We introduce symplectic structures on “Lie pairs” of (real or complex) Lie algebroids as studied by Chen et al. (From Atiyah classes to homotopy Leibniz algebras. arXiv:1204.1075, 2012), encompassing homogeneous symplectic spaces, symplectic manifolds with a g-action, and holomorphic symplectic manifolds. We show that to each such symplectic Lie pair are associated Rozansky–Witten-type invariants of three-manifolds and knots, given respectively by weight systems on trivalent and chord diagrams. This paper proposes an H-infinity dynamic observer (DO) for a class of linear time invariant (LTI) systems in the presence of disturbances. It generalizes the existing results on the proportional observer (PO), the proportional integral observer (PIO) and the DO. The design method is derived from a new formulation of linear matrix inequality (LMI), based on the solutions of the algebraic constraints obtained from the unbiasedness conditions of the estimation error. An effective, simple, robust and locking-free plate formulation is proposed to analyze the static bending, buckling, and free vibration of homogeneous and functionally graded plates. The simple first-order shear deformation theory (S-FSDT), which was recently presented in Thai and Choi (2013) [11], is naturally free from shear-locking and captures the physics of the shear-deformation effect present in the original FSDT, whilst also being less computationally expensive due to having fewer unknowns. The S-FSDT requires C1-continuity that is simple to satisfy with the inherent high-order continuity of the non-uniform rational B-spline (NURBS) basis functions, which we use in the framework of isogeometric analysis (IGA). Numerical examples are solved and the results are compared with reference solutions to confirm the accuracy of the proposed method. Furthermore, the effects of boundary conditions, gradient index, and geometric shape on the mechanical response of functionally graded plates are investigated. [less ▲]

We developed a T-gate technology based on selective wet etching yielding 200 nm wide T-gate structures used for fabrication of High Electron Mobility Transistors (HEMT). Major advantages of our process are the use of only standard photolithographic process and the ability to generate T-gate stacks. A HEMT fabricated on AlGaN/GaN/sapphire with gate length Lg=200 nm and double-stacked T-gates exhibits 60 GHz cutoff frequency showing ten-fold improvement compared to 6 GHz for the same device with 2 um gate length. HEMTs with a double-level-T-gate (DLTG) structure exhibit up to 35% improvement of fmax value compared to a single T-gate device. This indicates a significant reduction of skin effect losses in DLTG structure compared to its standard T-gate counterpart. These results agree with the theoretical predictions. [less ▲]

The aim of this paper is to better comprehend the learning processes contributing to the identity development of a 7-year-old Portuguese-speaking newcomer in a multilingual primary school. Portuguese-speaking students constitute one of the ethnic and linguistic communities most affected by academic failure in Luxembourg. Furthermore, Newly Arrived Migrant Students (NAMS), as defined by the European Commission (2013), constitute a special-needs, understudied and ever-growing group in European schools today. Drawing on the Community of Practice framework applied to educational contexts (Morton, 2012), this research is a sociolinguistic ethnography focusing on educational resources. With an innovative application of Legitimate Peripheral Participation (LPP) and educational resources (linguistic, curricular, cultural), this paper contributes to current research on NAMS in multilingual schools. The results drawn to our attention not only the importance of the roles of both the teacher and classmates on the newcomer’s identity development and learning, but also the predisposition of the newcomer to participate and evolve in the new community of learners. Grâce à l’étude des matériaux parfois insolites du droit constitutionnel luxembourgeois, droit peu connu en-dehors des frontières de cet État, cet article invite à renouveler l’analyse scientifique de deux concepts-clés du droit constitutionnel : celui de dissolution du parlement et de coutume constitutionnelle. Suite à l’allégation, en 2013, par le Conseil d’État luxembourgeois, de l’existence d’une « coutume constitutionnelle » relative à la dissolution, la présente étude s’interroge non seulement sur le sens possible de cette formule ambiguë (en distinguant entre un sens fort et un sens faible de « coutume constitutionnelle »), mais aussi — ce qui est plus rarement fait — sur le fondement normatif qui puisse autoriser un acteur juridique à émettre une telle allégation. La recherche d’une norme « supérieure », fondant la coutume, explore quatre perspectives, parmi lesquelles il y a lieu de souligner le concept de « rule of recognition » défini par Hart. La controverse de 2013 a également mis en exergue le caractère faussement évident du concept de « dissolution ». Ses angles morts et incertitudes se révèlent une fois que l’on essaie de l’appliquer à la pratique, ici à la pratique historique du Luxembourg. Ainsi, une « dissolution de plein droit » est-elle, au sens strict du terme, une dissolution ? En quoi celle-ci se distingue-t-elle de la fin usuelle des mandats qu’est l’échéance du terme ? La cessation des mandats parlementaires peut-elle être due à deux causes juridiques : dissolution et échéance ? La distinction entre terme précis et terme imprécis, connue en droit privé, est-elle également opératoire en droit constitutionnel ? Est dégagée ainsi, au fil de l’analyse des cas originaux observables dans l’histoire luxembourgeoise, une vision théorique plus fine des divers types de fin collective des mandats parlementaires. In order to check the reliability of man-made vibration prediction methods, vibration tests were performed on one of polders in the North-West of the Netherlands. The polder was chosen because it has a rather homogenous, thick and soft peat top layer. Here sufficient harmonical vibrations could be generated by a rather small shaker. The shaker was designed and manufactured in order to produce harmonical vibrations at the soil surface. It consists of two counter rotating electric vibrators (with rotating eccentric masses) in order to produce a vertically oscillating force. For the recordings of the vibrations, six 2D or 3D geophones were placed on the soil surface and one 2D geophone was placed on top of the shaker. The measured vibration amplitudes of the vertically oscillating shaker were compared with 1. Two different analytical methods used for the design of vibrating machine foundations, 2. The Confined Elasticity approach and 3. The Finite Element Method, for which Plaxis 2D software was used. Also the measured vibration amplitudes at the soil surface were compared with Barkan-Bornitz’s solution and Finite Element Modeling. [less ▲]

While this differentiation process has been well-characterized in mice, limited data is available from human cells. Applying microarray expression profiling in the human SGBS pre-adipocyte cell line, we identified genes with differential expression during differentiation in combination with constraint-based modeling of metabolic pathway activity. This work reviews the monograph titled Private International Law in Commonwealth Africa. The reviewer considers the work to be very significant. The work builds on the previous works of the author (of the monograph) principally aimed at the development of private international law (PIL) in Africa. The reviewer situates the work in a larger context by interpreting the work and previous works of the author (of the monograph) as seeds for the development of a future African Union (AU) PIL. In this regard, the reviewer is able to select four major themes that justify the significance of the work in relation to a future AU PIL. These themes concern limitations on previous works on African PIL, the significance of PIL to AU economic integration, the impact of human rights and constitutional law on PIL in Africa, and a plea for cooperation as it relates to a future AU PIL. However, the reviewer exposes the scepticism as to a future AU PIL, and concludes that despite this scepticism, the work is significant enough to sow the seeds of a possible AU PIL. [less ▲]
