High unemployment rates on one side of a border and training opportunities on the other, the lack of training programmes for specialised jobs on the one side of the border and well defined vocational programmes on the other side: cross-border vocational education and training (VET) is an increasingly used tool to accommodate the differing needs inside the European Union in recent years. This paper will present, explain and analyse the diverse approaches and concepts of tailor-made as well as more standardized cross-border VET programmes in the Greater Region SaarLorLux (DE, FR, LUX, BE) and explain the different mobility types (from short-time exchange programmes, to internships as well as a formalised division of mobility between days of apprenticeship in one country and days of practical training in another country). This cross-border region is the largest transboundary commuting area and therefore the largest transboundary labour market in the EU. [less ▲]

This paper focuses on the construction of training systems in a cross-border context. It focuses on the Greater Saar-Lor-Lux Region at the crossroads of four countries (France, Luxembourg, Belgium and Germany) due to the strong growth of cross-border work. It shows that the construction of transferable qualifications from one territory to another is a fundamental issue for these territories, which is part of a real multi-actor and multi-level territorial construction process. This analysis shows that the development of these training programmes such as apprenticeship was made possible by a strong regional and European political will. The latter has provided a framework for numerous localized initiatives stimulated by local cross-border cooperation. The territories have thus been capable of learning and invention. [less ▲]

The paper deals with the territoriality expressed by the employees of a border plant in the automotive industry: smart in Hambach (Moselle, France). As a branch of the German group Daimler AG, led by a German director, the plant is an original place where distinct languages and nationalities coexist. In order to highlight the employees´ attitudes and representations on the territory, an interdisciplinary methodology has been set up, which is based on semi-structured interviews and mental maps. The results show different meanings for territoriality, where national borders are rarely directly expressed, although they play a structuring role in people´s representations. Three main types of representation emerge, whether they come from persons having their roots in the region, from persons with an expatriate profile, or from persons presenting some uncertainty as regards identity spatial markers. L’analyse concerne différents types de limites et frontières au sein d’une grande entreprise automobile située près de la frontière franco-allemande en Moselle (France). Filiale d’un grand groupe allemand, dirigée par un Allemand, mais employant une majorité de Français et une minorité d’Allemands, cette entreprise est un lieu original de brouillage des frontières. Les distinctions liées aux groupes sociaux, à l’organisation du travail et à des cultures d’entreprises, tendent à se superposer de manière subtile et à moduler les effets de frontières nationales et linguistiques. Toutefois, les évolutions de la production, du recrutement des salariés et la mise en place de nouveaux partenariats industriels sont susceptibles d’activer ces frontières apparemment routinisées et fonctionnelles. L’article présente les questionnements théoriques, la méthodologie et les premiers enseignements de la pré-enquête. [less ▲]
