Working with data produced by public sources often encounters several problems: one of the most common is the lack of continuity in the publication of databases. In this regard, the Permanent Household Survey -EPH- of the National Institute of Statistics and Censuses (INDEC) in Argentina is an exception. In fact, this survey has published user databases with information since 1974. However, this has been done in a "non-replicable" way: from changes in the formats of its publication (dbase, .txt, .xls, .sav, etc.) to renaming some variables and recoding their categories, which makes them impractical for continuous use and processing. The lack of an API for the dissemination of information produced by INDEC generates a limit to the information processing capabilities, reducing the users to i) thematic experts with knowledge of how to access sources and ii) media that access information already processed in the form of press releases. This limits the potential value of the enormous work done by the institute, by discouraging its use by users with limited knowledge of the sources, but with data processing capabilities, such as the R community. In turn, certain key indicators presented by the EPH have methodological annexes, but no public implementations that allow the public to make use of the methodology outside the reports prepared by the institute. In this context, the eph package aims to facilitate the work of those users of the Permanent Household Survey - INDEC who wish to process data from it using the programming language R. The library has the following functionalities: i) a unified syntax for downloading, tagging and building datasets with comparable cross-sectional information ii) Implementation of indicator calculation (poverty) using the official methodology Some of its functions are: get_microdata(): Downloads the microdata bases, organize_panels(): Allows to build a panel data pool of the continuous EPH surveys, organize_cno(): Classifies occupations according to the CNO 2001 organize_caes(): Classifies economic activities according to CAES Mercosur 1.0 and CAES Mercosur organize_labels(): Label the bases following the last design map_agglomerates(): Indicator map by agglomerate The package also has other datasets that can be useful for working with the EPH: some dictionaries that contain the coding of geographic variables (such as regions or clusters) or the geographic position (centroids) of the clusters where the survey is conducted. The possibilities that emerge from micro-blogging generated content for crisis-related situations make automatic crisis management using natural language processing techniques a hot research topic. Our aim here is to contribute to this line of research focusing for the first time on French tweets related to ecological crises in order to support the French Civil Security and Crisis Management Department to provide immediate feedback on the expectations of the populations involved in the crisis. We propose a new dataset manually annotated according to three dimensions: relatedness, urgency and intentions to act. We then experiment with binary classification (useful vs. non useful), three-class (non useful vs. urgent vs. non urgent) and multiclass classification (i.e., intention to act categories) relying on traditional feature-based machine learning using both state of the art and new features. We also explore several deep learning models trained with pre-trained word embeddings as well as contextual embeddings. We then investigate three transfer learning strategies to adapt these models to the crisis domain. We finally experiment with multi-input architectures by incorporating different metadata extra-features to the network. Our deep models, evaluated in random sampling, out-of-event and out-of-type configurations, show very good performances outperforming several competitive baselines. Our results define the first contribution to the field of crisis management in French social media. [less ▲]

The economic cycle is a subject of recurring debate in the specialized bibliography. Both from the conceptual point of view and its empirical recognition, there is no consensus regarding the causes and concrete forms of this characteristic of the economy. In particular, the statements regarding the existence of a long wave, proposed by different authors of the early twentieth century, are a source of debate. In this work we propose an empirical review of series traditionally used in economic analysis, such as the product, wages, and gold, for the United States and the United Kingdom, from the 18th century to the present, using a technique originally developed in the area of signal analysis. The objective is to seek new evidence regarding the presence of a well-defined cycle in long periods of economic history. For this, we use Wavelets analysis in search of low-frequency signals, or long periods. The results show favor able evidence to the existence of three distinct cycles, one of which would be of amplitude around 50 years. [less ▲]

The study of international trade is one of the classical research areas of the economic thought. Its empirical characterization, at the same time that it goes back in time, is today an application space for new techniques, based on the intensive use of data. The increase in the availability of information curated for all countries allows exploring new analysis techniques. In turn, the multiple dimensions of the problem prevent a single analysis technique from capturing the entire phenomenon. The present work proposes to carry out various methodological proposals for the study of international trade, in such a way that together they allow obtaining a novel vision of the data. To do this, techniques widely used in other fields are tested on this particular subject, such as graph analysis and bayesian generative models. Aggregate trade between countries as well as the composition of the export baskets are considered. [less ▲]

The Argentine average real wage started a period of stagnation and regression after an almost uninterrupted growth between 2003 and 2013. In this context, this article aims to analyze whether this movement is a circumstantial phenomenon or if, on the contrary, it is explained by the role of wages in the accumulation of capital in Argentina. To this goal, the authors adopt a long-term perspective to analyze the trend, volatility, and level in international terms, considering purchasing power parity. The main results indicate that up to the mid- 1970s the trend is increasing, although volatile, at that time the wage started a deeply negative road until the end of the convertibility, with a significant increase in its volatility. The improvement in the recent decade barely managed to recover the level of real wages prior to the military dictatorship, with a notable increase in the wage gap in international terms. From this we reaffirm that the real wage plays the role of an additional source of compensation for the lag of productivity which characterizes the national economy at times of stagnation or retreat of the appropriate land rent, a role that since the mid-1970s took the general form of the sale of labor power below its value, with varying intensity in time. On this basis, it concludes that the current recession is not circumstantial, but finds its reason in the role that the wage plays in the reproduction of the accumulation of capital in Argentina. The debate about changes in the sale conditions of the labor force that has occurred since the early 70's, both locally and internationally, is widespreas. Many researchs make progresses in the wage comparison from an interna- tional perspective, taking into account the new international division of labor, while others are restricted to the national level, noting the heterogene- ity of the labor market in Argentina.
