Two Portuguese children of immigrants were observed over a period of two years within the complex sociolinguistic context of the Luxembourgish multilingual school-system. The data allow the analysis of their relations with the languages they learn at school: Luxembourgish, German, French and Portuguese. The observations focus on the two pupils struggling with the languages of the ‘legitimate market’ and the ‘islets of liberty’ (Bourdieu). Their different strategies lead to opposite results: one manages to cope with the system, the other borders on failure. The theoretical frame of the study is based on socio-cultural theory (Vygotsky, 1962), enhanced by the demands of a multilingual school. The study relies on a qualitative, ethnographically oriented methodology. [less ▲]

We use data from the Luxembourg Income Study in order to quantify the economy-wide monetary gains achieved by Household-Size Economies, due to the within-household sharing of goods by individuals living in multi-member households. In most of the twenty countries we examine, we observe a decline in monetary gains achieved by Household-Size Economies over time. This decline is the result of a demographic trend towards smaller-sized household units, rather than a change in the shares of aggregate disposable income earned by household types of different size. This paper presents an implementation of two Fuzzy Logic controllers working in parallel for a pan-tilt camera platform on an IJAV. This implementation uses a basic Lucas-Kanade tracker algorithm, which sends information about the error between the center of the object to track and the center of the image, to the Fuzzy controller. This information is enough for the controller to follow the object by moving a two axis servo-platform, regardless the UAV vibrations and movements. The two Fuzzy controllers for each axis, work with a rules-base of 49 rules, two inputs and one output with a more significant sector defined to improve the behavior of those controllers. The controllers have shown very good performances in real flights for statics objects, tested on the Colibri prototypes. [less ▲]

"The United Nations World Assembly on Aging has made advancing health and well-being into old age a worldwide call for action. And this text at hand shows us what researchers worldwide are doing to answer that call. Here, three of America's most esteemed experts on aging lead a global team of contributors - each an expert in his or her country - to show us what the top challenges of each nation are, and what top research is being done there to meet those. While we cannot predict with absolute certainty all of the issues that will arise over the next 20 years, we can anticipate some and we must start now to prepare for these challenges, an expert from the U.S. Department of Health and Human Services warned at a recent UN World Assembly on Aging. Needed response to the global population shift is not just the responsibility of governments, but will be a product of wise, long-term decisions made by individuals and societies, she explained. In most nations globally, populations are graying and the number of people aged 65 and older is vastly increasing, creating a larger segment of senior citizens than the world has ever before seen. Across human history, the elderly accounted for no more than 3 percent of the world population. By the year 2030, the elderly are expected to make up about 25 percent of the world population. And while longevity is of course seen as a great success, longer lifespan for such masses also creates dilemmas. For example, the incidence of dementia has already increased significantly with an 11-fold increase in people aged 65 and older in the US since the turn of the century, and a similar increase in aged people in Scotland has researchers there scrambling to find treatments for what they expect will be a 75 percent increase in dementia over the next 25 years. Chronic diseases that come with aging are already taxing health care systems in the US and around the world to Japan, with most experts aware their current health systems would be overrun and lack enough staff and facilities to handle the needs of an elderly population multiplying largely in the coming two decades. Increases in psychological issues such as dealing with the depression often striking aged people are impending, too, as are social issues such as how families, and public policies, will deal with the changing shape of the family." In the present article we propose a nonlinear observer that merges the behaviors 1) of an extended Kalman filter, mainly designed to smooth off noise , and 2) of high-gain observers devoted to handle large perturbations in the state estimation. We specifically aim at continuous-discrete systems. The strategy consists in letting the high-gain self adapt according to the innovation. We define innovation computed over a time window and justify its usage via an important lemma. We prove the general convergence of the resulting observer. [less ▲]
