The objective of this paper is to identify the economic and social challenges of telework in the context of a cross-border labor market : Greater Region SaarLorLux, a cross-border area including Luxembourg, Lorraine (in France), Saarland and Rhineland Palatinate (in Germany) and Wallonia (in Belgium). This area is strongly concerned by the flows of border workers (nearly 260,000 in 2021). Teleworking has been imposed by the pandemic and is not without raising a certain number of questions: legal, social, fiscal.... linked to the presence of the border between the place of residence and the place of work. In a context of mobility and congestion problems, another form of remote work has developed in recent years : coworking spaces. This paper aims to discuss these two organizational modalities of teleworking, but also their challenges for the development of the border territories of both residence and work. [less ▲]

With the border closures in spring 2020, it became difficult for cross-border workers - also in the so-called "Großregion" / "Grande-Région" - to reach their jobs. Especially essential workers in the health, rescue and industrial sectors were at the centre of the debate about a lack of solidarity between the different border regions and countries. This article analyses the impact of border closures on different aspects of solidarity in the Greater Region, the border region with the highest number of cross-border workers in Europe. Solidarity as a European value has been put to the test - both between countries (e.g. through the 'theft' of key labour and border controls making cross-border mobility almost impossible) and between different groups of workers, such as teleworkers and non-teleworkers, as well as between cross-border commuters and non-cross-border commuters, who have been treated differently, for example through short-time working schemes (e.g. in the health sector). This article analyzes the main spatial and socio-professional dimensions of cross-border workers at the different borders of France, particularly within the cross-border employment poles of Geneva, Basel and Luxembourg. It is based on data from the French population census, supplemented by data from the countries where cross-border workers work. While cross-border workers have socio-demographic characteristics that are relatively common to the different cross-border employment centres (mostly men, relatively young, etc.), the article highlights the territorial specificity of socio-professional profiles according to the different cross-border spaces observed. Cross-border work thus constitutes a modality of territorial management of labor and skills. [less ▲]

This paper focuses on the construction of training systems in a cross-border context. It focuses on the Greater Saar-Lor-Lux Region at the crossroads of four countries (France, Luxembourg, Belgium and Germany) due to the strong growth of cross-border work. It shows that the construction of transferable qualifications from one territory to another is a fundamental issue for these territories, which is part of a real multi-actor and multi-level territorial construction process. This analysis shows that the development of these training programmes such as apprenticeship was made possible by a strong regional and European political will. The latter has provided a framework for numerous localized initiatives stimulated by local cross-border cooperation. The territories have thus been capable of learning and invention. [less ▲]

Mobility of work is a multidimensional concept. It may concern a movement inside a professional career (promotion…), but also a geographical move. In the economic literature, mobility is analyzed as either a condition for the realization of a self-regulating market, or a constraint showing the instability of employment on the external markets, or even a resource for the professional development of the workers, the growth of the firms and the territories. Empirical studies of cross-border work tend to temper these theoretical analyses. This study proposes to shed light on the main aspects of the socio-professional profiles of cross-border commuters at the various French borders. Nearly 385,000 cross-border commuters were living in France in 2013. The destination countries of these cross-border commuters are very diverse (mainly Switzerland and Luxembourg). There is a relative territorial specificity of the socio-professional profiles according to the different areas of employment. Cross-border work is a regulatory factor in the different cross-border labor markets, allowing for a quantitative but also qualitative adjustment between reserves and man-power needs. This analysis will thus provide a better understanding of cross-border mobility and, above all, identify their different socioeconomic functions with regard to the countries of destination. For this purpose, we have made use of the 2013 INSEE population census data. [less ▲]
