Although they remain officially temporary areas, and despite the fragmentation in their statutes and their formal management, Palestinian refugee camps in Amman and the informal settlements surrounding them have developed over 60 years. Far from representing simple spaces of exception, today they resemble other working-class neighborhoods of the city with which they are interwoven. This research deals with the logic and constraints underpinning this urban planning, and the light it sheds on the ways the inhabitants of these areas are “governed” in Jordan. Due to the fact that no “plan” as such was ever drawn up, the heterogeneous practices carried out by various professional actors and institutions are studied thanks to the notion of apparatus. The use of this concept in the Foucauldian sense makes it possible to explain the strategic arrangement characterizing the interventions of development, improvement or planning that have followed over the last 30 years, and which were conducted according to principles for improving living conditions in camps and informal settlements. This specific form of planning, which responds in part to political considerations related to the place of refugees in the kingdom and the consequences of the Israeli-Palestinian conflict, has been possible not only thanks to the gradual transformation of the meaning of a “temporary” stay, but also to an ambiguous governmentality of Palestinian refugees in Jordan, which fluctuated between principles of differentiation, on the one hand, and integration on the other. This article, following the methodologies and the conceptual tools developed by Michel Foucault, aims to analyze the refugee camps and the informal neighborhoods as spatial technologies for managing populations. At the same time, it underlines the possibility to discern a dispositive of urban planning starting from spatial technologies. After examining some theoretical contributions, showing their limits, I will clarify my position concerning the study of the rationalities of management and planning of the Palestinian refugee camps and the informal neighborhoods in the Jordan context. These spatial technologies for governing populations aim, first of all, to establish and to keep a difference in relation to the rest of the territory. In order to combat violence and criminality, Johannesburg, in its striving to become a «world-class city», has installed a closed circuit television system in its Central Business District (CBD). The article analyses the social and spatial effects of this modern surveillance technology. It is argued that surveillance by camera essentially aims at protecting important areas. Its effect on reducing criminality does not appear to be as certain. Furthermore, closed circuit television has contributed towards a new territorialisation of space in the wake of Apartheid and towards the introduction of a privatized public culture. This means that a whole segment of the population appears to be excluded from such areas on socio-economic grounds. [less ▲]
