point, this article raises the question whether the increasing recourse to non-binding instruments may be interpreted as a way of circumventing the constitutional allocation of powers to and within the EU. It highlights substantial issues related to the protection of fundamental rights and the allocation of the EU's financial resources stemming from the Joint Way Forward. It shows a number of legal drawbacks to this trend of using such non-binding instruments and argues in favour of more transparency and procedural clarity in their negotiation and implementation. Sequencing-based analyses of low-biomass samples are known to be prone to misinterpretation due to the potential presence of contaminating molecules derived from laboratory reagents and environments. Due to its inherent instability, contamination with RNA is usually considered to be unlikely. Here we report the presence of small RNA (sRNA) contaminants in widely used microRNA extraction kits and means for their depletion. Sequencing of sRNAs extracted from human plasma samples was performed and significant levels of non-human (exogenous) sequences were detected. The source of the most abundant of these sequences could be traced to the microRNA extraction columns by qPCR-based analysis of laboratory reagents. The presence of artefactual sequences originating from the confirmed contaminants were furthermore replicated in a range of published datasets. To avoid artefacts in future experiments, several protocols for the removal of the contaminants were elaborated, minimal amounts of starting material for artefact-free analyses were defined, and the reduction of contaminant levels for identification of bona fide sequences using 'ultra-clean' extraction kits was confirmed. In conclusion, this is the first report of the presence of RNA molecules as contaminants in laboratory reagents. The described protocols should be applied in the future to avoid confounding sRNA studies. [less ▲]

Time-series of high throughput gene sequencing data intended for gene regulatory network (GRN) inference are often short due to the high costs of sampling cell systems. Moreover, experimentalists lack a set of quantitative guidelines that prescribe the minimal number of samples required to infer a reliable GRN model. We study the temporal resolution of data vs.quality of GRN inference in order to ultimately overcome this deficit. The evolution of a Markovian jump process model for the Ras/cAMP/PKA pathway of proteins and metabolites in the G1 phase of the Saccharomyces cerevisiae cell cycle is sampled at a number of different rates. For each time-series we infer a linear regression model of the GRN using the LASSO method. The inferred network topology is evaluated in terms of the area under the precision-recall curve (AUPR). By plotting the AUPR against the number of samples, we show that the trade-off has a, roughly speaking, sigmoid shape. An optimal number of samples corresponds to values on the ridge of the sigmoid. Developing traffic control strategies taking explicitly into account the route choice behavior of users has been widely recognized irregularities in the solution space shape, such as non-convexity and non-smoothness. In this work, we propose an extended as a very challenging problem. Furthermore, the inclusion of user behavior in optimization based control schemes introduces strong decomposition scheme for the anticipatory traffic control problem, based upon our previous contributions, which aims at i) reducing irregularities in the solution space shape, such as non-convexity and non-smoothness. In May 2018, the EU Data Protection Reform became applicable. In particular the General Data Protection Regulation (EU) 2016/679 (GDPR), which repealed Directive 95/46/EC on 25 May 2018 attracted much attention, albeit resembling its predecessor. Alongside the GDPR, the Reform encompassed a Directive (EU) 2016/680 establishing rules for the protection of individuals with regard to the processing of personal data by competent authorities for purposes of law enforcement (LED). The LED put forth great achievements in areas that had previously not been regulated by EU law. Therefore, the LED constitutes a major step forward in establishing a comprehensive EU data protection regime, as the first horizontal and legally binding instrument laying down the rules for national and cross-border processing of personal data in the area of law enforcement. Although the LED received way less attention than the GDPR, two main objectives of the Directive are too important to be neglected: the increased level of fundamental rights protection in the area of police and criminal justice, and the improved sharing of personal data between the Member States, as they will be able to rely on uniform data protection rules. The LED is a modern instrument, designed for the processing of personal data by Law Enforcement Authorities (LEAs) in the Digital Age, which is why there is no doubt that instruments such as the Directive are rapidly gaining in importance and visibility: firstly, an increased number of criminal acts is being committed online or with the help of online tools. Perpetrators of crime leave digital traces that may support LEAs in their tasks of crime prevention, detection, investigation and prosecution. Secondly, as perpetrators are becoming more tech-savvy, LEAs turned to new investigative techniques, including big data analytics. The term big data police technologies may include predictive systems that identify people or places suspected of crime, surveillance systems to monitor at-risk areas and search systems to mine data for investigative clues or to develop intelligence nets of helpful data for groups or across communities. Thirdly, EU rules on the processing of personal data by LEAs are undergoing consolidation, with the LED acting as a locomotive. The rules of the LED, which had to be transposed into the national laws of all 28 Member States and the four Schengen Area States (Norway, Iceland, Switzerland and Lichtenstein) by 6 May 2018, benefited from the attention given to the GDPR, as some of the Regulation’s solutions could simply be taken over. However, a number of provisions were developed specifically for the LED. This Article will give a general overview of the LED structure, its scope and briefly present the ten chapters. The second part of the Article will address four distinct features enshrined in the LED, focussing on automated individual decision-making (Article 11), the indirect exercise of data subject rights (Article 17), the obligation for competent authorities to keep logs (Article 25) and the provisions on international transfers (Articles 35-39). It will thereby critically assess the articles and point to both similarities and differences with regard to the GDPR. [less ▲]

General and versatile results are established regarding the limit behavior of the partial-sum process of ARMAX residuals. Illustrations include ARMA with seasonal dummies, misspecified ARMAX models with autocorrelated errors, nonlinear ARMAX models, ARMA with a structural break, a wide range of ARMAX models with infinite-variance errors, weak GARCH models and the consistency of kernel estimation of the density of ARMAX errors. Value-added (VA) modelling aims to quantify the effect of pedagogical actions on students’ achievement, independent of students’ backgrounds (e.g., [1]); in other words, VA strives to model the added value of teaching. VA is typically used for teacher and/or school accountability (e.g., [2]). Although, VA models have gained popularity in recent years—a substantial increase of publications is to be observed over the last decade—, there is no consensus on how to calculate VA, nor is there a consensus whether and which covariates should be included in the statistical models (e.g., [3]). The aim of the present study is to conduct a to date non-existent integrative review on VA modelling in primary and secondary education. Starting with an exhaustive literature research in the ERIC, Scopus, PsycINFO, and Psyndex databases, we reviewed and thoroughly classified 674 VA publications from 32 different countries. Half of the studies investigated VA models at teacher level; the remaining looked at school or principal level. 370 studies used empirical data to calculate VA models. Most of these studies explained their covariates, but approximately 15% did not specify the model. Most studies used prior achievement as a covariate, but cognitive and/or motivational student data were almost never taken into consideration. Moreover, most of the studies did not adjust for methodological issues such as missing data or measurement error. To conclude, given the high relevance of VA—it is primarily used for high-stakes decisions— more transparency, rigor and consensus are needed, especially concerning methodological details. This paper investigates the problem of the interference among multiple simultaneous transmissions in the downlink channel of a multi-antenna wireless system. A symbol-level precoding scheme is considered, in order to exploit the multi-user interference and transform it into useful power at the receiver side, through a joint utilization of the data information and the channel state information. In this context, this paper presents novel strategies which exploit the potential of symbol-level precoding to control the per-antenna instantaneous transmit power. In particular, the power peaks amongst the transmitting antennas and the instantaneous power imbalances across the different transmitted streams are minimized. These objectives are particularly relevant with respect to the non-linear amplitude and phase distortions induced by the per-antenna amplifiers, which are important sources of performance degradation in practical systems. More specifically, this work proposes two different symbol-level precoding approaches. A first approach performs a weighted per-antenna power minimization, under Quality-of-Service constraints and under a lower bound constraint on the per-antenna transmit power. A second strategy performs a minimization of the spatial peak-to-average power ratio, evaluated amongst the transmitting antennas. Numerical results are presented in a comparative fashion to show the effectiveness of the proposed techniques, which outperform the state of the art symbol-level precoding schemes in terms of spatial peak-to-average power ratio, spatial dynamic range, and symbol-error-rate over non-linear channels. Robotic software development frameworks lack a possibility to present,validate and generate qualitative complex human robot interactions and robot de-velopers are mostly left with unclear informal project specifications. The devel-opment of a human-robot interaction is a complex task and involves different ex-perts, for example, the need for human-robot interaction (HRI) specialists, whoknow about the psychological impact of the robot’s movements during the in-teraction in order to design the best possible user experience. In this paper, wepresent a new project that aims to provide exactly this. Focusing on the interac-tion flow and movements of a robot for human-robot interactions we aim to pro-vide a set of modelling languages for human-robot interaction which serves as acommon, more formal, discussion point between the different stakeholders. Thisis a new project and the main topics of this publication are the scenario descrip-tion, the analysis of the different stakeholders, our experience as robot applicationdevelopers for our partner, as well as the future work we plan to achieve.
