In this article DPCM (Differential Pulse Code Modulation) speech coding scheme with a simple switched first order predictor is presented. Adaptation of the quantizer to the signal variance is performed for each particular frame. Each frame is classified as high or low correlated, based on the value of the correlation coefficient, then the selection of the appropriate predictor coefficient and bitrate is performed. Low correlated frames are encoded with a higher bitrate, while high correlated frames are encoded with a lower bitrate without the objectionable loss in quality. Theoretical model and experimental results are provided for the proposed algorithm. [less ▲]

This article presents a market design for the management of noise pollution created by aircraft traffic around airports. A local market for noise licenses allows noise generators to compensate noise victims and to meet social acceptability. We show that the market allows the market designer to implement the social planner's optimal allocation of flights as long as the latter does not put too high a weight in his/her objective function on firms' profits compared to the disutility of noise pollution. The fact that local representatives of noise victims may be strategic players does not fundamentally alter this finding. Because of the market auctioneer's information constraints, noise licenses are likely to distribute windfall gains to residents, which alters the urban structure in the long run. [less ▲]

[less ▲]

The impact of transmission design and spatial correlation on the symbol error rate (SER) is analyzed for multi-antenna communication links. The receiver has perfect channel state information (CSI), while the transmitter has either statistical or no CSI. The transmission is based on orthogonal space-time block codes (OSTBCs) and linear precoding. The precoding strategy that minimizes the worst-case SER is derived for the case when the transmitter has no CSI. Based on this strategy, the intuitive result that spatial correlation degrades the SER performance is proved mathematically. In the case when the transmitter knows the channel statistics, the correlation matrix is assumed to be jointly-correlated (a generalization of the Kronecker model). The eigenvectors of the SER-optimal precoding matrix are shown to originate from the correlation matrix and the remaining power allocation is a convex problem. Equal power allocation is SER-optimal at high SNR. Beamforming is SER-optimal at low SNR, or for increasing constellation sizes, and its optimality range is characterized. A heuristic low-complexity power allocation is proposed and evaluated numerically. Finally, it is proved analytically that receive-side correlation always degrades the SER. Transmit-side correlation will however improve the SER at low to medium SNR, while its impact is negligible at high SNR. [less ▲]

By considering a least squares approximation of a given square integrable function $f\colon[0,1]^n\to\R$ by a multilinear polynomial of a specified degree, we define an index which measures the overall interaction among variables of $f$. This definition extends the concept of Banzhaf interaction index introduced in cooperative game theory. Our approach is partly inspired from multilinear regression analysis, where interactions among the independent variables are taken into consideration. We show that this interaction index has appealing properties which naturally generalize the properties of the Banzhaf interaction index. In particular, we interpret this index as an expected value of the difference quotients of $f$ or, under certain natural conditions on $f$, as an expected value of the derivatives of $f$. These interpretations show a strong analogy between the introduced interaction index and the overall importance index defined by Grabisch and Labreuche [7]. Finally, we discuss a few applications of the interaction index. [less ▲]

By considering a least squares approximation of a given square integrable function $f\colon [0,1]^n\to\R$ by a shifted $L$-statistic function (a shifted linear combination of order statistics), we define an index which measures the global influence of the $k$th largest variable on $f$. We show that this influence index has appealing properties and we interpret it as an average value of the difference quotient of $f$ in the direction of the $k$th largest variable or, under certain natural conditions on $f$, as an average value of the derivative of $f$ in the direction of the $k$th largest variable. We also discuss a few applications of this index in statistics and aggregation theory. [less ▲]
