In recent decades, contemporary sex education is more and more expected to save children and youth from the negative consequences of pornography. Yet, sex education was and still is often accused of being pornographic itself and harmful to pupils. Analyzing this contradictory constellation, the article argues for the need of a differentiated pedagogical approach to pornography. [less ▲]

Pourquoi le Luxembourg s'inquiète-t-il toujours de l'école polyvalente, une réforme adoptée par le Parlement national en 1979, et qui ne fut jamais été appliquée comme prévu dans les années 1980 ? Plus de trois décennies se sont écoulées et, pour un certain nombre de raisons, le spectre de l'école polyvalente continue à hanter les acteurs de l'éducation publique au Luxembourg. Cette inquiétude se manifeste notamment par un désir constant de la part des gouvernements luxembourgeois successifs d'augmenter le nombre d'élèves étudiant au lycée classique et d’autre part d'abaisser le nombre d'élèves qui poursuivent leurs études en régime préparatoire. Le ministre de l'Éducation Claude Meisch et le secrétaire d'État à l'Éducation Marc Hansen ont fait savoir qu'ils étaient prêts à aborder la question très prochainement. [less ▲]

Equality of opportunity and meritocracy are common catchwords of the legitimation of educational reforms. In the 20th century, a comprehensive school reform was one major reform project that was expected to reduce educational inequalities. Yet, very different concepts of equality, merit and achievement dominated the heated debates over a comprehensive school which remain controversial until today. Drawing on the example of Luxembourg, the article analyses main political arguments for and against a comprehensive school reform. Based on expert interviews and historical documents, the authors show how different political approaches to equality are connected with specific concepts of merit as well as the social reproduction of national elites. Recent integration discourses in Europe locate problems of equality, gender, and sexuality among migrant youth. Educating and testing the values of future citizens is supposed to guarantee their conformity with ‘western’ and ‘modern’ values. By analyzing educational reform discourses in multicultural Luxembourg, the paper aims to challenge these contemporary narratives in two ways: (1) In a historical analysis, the paper traces conservative reform resistance in the case of sex education which is often overlooked due to the focus on migrants; (2) In placing sex education’s reform legitimation and resistance within (a) broader educational reform discourses of inequality and citizenship and (b) contemporary narrations of the reforms and their taboos, the paper reconstructs how liberals and conservatives join an alliance over sexuality education of ‘the Other’. The sociological–historical discourse analysis critically questions the ethnicization of sexuality by disclosing its homogenizing use to cover conservative resistance within the citizen’s community. By analysing teachers’ journals in Luxembourg from 1892 to 1939, this paper argues that the teaching press played an active role in the promotion of Luxembourg’s forthcoming cultural identification. Set amid the growing importance of their professionalisation and self-understanding, teachers became recognised as an essential force for the national coherence of the young multilingual nation-state. By identifying common themes in these discussions – the role of state, patriotism, and the hegemony of the church in particular – this paper asks the following question: Given the linguistic and cultural diversity of the country, what markers were used in education to construct national identity and which other identities were promoted alongside or at the expense of national identity? This study concludes by suggesting that Luxembourgish teachers went to great lengths to contribute towards and shape the concept of ‘mixed culture’ (Mischkultur), which was to become the foundation of the country’s image of cosmopolitanism. Steuerungsinstrumente wie Wettbewerb, Bildungsstandards, Outputsteuerung oder Rechenschaftspflicht werden in bildungspolitischen Innovationsdiskursen als Mittel für Fortschritt und damit als das Neue präsentiert, das zugleich auch als das Gute erscheint. Das Alte, Rückschrittliche dient als fiktives Gegenbild zur Legitimation der jeweils aktuellen Bildungsreformen. Vor diesem Hintergrund analysiert der Beitrag anhand von bildungshistorischen Quellen in Freiburg/Schweiz, inwiefern einige der vermeintlich neuen Steuerungsinstrumente bereits seit dem 19. Jahrhundert zum Repertoire einer meist konservativen Bildungspolitik gehören. Rankings, Bildungsstandards, Prämien und Bildungsberichte schaffen Gelegenheiten des Vergleichens, die von nationalem Interesse sind. Sie erweisen sich als Beispiele einer ‚neuen alten’ Steuerungspraxis zum Ansporn von Wetteifer und zur Leistungssteigerung des Bildungswesens. Der Beitrag zeigt, wie staatlich forcierte Wettbewerbskonstellationen und vergleichende Leistungsschauen im Kontext bildungspolitischer Steuerungs- und Rechenschaftsdiskurse als Fortschrittsgeneratoren konstruiert werden, durch die sich Bildungsreformen legitimieren lassen.
